A convoy is being organized to visit the Indiana Statehouse on April 18, said Darrell Breeden, a fleet manager for J.T. Express, a Washington trucking firm. The protest is the latest sign the nation's independent truckers and small trucking companies are banding together to protest diesel fuel prices that are driving some of them out of business...

As the protest convoy circled the block, about 100 people gathered on the Capitol steps to urge state lawmakers and Gov. Ed Rendell to eliminate Pennsylvania's highest-in-the-nation diesel fuel tax of 38.1 cents per gallon... Consumers also pay state taxes of 32.3 cents per gallon on gasoline, 11th highest in the nation... Truckers around the country have been talking about a protest or strike as high diesel prices and low freight rates have pushed an increasing number of truckers into bankruptcy... Fuel prices in Pennsylvania averaged $3.28 a gallon for regular unleaded gasoline and $4.33 a gallon for diesel on Monday, compared with $2.70 for regular unleaded and $2.84 for diesel a year ago... But what happens when, in addition to the $50 fillup, your groceries go from $80 to $120 and you hunt for new jeans but the shelves don't even have your size?... That's the very real possibility that is triggering an unofficial nationwide call for a shutdown by thousands of independent truck operators who deliver those supplies – all sparked by the rising costs of fuel... One website already explains about 18,000 trucks have been committed to the shutdown starting April 1, and whether it goes for a day or a week, they are hoping that their actions will get the attention of officials who, they demand, must do something to help... The e-mail said it is not a "strike" or an attempt to organize a union, and drivers will not violate any laws... "The government will hear us only if we stand united," suggest Dan Little, the strike's promotor. He noted he'd gotten calls from Sen. Not a bad profit for a 1,164-mile haul from Connecticut. Then he looked at the prices of diesel fuel at the Pilot truck stop in Milford... At $4.17 per gallon, about $900 of that $1,000 payday would go for fuel... For independent truckers like Cisson, it's enough to make them wonder if the long-haul life is worth it. All he could do now is wait for his broker to call and tell him what product he would be hauling, and listen to talk among fellow truckers about a protest strike later this week...

Bob Peterson, president and CEO of Tulsa-based Melton Truck Lines Inc., said the company has rolled back allowable highway speeds from 68 mph to 65 mph. It is also installing generators on trucks to reduce idling costs and ultimately cut fuel expenses. Other companies are training drivers on how to conserve fuel and taking steps to make their trucks more aerodynamic... But Melton's efforts to save fuel and slash costs can't happen fast enough. Diesel prices have jumped about 44 cents a gallon in the last month, making it difficult for the company to keep up. Melton expects to spend about $72 million this year on fuel -- nearly triple what it spent in 2003. Three of their company’s tractor-trailer trucks were repossessed, and two more were scheduled to be taken away over the weekend... Donald A. Hayden, 58, president of Donald Hayden & Son Logging Inc., said he is losing his 35-year-old business because of high diesel fuel prices... When Hayden bought the three trucks in March 2006, diesel fuel was $2.60 a gallon, but it has risen to $4.14 a gallon, he said. Because the fuel price has almost doubled, Hayden said, he could not pay for fuel and make his truck payments at the same time... By Monday, Hayden will have two working logging trucks left to run a company that he has built over decades. He has already laid off three drivers and plans to let two more drivers go, he said... In El Paso, the average diesel price hit a record high of $3.89 a gallon last Thursday -- $1.06 a gallon higher than a year ago... Those prices have the CB radio filled with talk of a possible truck shutdown during the first three days of April... Joe Parra, operations manager of Bordertown Transportation, an El Paso trucking company employing about 60 drivers and four independent truckers, said some shipping brokers won't pay surcharges, or get a surcharge from customers and don't pass it on to the trucking company... Jones at Mesilla Valley Transportation said fuel costs now equal more than the driver expenses and truck combined, and those fuel costs make cash flow a big problem...Parra said the company dropped its trucks' speed limits from 75 mph to 72 mph, and "probably will drop it down more." Australia -ABC Online -Mar 29, 2008: -- The Transport Workers Union (TWU) says road safety will continue to be compromised until more rest areas are built for truck drivers, after a report found no national highways meet trucking guidelines... A new report has identified Queensland and the Northern Territory as having particular problems with a lack of truck rest areas... The report found none of the nation's highways meet the national guidelines requiring a major rest area every 100 kilometres and a minor stop every 50 kilometres... TWU Queensland secretary Hughie Williams says there is a link between the number of road deaths and the lack of truck stops... "We've had an enormous number of fatalities over the years involved in truck drivers becoming fatigued," he said... "It's very, very important we have proper truck stops and plenty of these truck strops around the place for these drivers to be able to stop and rest."...

Mehaffey -March 29, 2008: -- A new law that allows truckers to haul heavier loads on a five-mile stretch of Highway 97 — from Oroville to the Canadian border — could bring new jobs to this Okanogan County border town... The state Legislature unanimously passed a bill this session introduced by Sen. Bob Morton, R-Orient, to allow trucks to haul up to 137,500 pounds, instead of the previous maximum gross weight of 105,000 pounds. Gov. Chris Gregoire recently signed the bill into law... The stretch of road is now known as a "heavy haul corridor."... Ken Stanton, Douglas County Commissioner and chairman of the North Central Washington Economic Development District, said the added business is likely to have a "trickle-down effect" on other businesses throughout the region... And, he added, "There are many impacts that are positive, that are not necessarily economic. It will help maintain the viability of that railroad line, which keeps hundreds of semis off the highway," he said...

FUEL COST TROUBLES * USA - Truck Stop Last Fill-Up

For the past 20 years, Henry's truck stop in Etters has given drivers a welcomed break from the highway: fill up the tank, fill up with food and its back on the road... But today truckers are fueling up here for the last time: owners say the price of a gallon of diesel fuel has quadrupled over the past decade to nearly $4.20 a gallon... That's a big reason why this locally owned truck stop can't compete with the bigger companies. With an apology letter to customers posted on the door tonight the big rigs will drive off for the very last time... This shut down is affecting more than just the employees here it impacts the truckers too. This is one of the only large scale truck stops between Baltimore and Harrisburg...

