Migrant-smuggling gangs * Europe - Against British lorry drivers in Calais

* UK - Gangs 'gas UK truckers before stealing their wallets, cash and trousers'

--- British lorry drivers are increasingly being targeted by migrant gangs who gas them and rob them in their cabins as they take a nap in rest stops near Calais... Several truckers who were sleeping in their cabins at a rest stop in Baralle, south of Calais, were set upon this week... Matt Swann, 37, a lorry driver from Great Yarmouth woke up to find the door lock on his cabin smashed in and his trousers and wallet containing 130 Euros missing, The Sun reports... Mr Swann had been parked up for the night at the rest stop when he was robbed... Some 10,000 people were ejected after the Jungle was razed in October. But, in June The Express newspaper revealed that hundreds of migrants had set up a new camp in Calais and were sleeping and living in the area...

--- DB Schenker and Man Truck & Bus will test the technology of "platooning" or traffic in convoy. A technique that relies on the suction effect and saves up to 10 % fuel. Both companies expect to start testing in the spring of 2018... Each convoy will consist of two trucks that will run empty at first, connected to each other through electronic "drawbars". At this stage, driving conditions and training of drivers in the operation of vehicles and their specific driving techniques will be scrutinized... From weekly to daily trials, the tests will be transformed into trips under actual transport conditions with convoys running between the logistics centers of Munich and Nuremberg up to 3 times a day... They will determine the data to be transmitted to the manufacturer and logisticians in order to obtain optimum monitoring of the convoy. But also the information to the leading driver, for example the updated alerts in order to disconnect the vehicles forming the convoy at the right time...

GREEN NEW TRUCKS * Europe - Required to certify the CO2 emissions

* Belgium - All new trucks to have CO2 emissions certified by 2019

--- Truckmakers will be required to certify the CO2 emissions of all new trucks they sell in Europe from using a test procedure known as VECTO. The tool, which was was endorsed by EU member states and the European Commission last week, is designed to make figures for the fuel consumption and CO2 emissions from new heavy-goods vehicles available for truck buyers... The system will require truckmakers to supply information on key vehicle parameters, including weight, aerodynamics performance and engine efficiency. Using this data, the simulator will generate reference CO2 emission values that customers can read on labels placed on new vehicles... These fuel figures could also be the basis for the CO2 standards for heavy-duty vehicles that the Commission is expected to propose early next year... But campaigners have cautioned that while this new test procedure will increase transparency, it will not deliver the emissions cuts Europe needs to meet its climate targets or prevent truckmakers from exploiting test loopholes – as carmakers routinely do... The second package should also include on-road fuel consumption testing, T&E added, as the Commission is planning to do for cars and vans...

* Belgium - The ETF organized a demonstration in Brussels
--- The European Transport Workers' Federation (ETF) organized a demonstration in Brussels on 26 April... A few weeks before the publication of a package of measures for road transport, the ETF says that the objective of combating social dumping is forgotten... The European Commission has promised to tackle social legislation in road transport . But according to the ETF, the account is not there, contrary to the initial promises. "DG Move is set to launch on 31 May a series of measures aimed at reducing weekly rest periods and increasing drivers' driving times, which will increase fatigue and pose a risk to safety, All road users, "the ETF said in a statement released on 24 April... The Federation of Transport Workers also states that the European Commission will not allow fair wage levels and working conditions for drivers from low-cost countries...

TRUCKS WEIGHT RULES * Europe: SOLE style

* Belgium - European shippers face SOLAS-style truck weight rules
--- An EU regulation obliging shippers to declare the weight of goods in containers and swap bodies transported by trucks across Europe comes into force next month. The new law is modeled on the International Maritime Organization’s Safety of Life at Sea (SOLAS) amendment, which took effect on July 1, 2016 and required the verified gross mass (VGM) of a container before it can be loaded onto a vessel... From May 7, EU member states must enact laws mandating shippers give truckers a statement indicating the weight of the container/swap body being transported, while the trucker must provide access to all relevant documentation submitted by the customer... The purpose of the amendment is to provide trucking companies with the assurance that the weight