Bender, 37, will add to the more than 1 million miles on his 1998 Freighliner rig when he drives to Harrisburg Monday to participate in a truckers' protest at the Capitol at 9 a.m... Truckers will start lining up at 6 a.m. at Exit 77, Route 81, just outside Harrisburg... The truckers want to draw attention to high fuel prices, their opposition to Act 44 -- which allows for tolls to be placed on Interstate 80 -- and the possible lease of the Pennsylvania Turnpike to private investors... Numerous drivers have used their time at home or at Internet-equipped truck stops this month to spread word of the idea on Web sites like OvertimeTruckers.com and even MySpace, the social networking site... It might sound like an April Fool’s Day joke, but Mr. Little and other independent truckers, what the industry calls owner-operators, say they are serious about their plans to stop accepting freight on Tuesday... Yellow fever hits town

London,UK -Motor Transport/Road Transport, by Will Shiers -26 March 2008: -- Accord MP has purchased 10 Modec electric vans for use on a six-year, £40m highway maintenance contract with Transport for London (TfL)... Although the vans were purchased for their green attributes, Accord MP is discovering there are significant economic benefits to operating an electric vehicle fleet... Darren Tiwari, fleet manager for the TfL contract, explains that not only are they exempt from road tax and the London Congestion Charge, but they make more financial sense every time the price of diesel increases. Tiwari is also hopeful that they will prove to be significantly cheaper to maintain than equivalent diesel-powered vehicles. "After all, the most complicated part is the battery and we lease that from Modec," he says. Although electric vehicles do not require an MOT, Accord plans to introduce six-weekly inspections. If they continue to be as reliable as they have been, Tiwari sees no reason why more Modecs won't be purchased in the long-term...

* ECO-Start ends idle ways
Stuttgart,Germany -Motor Transport/Road Transport, by Will Shiers -28 March 2008: -- Mercedes-Benz is to make its ECO-Start anti-idling device standard across its 7.5-tonne truck range in the near future. The fuel-saving product, automatically switches off the truck's engine whenever it is on stop. It has been available on manual transmission Ategos for a couple of years now, but take-up has been minimal... ECO-Start will be officially relaunched in the Sprinter van at this year's CV Show. Although initially only available with manual gearbox vans, an automatic version is in development...

London,UK -Motor Transport/Road Transport, by Roger Brown -28 March 2008: -- The British Vehicle Rental and Leasing Association (BVRLA) claims it may be more cost effective for firms to rent vehicles for short-term work in London rather than pay Low Emission Zone (LEZ) charges. John Lewis, director general of the BVRLA says that with the £200 a day charge for pre-Euro 3 vehicles, firms should think about whether it is more viable for them to hire... The fine for not paying the daily charge is £500, which increases to £1,000 if not paid within 14 days. Lewis says commercial vehicles available for short-term rental are more fuel efficient and better for the environment. BVRLA members operate more than 510,000 vans and trucks across the UK. According to TfL, it is counting around 50,000 unique vehicles entering the zone each week, around 4,000 of which are non-compliant (8%)...


* Forced to pay LEZ fines while awaiting smoke test

London,UK -Commercial Motor/Road Transport, by Roanna Avison -28 March 2008: -- An operator that chose to use a local fitter to install particulate filters to comply with the London low-emission zone (LEZ) has hit another stumbling block - a long wait to get a test date with Vosa. KJ Lowe Transport, based in Bexleyheath, runs two Scania 18-tonne trucks. The company ordered particulate filters from Dinex in November these arrived and were fitted last week... However the company chose to use a local, authorised fitter to keep costs down and is now unable to get the filters tested at Vosa's Gillingham test centre until 8 and 10 April. Co-owner Marion Smith says: "We live within the LEZ so we've had our 28 days' grace, and every time we drive out in the morning we get fined £200 even though the trucks have the relevant filters fitted."... She adds that Transport for London (TfL) told her to pay the fine and claim it back...

Big Brown is adding more green to its fleet

Atlanta,GA, USA -The Atlanta Journal Constitution, by Rachel Tobin Ramos -28 Mar 08: -- The Atlanta-based package company has added 167 natural gas-powered trucks, bringing its green fleet to 1,629. That's still just 1.74 percent of its 93,637 trucks... Forty-two trucks will be deployed in Atlanta. Spokesman Norman Black said UPS will use the vehicles in congested cities. Dallas is getting 25 trucks, and five California cities will get the others... The "compressed natural gas" vehicles are about $1 per gallon cheaper to operate than trucks that run on gas. The green trucks, however, cost $66,000 — about $18,000 more than conventional trucks, Black said...

Talk of American truckers possibly staging a shutdown is being reported around the world. In France, Agence France-Presse picked up a news story out of Indiana about how truckers in that Midwestern state are comparing the current fuel crisis to the early 1970s... Jim Johnston, OOIDA’s president and CEO and one of its founders, also remembers the desperate days of the 1970s. He said today that even though federal law prohibits OOIDA from calling for a strike because it is a trade association, OOIDA will always do its best to represent the interest of its members whether they are running or shutdown because of a lack of compensating revenue... With the economic situation is expected to take some time to resolve, OOIDA is encouraging its members and other individual truckers to take every action they can to take control of their individual business operations to ensure their futures... Framingham,MA,USA -Computerworld -March 27, 2008: -- ... They also face impossible cost pressures that force many to drive far more hours in a day than may be safe - or legal. Replacing paper logbooks with electronic ones could improve compliance. But faced with rising fuel costs and EPA mandated equipment, most see information technology as just another cost burden... Electronic logbooks could make hours of service and other data logging faster and easier. Widespread use could also make roads safer by making it harder to falsify driver logs and drive beyond the 11 hours legally allowed per day per Federal Moter Carrier Safety Administration rules. But in the battle between these groups, electronic driver logs are viewed as a competitive weapon - or threat... Safety inspection records show that there is indeed a problem in the industry when it comes to compliance. Of 1,251 compliance violations given out to truckers last year, 651 were given for false reports of driver record of duty status, according to an FMCSA report. FMCSA summary statistics also show that out of 9,576 compliance reviews, 22.4% were "conditional" and another 4.4% were "unsatisfactory."... This is a concern because tired drivers cause accidents, and incidents involving 80,000 lb tractor trailer rigs tend to be nasty. In 2006, there were 4,995 large truck fatalities in the U.S... The irony is that even as drivers shun EOBRs, adoption of other technologies could make independents more profitable. MIke says truckers with onboard laptops and wireless internet expense software, logbook software and GPS technology can gain a substantial edge. "With a Verizon or Sprint air card a small independent trucker can enhance his profits easily by 20% just by doing something simple like [using] gasbuddy.com," he says. A highway slowdown has begun in response to high energy prices—and the big trucking companies are leading the way

Con-Way Freight, one of the nation's largest trucking firms with 8,500 rigs, has announced it is turning back the electronic speed limiters in its entire fleet from 65 miles per hour to 62 mph... Con-Way will be saving $12.8 million per year, a significant figure for a company that saw its operating income drop 27 percent last year to $235 million... Now that fuel for the first time has surpassed labor as the most significant cost for many trucking companies, it's not surprising that they are taking steps to save. But here's the tricky part... They want all of us to do the same... The American Trucking Associations is calling for a nationwide 65-mph speed limit—not only to save fuel but as a matter of safety... In the Canadian province of Ontario, the Owner-Operator Independent Drivers Association is opposing a move for a 65-mph speed limit, disputing the greenhouse gas and safety impact... Asked Clayton Boyce, spokesman for ATA, about the competitive issues at play, he said, "Some independent owner-operators want to drive faster so they can make more miles in a day and earn more money. And yes, every single car driver on our secondary roads can make sure THEY are not the ones speeding and driving dangerously. Because we all know that speeding truckers are not the only problem on our roads

Bolton,ON,Canada -The Caledon Enterprise - March 26 2008: -- Speeding trucks is definitely a concern in Caledon, so a move last week by the provincial government to limit highway speeds of trucks should be considered good news... The Liberals introduced a bill in the Legislature last week to mandate the use of built-in speed limiters on all heavy trucks - allowing them to go no faster than 105 km/hr. The idea is being applauded by the Ontario Trucking Association (OTA), whose top spokesman says the move would reduce the severity of crashes, improve fuel efficiency, and reduce the greenhouse gases given off by trucks... David Bradley, president of OTA, says that truck drivers are the least likely to speed excessively, but for the few that do, speed limiters will slow them down without draining police resources. The speed limiters are also supported by a wide range of safety and environmental groups - Canadian Automobile Association, the Canada Safety Council, the Traffic Injury Research Foundation, RoadWatch, SMARTRISK, the Transportation Health & Safety Association and Pollution Probe to name some - so all things considered, it seems like a win-win legislation... But what about the smaller regional roads, like Hwys. 10, 9, and Regional Road 50 that are truck routes through Caledon? A speed limiter coming into effect at 105 km/hr won't help slow down truckers using 80-km speed limit roadways; which car drivers complain is a huge problem... An effort to curb drowsiness among truck drivers could gain ground next month when the federal agency that regulates truckers acts on medical findings regarding a sleep disorder

The medical review board of the Federal Motor Carrier Safety Administration will finalize recommendations about truckers and obstructive sleep apnea (OSA) on April 7, says Maggi Gunnels, the agency's director of medical programs... People who have the condition wake up frequently during sleep because the disorder causes their airways to partially close. The constant awakening, once every minute or two in severe cases, makes them unusually drowsy during their waking periods. That could be especially risky for drivers of big rigs... Clinical studies have shown that commercial truck drivers have a higher incidence of the most severe form of OSA — 20%-30%, compared with 2% of women over age 40 and 4% of men over 40, says David Rapoport, medical director of the New York University School of Medicine Sleep Disorders Center... The federal agency's guidelines on truckers and sleep apnea need an update based on improved science and the medical community's better understanding of the condition, says Dave Osiecki, vice president of safety, security and operations at the American Trucking Associations, which represents trucking companies...


* Obesity may drive some truckers to doze

A major contributor to the condition is obesity, says Allan Pack, director of the Center for Sleep and Respiratory Neurobiology at the University of Pennsylvania and adviser to the medical review board. The board is expected to recommend that commercial truckers be required to undergo a sleep study once they reach a certain level of obesity... If the agency approves, drivers would have to be treated for the condition to get certified. Treatment can include surgery or the use of a mask during sleep that delivers air into the airway... Gunnels and Pack say review board members were split over what level of obesity should trigger the sleep study requirement... Gunnels says federal regulators already can ground drivers they believe are susceptible to drowsiness; the changes, if implemented, would give them more authority... "Individually, trucking companies are becoming more aware of this issue and are screening truck drivers, but there's also a role the federal government can and should play," he says... The Owner-Operator Independent Drivers Association, which represents small-business and independent truckers, would oppose testing drivers for sleep apnea based solely on their weight unless a "direct causal relationship" with obesity can be shown, says Tom Weakley, director of operations for the OOIDA Foundation... But broker BB&T Capital Markets remains downbeat about the prospects for the industry, lowering its earnings estimates in large part due to the negative impact of rising fuel prices... They can more or less pass on their fuel costs through a sliding scale of fuel surcharges, which helps them recoup nearly all their fuel costs... Not so lucky are the legion of independent drivers, who are at the mercy of tight-fisted customers as to whether they will get their fuel costs back in revenue. Independent drivers are a difficult lot to gauge. That's why they are called independents. There really isn't a hard number of them, although they generally are estimated to consist of perhaps 1.5 million to 2 million drivers... It's not an insignificant number. ATA chief economist Bob Costello predicts more trucking company failures, and independents leaving the market. "It's only going to get worse," Costello... While that's a tragedy for these independents and their families, there is a brighter side. In the macro sense, this does mean capacity is exiting the market place. This should be good for large TL carriers such as Swift, Schneider National, Werner Enterprises and J.B. Hunt, among others. As it is, he pays only a few important bills, and tries to reassure his wife that they will get through this crisis. But he has his doubts... In a few minutes he'll continue on a low-paying haul from Iowa to the East Coast that he accepted only because he needs money to stay ahead of bills... Truckers like him are vanishing from the nation's highways. Vulnerable before, they are almost defenseless now. Soboloski drives for independent haulers and is working towards getting his own truck... J.R. Chisholm, from Somerville, Texas, has been a truck driver for 35 years. He said when he started, diesel was about 75 cents a gallon. At the Travel Port, diesel was $4.13 and $4.18 a gallon... Dick Desrosiers, owner of Piscataqua Transportation in Greenland, said his company is running about 20 trucks presently. Desrosiers runs flatbed carrier trucks that mainly deal with the construction industry... "We’re putting $800 of fuel in each truck," said Desrosiers. "It’s just killing us. This industry right now is so soft, we’re not able to pass it on. We’re absorbing a big chunk of the cost and prices are going up faster than we can adjust to it."... Many independent over the road truck drivers are fed up with rising fuel and insurance costs and are looking into organizing and trying to join together to take rigs off the road and that would mean shortages at supermarkets, convenience stores and if it was carried out to the extreme, eventually at every retail outlet in America. Everything that gets delivered to a retail store in your city or town is eventually delivered by a truck, and if it were highly organized a strike could paralyze the economy... But is real or a hoax?... According to a report from the Quad City Times, there are roughly 1,000 truckers now saying that they will strike on April 1, and it appears not to be an April Fool's Day joke despite the day the strike will reportedly begin... It seems a bit under organized at this point and many truckers interviewed by the paper had not heard of the looming strike, but some independent drivers seem to suggest they would join in. Sheets, who owns DS Jr. Trucking in Drummond, said he tried to time it so his was the last load... Taylor said the industry is seeing several issues converging at once: fuel surcharges that aren't always passed back to the driver from the broker; a dearth of freight and, of course, high fuel prices... In the past, diesel has been priced around — or lower — than regular gasoline. But in the last three years, diesel has been more expensive than gasoline for several factors ranging from high worldwide demand to a transition to lower-sulfur diesel in the United States. The agency cites rising demand from Asia and Europe, the move to mandatory low-sulfur diesel this year and an additional 6 cents a gallon in federal taxes... Prices like that have truck drivers slowing down to save fuel, favoring aerodynamic styling for new trucks and equipping their trucks with auxiliary power units so they don't have to idle their big engines all night while out on the road... The industry long ago adopted a fuel surcharge, based on a Energy Department index, to recover the cost of fuel. But competitive pressures make it a fight to recover all of that, said J.R. Tart, vice president of operations at Horizon Freight Systems' Fort Worth yard on Blue Mound Road... Ken Gangl, treasurer of PACCAR Inc., parent of Peterbilt, said the company is building an engine-assembly plant in Mississippi, to open in 2009, that will use technology acquired when it bought a European truckmaker in 1996. Additionally, he said, PACCAR will introduce in the third quarter a medium-duty truck powered by a diesel-electric hybrid... Trucker Yokum, who stopped to fuel at the Flying J Truck Stop off the Smithton, Westmoreland County, exit of Interstate 70, said high prices have meant doing little things to try to save fuel. OPINION - USA - L.A. truck plan makes more sense

The Port of Los Angeles, proposed that port truck drivers become employees of licensed motor carriers and licensed motor carriers obtain taxicab-type concessionaire agreements with the ports

Licensed motor carriers have the business relationships with major retailers and other cargo owners that ship goods through our ports. By our estimates, there are about 1,300 licensed motor carriers operating in our trucking system. Many of them have little or no assets. They contract with an estimated 16,000 independent truck owner-operators to haul containerized cargo among the ports, rail yards, regional warehouses and businesses... In this system of licensed motor carriers and paid-by-the-load truckers, thin margins and wild competition drive rampant inefficiencies and cut-rate pricing. Low rates mean low wages, and low wages power the fleet of old, poorly maintained, smog-belching trucks. Trucks contribute 63 percent to the estimated 2,400 premature deaths statewide each year from air pollution generated by regional goods movement... While protecting public health for the long run is priority one, three key principles mandate our Clean Truck Program's aggressive approach:
* Efficiency: Providing new trucks to licensed motor carriers is more efficient than working with 16,000 individual drivers to replace each of their trucks...
* Sustainability: With lower fees and a variety of incentives, the Port of Los Angeles Clean Truck Program does the most to encourage private investment toward the turnover of our dirty truck fleet within the shortest period of time... By the time the next generation of trucks is needed, we must ensure that our trucking industry is financially self-sufficient so Southern Californians can continue breathing cleaner air....
* Security: A trucking system with employee drivers provides a far greater degree of control and accountability than we currently have with thousands of independently contracted truckers...

FUEL COST TROUBLES * USA - For truckers, it’s now a matter of survival

“Somebody’s got to figure out why the fuel’s so high,” he said... Ah, but the devil’s in the details...

Mount Vernon,OH,USA -The Mount Vernon News, by Cheryl S. Splain -March 22, 2008: -- On March 16, the price of diesel nationwide averaged $3.984, according to the Owner-Operator Independent Drivers Association. Friday, it averaged $4.019, a mere 2 cents a gallon higher... But multiply it by the 120,000 miles the American Trucking Association reports truckers average a year, and that 2 cents represents an additional $2,400 a year in fuel costs. That’s if the price doesn’t go up any further... Last week, owner-operator Tom Bark of Apple Valley reported paying as much as $4.77 a gallon. Phil Wheeler of Wheeler Transport in Fredericktown has been luckier... “The highest fuel I have ever seen is maybe $4.20,” he said. “No doubt in some small towns, a mom and pop station that doesn’t service trucks might charge that much, but I’ve never seen it that high at a truck stop.”... Transportation companies are allowed to charge a fuel surcharge when there is a spike in fuel prices. The surcharge is paid by the company that has the freight to be shipped. Although the surcharge helps, it also ultimately increases the cost of the product... As an independent driver, Wheeler said he doesn’t get a fuel surcharge. Rather, he looks at each load, determines his cost, and tells the customer what he needs to make the run... Chad Beachler, vice president of Beachler Trucking Inc. in Loudonville, who carries temperature-controlled freight, said much of the problem began with deregulation in the 1970s and ’80s. The Interstate Commerce Commission, which was abolished in 1995, used to regulate the trucking industry, and set a standard rate per mile. With deregulation came freight brokers, who act as middlemen between companies that have freight to ship, and truckers who haul the freight. The broker quotes a rate to the shipper, then takes a percentage of that rate. The broker then quotes the reduced rate to the trucker. Beachler said the broker takes a cut, while leaving the trucking company to do most of the work... Wheeler and Beachler recall the protest and unrest when the cost of fuel skyrocketed in the ’70s and ’80s. Neither understands the lack of public response to the current high prices... Beachler also doesn’t understand why the oil industry has not upgraded its facilities since the 1950s... “We have an abundance of oil in this country,” he said. “They have not built the refineries to make the fuel to keep the price down.”... Wheeler had an even simpler solution... “Somebody’s got to figure out why the fuel’s so high,” he said... Ah, but the devil’s in the details...


* Truckers Slowing Down to Save Fuel

But with diesel fuel around $4 a gallon, she and other big-rig drivers have backed off their accelerators to conserve fuel... Dawson said she's cut her speed by five to 10 miles per hour to save money for her company. Many independent owner-operators have slowed even more, she said... Truckers and industry officials say slowing a tractor-trailer rig from 75 mph to 65 mph increases fuel mileage by more than a mile a gallon, a significant bump for machines that get less than 10 miles per gallon hauling thousands of pounds of freight. Even sitting still with the engine idling, a rig gulps about a gallon of diesel every hour... Fuel accounts for about a quarter of carriers' operating costs, and now is surpassing labor as the biggest expense for some carriers, said Tiffany Wlazlowski, a spokeswoman for the Arlington, Va.-based American Trucking Associations... * Small Trucking Companies Hurt by Diesel Prices - Diesel prices averaging $4.28

It's putting a strain on trucking companies, especially the small ones who are having no choice but to pass the cost on to consumers.You see them running day and night up and down the highways, moving all types of goods from one place to another. But the cost of doing it, especially for the smaller trucking companies, is becoming unbearable... Stan Edinger, with H.S. Edinger and Sons, says, “Something here is going to have to happen, we just can't keep going on like it's been doing, especially the last month."... So for now they'll just try to ride it out.Truckers are paying almost a dollar more a gallon than we are for gas. The average price of a gallon of gas is $3.38 in the Syracuse area...

At a truck stop near Fond du Lac, this latest round of snow dominated the conversations... "This one ain't bad compared to when (Interstate) 39 was all shut down, so this one is good compared to that one," said one driver, who identified herself only as Teresa.... "Pretty nasty coming from Madison going to Berlin. Yeah, I'd say they had three, four inches on the ground. It's pretty nasty," said Reggie Reynolds, who was also driving to New Jersey... Empty containers were once plentiful in Chicago and Memphis, but no more. Lack of chassis and other vital equipment is also a real concern for shippers in the Pacific Northwest... But the real sticking point still appears to be with ocean carriage... Peter Freidmann, executive director of the Agriculture Transportation Coalition (AgTC), a lobbying group representing shippers of agricultural commodities, said, “All our shippers are asking for is some form of guaranteed space allocation—maybe ten boxes a week—to mitigate their risk. If the shipper can’t find the cargo to fill the boxes, he pays a penalty. We want something along the lines of what the airline industry does with rationalization.”... And while the non-vessel operators (NVOs) are more willing to adopt this strategy, they haven’t the assets to deliver on such promises every time, said Freidmann... The cartel-like pricing behavior of transpacific ocean carriers is another irritation his shippers are still dealing with, said Freidmann... “They call it a ‘talking agreement,’ but it’s clearly anti-competitive and has become obsolete in the European Union. When Mike Dunn pulled his rig into an Interstate 80 weigh station east of Lincoln on Monday, he had no idea he’d be there for five days

Dunn, who has been driving trucks for 29 years, claims Nebraska authorities would allow him to leave the weigh station only to get food at the truck stop down the road... “I could only be gone for an hour and a half,” Dunn said Thursday afternoon... Dunn’s problems began when he pulled into the weigh station about 11 a.m. Monday with a semitrailer loaded with a “secret” cargo: a huge metal cylinder weighing about 92,000 pounds... But it wasn’t the secrecy or the cargo that got him into trouble with the Nebraska Department of Roads and the Nebraska State Patrol. His truck and cargo combined weighed 142,000 pounds, over the weight limit by 6,000 pounds... Dunn claims he has a letter from the U.S. Department of Defense allowing him to pass through states from Bangor, Wash., where his trip started, to the East Coast. Bangor is home to a U.S. Naval submarine base... Dunn said he couldn’t show the letter to a reporter, but that it was faxed to Nebraska officials... Ellis Tompkins, rail and public transportation engineer for the state roads department, said Nebraska issued Dunn an overweight permit for his trip before he left Washington, but he was over the specified weight on the permit... Dunn said he paid his fine Thursday after driving his truck; to several ATMs. Still, he said late Thursday afternoon, the state had not yet given him a permit and he planned to stay overnight... Last month Transit unveiled plans for a 5km motorway tunnel from the Auckland suburb of Mount Roskill to the western motorway, at an estimated cost of $1.8 billion... The Road Transport Forum wants Transit to look at cheaper options, such as a four-lane motorway, at an estimated cost of $600 million... With such a big saving possible, the Forum thinks the public should be consulted... But Transit says it has consulted the community and local authorites since 2000. It believes the tunnel is the least disruptive in terms of environmental and social impacts on the community... TAXES * Canada - Ontario to fight proposed U.S. tax

The Michigan tax would slap $1,000 each on Ontario trucks

London,ONT,CAN -The London Free Press, by CHIP MARTIN -March 21, 2008: -- Already reeling from a high Canadian dollar, Ontario manufacturers are facing the threat of a new Michigan business tax aimed at firms that move goods into that state... With Ontario-Michigan trade worth more than $65 billion a year, the tax has prompted howls of protest by Premier Dalton McGuinty, the Ontario Trucking Association and MPP Pat Hoy of Chatham-Kent-Essex, among others... McGuinty has complained the tax "could impede trade and worsen current economic difficulties."... The tax, effective Jan. 1, would mean a levy of about $1,000 per truck entering Michigan on companies that do business there, but have no permanent premises there... Meanwhile, in a letter to Michigan Gov. Jennifer Granholm last month, McGuinty appealed for tax reciprocity between the two trading partners. He noted Ontario doesn't tax Michigan firms that don't have premises in Ontario...

James Melvin Canclini, 42, pleaded guilty Wednesday to one felony count each of tax evasion and grand theft, as well as a misdemeanor charge of harassing some of the witnesses who would later testify against him... Canclini, who had spent his entire adult life working for T&T Trucking, pleaded guilty on the second day of his preliminary hearing, Deputy District Attorney Steve Taylor said Thursday... Until he was fired, Canclini was working as a dispatcher at the trucking firm. For at least three years, he took money from truck drivers, in exchange for preferable delivery runs... If a truck driver did not cooperate, Canclini would either not give the trucker any jobs or would send him on the runs he did not want... For the owner and president of T&T Trucking, Terry Tarditi , who had spent about six hours on the witness stand this week, it was a relief. He was upset that his trusted truck drivers had ever been victimized, and said he now has checks and balances so it will never happen again... "There's always dishonest people who are going to take advantage of you," Tarditi said...

It could be worse for motorists paying record-high gas prices - Don’t believe it? Ask a truck driver

Kansas,Missouri,USA -The Kansas City Star, by STEVE EVERLY & RANDOLPH HEASTER -21 Mar 2008: -- Higher fuel costs, which threaten to filter into higher consumer inflation, have already set off alarms in the trucking industry... “We’ve been hearing from truckers that have stopped driving for more than three months,” Todd Spencer, executive vice president of the Owner-Operator Independent Drivers Association, said in a statement. “They’ve made the decision to not operate when it’s not economically profitable.” ... Some are hopping mad, alleging that oil and fuel prices are rigged and that they are paying the price. Every 5-cent increase in the price of fuel raises a trucker’s annual fuel cost by $1,000... So is there any hope for diesel prices to decline? If history is any guide, yes. Spring and summer are typically when refinery margins for diesel decline and retail prices also come down... Longer term, diesel prices could still be higher than normal with tighter supply and demand. And that is a worry for the trucking industry...


* Truckers in a bind as diesel costs rise

The cost of diesel fuel has risen dramatically since mid-September, when prices surpassed $ 3 per gallon for the first time in the past year... Unlike other operation costs, a trip to the pump is typically an immediate expenditure, while the corresponding shipper’s payment may not arrive for weeks... Greg Carman, president of Carman Inc. in Fort Smith, said he’s paying about $ 30, 000 more this year to burn 23, 000 gallons of fuel needed to move his trucks during a seven-day period. Like other truckers, Carman Inc.’s tight cash flow is why a quick turnaround on services provided by his 50-truck outfit is so important. Carman said, “It’s almost become more important to get a faster payment than it is higher rates" ... The Arkansas Trucking Association said in a news release that it will ask Congress to investigate the record-high diesel fuel prices that are “ threatening the cost-effective flow of goods in the U. S. and the general economy”... The Harbor Commission will require trucking companies to shoulder costs of the clean air program, a move rejected by Long Beach

Los Angeles,CAL,USA -The Los Angeles Times, by Louis Sahagun -March 21, 2008: -- The Los Angeles Harbor Commission on Thursday unanimously approved a clean air plan requiring shipping companies to buy and maintain a modernized fleet of big rigs and employ thousands of independent truckers who currently operate under contract... A spokesman for the American Trucking Assn. derided the plan as a "scheme to unionize port drivers" and vowed that his group would sue the port. Spokesman Curtis Whalen said the plan violates court rulings allowing the trucking industry unrestricted access to markets nationwide... Nonetheless, Los Angeles Mayor Antonio Villaraigosa told about 300 truckers at Banning's Landing Community Center in Wilmington, "Today, Los Angeles has said enough is enough," he added. "When 1,200 lives are cut short every year by a barrage of diseases, ranging from emphysema to cancer of the mouth, we have a moral obligation to act fast."... Whalen, called the plan illegal... Whalen said the association was working toward an agreement with the Port of Long Beach and that city's mayor, Bob Foster, whom he called "a reasonable guy, unlike that other one."... OPINION: CLEAN AIR * USA - Port clean-up bound for courts?

L.A.'s plan to address truck pollution will attract lawsuits. The port should work with Long Beach to come up with a compromise proposal


Los Angeles,CA,USA -The Los Angeles Times -March 20, 2008: -- In a perfect world, the truck plan being considered today by commissioners at the Port of Los Angeles would be a good solution to the deadly problem of diesel pollution. In the real world of lawsuits and endless court proceedings, it would stall progress on cleaning the air indefinitely... Sometimes it's better to pass a legally questionable reform and fight it out in court than to back down amid lawsuit threats from opponents. This isn't one of those times. The Los Angeles plan has some advantages over Long Beach's, but they are neither so conclusive nor so meaningful that they're worth treading into a legal morass. Port pollution is responsible for an estimated 1,200 deaths a year in Southern California; people will die while lawyers argue... The split between the ports represents a tragic failure by port officials, politicians, trucking interests, community activists and environmentalists to reach a compromise that might have avoided such deadly delays. There is still a chance to speed the cleanup: The L.A. Harbor Commission should reject its staff's recommendation on the employee-trucker strategy and work with Long Beach toward a solution both ports can accept... Owner-operator Don Waltenbaugh of Pennsylvania has organized a daylong event to demonstrate just how bad it’s getting out there for truckers struggling with high fuel prices

Waltenbaugh, an OOIDA member from Vandergrift, PA, has organized a 24-hour protest – a “shutdown” in his words – scheduled for Monday, March 24, on his property on Alternate 66 between Vandergrift and Ford City, PA, northeast of Pittsburgh... “This is a one-day shutdown for solidarity,” he told Land Line... Waltenbaugh said he has parking for 60 trucks and would like to see people from multiple sectors of trucking and hauling... The event organizer also wants to draw attention to unscrupulous brokering that goes on in the trucking industry. Waltenbaugh says he’s tired of brokers who collect a fuel surcharge from customers and do not pass it on to the truckers... A third idea that Waltenbaugh wants to get across is that truckers are people just like everybody else. They are patriotic Americans, they are consumers, and they are registered voters...

On Tuesday, March 18, the Port of Oakland became the latest port to venture into emissions-busting by approving the first of several clean truck initiatives the port plans to tackle by June. The program will use container fees and other money to spend $520 million on truck retrofit and replacement and other emissions programs... The Port of Oakland adopted early action measures that include approving a container fee to be determined later that will encourage replacing trucks as well as cutting ship idling emissions... Oakland brings in 8 percent of California’s container imports, behind the giant twin ports of Long Beach and Los Angeles, Port Spokeswoman Libby Schaaf said... Several shipping associations have indicated they are willing to sue and tie up port “clean truck” proposals in court if they prove inefficient and incongruent with constitutionally protected interstate commerce...

Under legislation introduced yesterday by Transportation Minister Jim Bradley, large trucks will be required to use speed limiters that allow a maximum of 105 km/h... Ontario and Quebec are the only two jurisdictions in North America to have taken steps to legislate speed limiters in trucks, although they are the law in Europe and Australia... Excessive speed is a factor in almost 23 per cent of collisions involving large vehicles, Bradley said... On some 400-series highways, cars routinely travel at 120 to 130 km/h, he said... There may be a need for a stronger police presence on the highways or other rules to ensure public safety, he said...

The analysis by the California Air Resources Board, released Wednesday night, shows that the greatest health dangers related to toxic air emissions stems from diesel trucks traversing the freeways and other roadways around West Oakland and the Port of Oakland... The two-year public health inquiry covered a large swath of the Bay Area - an area of 3,800 square miles that is home to 3.1 million people. The residents had an elevated risk of cancer - nearly 1,200 additional cancers per million people due to long-term exposure to diesel particulate matter than people living elsewhere, the study reported in preliminary findings... The study also found other considerable health problems resulting from exposure to port-related diesel pollution: 18 potential premature deaths annually occurring among people 30 and older, 290 asthma attacks, 2,600 days of work lost and 15,000 "minor restricted activity episodes."... Exposure to diesel particulate matter is a hazard especially for children and elders. The air board has estimated that the toxins contributed to some 160 premature deaths in the Bay Area three years ago...

People usually do not associate the word "green" with diesel trucks, but big diesels are getting cleaner

All new heavy-duty diesel engines sold in the U.S. after 2007 must meet strict new Environmental Protection Agency (EPA) standards that filter almost all the black soot particles and much of the nitrogen oxides that cause acid rain. The next set of standards, set to go into effect in 2010, will reduce nitrogen oxides even further... The dirty little secret of the cleaner diesel engines: they burn more fuel--a big problem for fleet operators facing a 44% rise in diesel fuel costs over the last year. Commercial vehicles--the main consumers of diesel fuel--can accumulate 75,000 miles in a year... Even a small decrease in fuel efficiency can make a big difference to truck operators' bottom lines... This is why heavy-duty truck manufacturers are now paying a lot of attention to diesel hybrids... A hybrid truck can deliver fuel savings of 5% to 60%, depending on how it is driven. For one type of hybrid technology, the EPA estimates the average urban delivery truck could save more than 1,000 gallons of diesel fuel per year... Hybrid power systems work best in vehicles that stop and start all the time, which means that they are ideal for delivery trucks, garbage trucks and school and city busses. For a long-haul vehicle, the savings would be significantly less... One way hybrids save energy is by using an electric motor, or even a pressurized hydraulic system, to boost the performance of the internal combustion engine when the vehicle is accelerating or under heavy load. The energy can be stored chemically (in a battery), electrically (in a capacitor) or mechanically (in a pressurized hydraulic system)... The Energy Policy Act of 2005 can provide federal tax credits of up to $12,000 per unit for diesel hybrid purchases... That may not be quite enough to offset an initial 35% premium over conventional vehicles, but with diesel averaging $3.88 a gallon nationwide, fleet operators will be weighing their options: pay more up front at the dealer or pay more at the pump for years to come...

During the past week, almost 65 percent of truckers who responded to Land Line’s Web poll indicated they have paid $4 per gallon for diesel... OOIDA member Ken Simmons of Discount Trucking Inc., in Crosby, TX, has these words of advice for owner-operators who are struggling to stay afloat right now: “Make sure you know what your cost of doing business is before you accept a load.” ... He said marketing is also key for owner-operators to make sure potential customers know about their trucking business... Another crucial factor for owner-operators struggling to make money right now is checking credit on brokers before they take a load to make sure they will get paid for their loads... OOIDA member Joseph Frazier of Satsuma, AL, has made two important business decisions in order to survive the high fuel costs and low freight rates: He’s saying no to cheap freight, and he’s slowing down... Right now, Frazier said his Freightliner is getting about 7 miles to the gallon just by keeping the speedometer at 63 or 64 miles per hour.He is leased to Fikes Truck Lines, which is 100 percent owner-operators. Frazier said he gets 100 percent of the fuel surcharge, which helps him out. Fikes bases the surcharge on 5.5 mpg, so he is able to keep the difference as profit... Frazier, said he knows what his bottom-line freight rate has to be to run, which he said is right around $1.65 now... Frazier said it’s also important to lease on to a company that has only owner-operators because many companies that have company trucks will take care of their company drivers first... “If you lease on to a company that has 700 company trucks and 200 owner-operators, guess who they are going to take care of first. Then they are going to turn around and give you the freight they want you to haul,” he said...

Justice * Ireland - Is blind for truckers

The murderous and irresponsible behaviour of many, if not most, truck drivers on the highways of this country must be addressed once and for all

Today, a Road Safety Authority report -- the latest of many on this apparently intractable scandal -- tells us that nine out of 10 trucks are speeding on our motorways... In urban areas, eight out of 10 truck drivers ignore the speed limit. Consequently, hardly a day goes by without sudden death inflicted by a heavy truck... For the speed of heavy goods vehicles is supposed to be limited by electronic "governers" and the number of hours spent driving without a break is supposed to be controlled by tachographs. Truckers are simply defying the law by disconnecting the first and ignoring the second... The combination of speed and weariness is a lethal one... We know that one in every five crashes on Irish roads is linked to drivers falling asleep at the wheel. Truck drivers working to delivery deadlines are particularly at risk... But commercial pressure is not a legitimate excuse for endangering innocent lives... Again, one in five road deaths involves heavy goods vehicles... It appears that, for them, justice is blind and the law is simply not being enforced... Or can it be that there is one law for the private motorist and another for the truck driver?...

Among the ideas coming out of Sunday’s meeting at Esther’s Diner in Bethel Township was setting up a truck convoy to the state Capitol and possibly another to Washington to protest fuel prices... Independent, union and company drivers joined Sunday’s meeting, along with a representative from Swift Transportation... “It was better than I expected,” Kirsch said of the turnout... Kirsch said yesterday that he expects several hundred truck drivers to show up for a rally/meeting at Wilco/Hess truck stop at Exit 77 (Grantville) of Interstate 81 at 2 p.m. Saturday.


* Truckers feel fuel pressure - "We're losing big money"

KIRKPATRICK -19 Mar 2008: -- The average price per gallon of diesel fuel is poised to bust through the $4-per-gallon mark in the Charlotte area today, adding further upward price pressure to trucked goods such as groceries... Truck driver Scott Taylor said he would spend hundreds, maybe even $1,000 to fill up his truck. He leases his truck from a national company and as an independent driver watches every gallon, he said. He used to make $70,000 a year two years ago. Now he makes about $50,000, a loss of income he blamed on the price of fuel... Even though independent drivers and trucking companies get to assess fuel surcharges, drivers have to go slower and avoid idling to conserve, he said. So the trips take longer and that eats into productivity and wages, especially if a driver is paid by the mile, he said... "We're losing big money," said Taylor, a Kentucky-based driver, who had picked up a load of pipes Tuesday from Charlotte Pipe and Foundry. "It's real hard on us."...

Dan Little, the owner/operator of a livestock hauling company in Carrollton, Mo., estimated Tuesday that at least 1,000 other truckers from across the United States have committed so far to joining him in a strike on April 1... Although none of the truckers interviewed Tuesday at the Iowa 80 Truck Stop, Walcott, which is just off Interstate 80 west of Davenport, has heard of the intended strike, some said they would shut down, too... At issue is the rising cost of diesel fuel, which has reached or exceeded $4 per gallon in at least 17 states. But Little does not expect his strike to bring down the per-gallon price of gas, nor does he expect to have any effect on the oil companies... Mike Hills, a driver from Wyoming, Iowa, said he also would shut down to support Little and the others — if he could... Greg emphasizes, "I'm here because of these fuel prices, they're just outrageous, ridiculous...it's to the point where my fuel prices are more than my profit. That way, I'm working backwards. I mean, if I can't take home nothing, then what's the point of working?"...

TRUCKMAKERS' NEWS * Sweden - Volvo Trucks boosts production, sales

Stockholm,Sweden -Just Auto.com -18 March 2008: -- Increased production rates boosted Volvo Truck deliveries in February by 23% year on year to 8,907 vehicles... In Europe 6,080 vehicles were delivered, up 38%... The decreased deliveries in North America (554 vs 1,057 a year ago, a fall of 48%) were due to a strike that started on 1 February at the New River Valley plant in Virginia. Production is scheduled to restart on 24 March... Deliveries in South America were up 66% to 1,038, led by Brazil where deliveries increased 72%...


* India - MAN Force HCVs await good market in Jharkhand

Jamshedpur,India -The Financial Express -Mar 18 , 2008: -- MAN Force Trucks Pvt Ltd, the joint venture between MAN Nutzfahrzeuge AG and Force Motors Ltd, sees a good future for its heavy commercial vehicles (HCVs) in this mineral-rich state... MAN Force that had produced around 5,000 HCVs in 2006-07, is likely to end the current year by producing around 24,000 vehicles, of which half of them will have been exported by it... The HCV manufacturer exported its first consignment of around 2,500-3,000 vehicles around three months to Bangladesh, Dubai, Saudi Arabia and to other Asean countries...

Truck Charges * Australia - To hit hard

Sydney,New South Wales,Australia -AAP/The Sydney Morning Herald -March 19, 2009: -- ... A hike in truckies' fees will hit shoppers at the checkout, the Nationals have warned... But Labor says increased charges for the trucking industry will not translate into significantly higher grocery bills... The hike is part of a raft of measures including an increase in the road user charge... Essentially a fuel tax for trucks and buses, it rises from 19.63 cents-a-litre to 21 cents per litre, which would be indexed at a rate higher than the consumer price index annually, and come into effect from January 1 next year... The government argues the higher charges are justified because the trucking industry is not shouldering enough of the cost of providing road infrastructure...

FUEL COST CRISIS * USA - Why doesn’t OOIDA call for a strike?

Grain Valley,MO,USA -Land Line Magazine, by Jim Johnston -March 14, 2008: -- Calls for a shutdown are common, and here at OOIDA we are slammed with phone calls and e-mails from truckers whose businesses are suffering. This week, 90 percent of the thousands of calls we’ve received are about the cost of fuel. Many are asking why OOIDA does not call for our members to strike... As a trade association, it is not possible for OOIDA to organize a shutdown because it would be a violation of federal anti-trust laws. Criminal penalties could be imposed, those businesses and individuals who claim to be adversely affected by a strike action could initiate civil lawsuits, and the existence of the Association could be jeopardized... I know many of you feel you are at the end of your rope; however, a strike is not the answer. Here’s why: Most small business truckers will not support a strike and will not shut down for the period of time it would take to be successful... The reason for this is that the current fuel crisis does not affect all truckers in the same way. Many truckers have asked for and received fuel surcharges from their companies. Others have not. Many truckers have the cash reserves to cope with the bad times, and many do not. In addition, fuel prices are markedly higher in some regions of the country than in others, thereby making it more difficult for some truckers than for others who are less affected...
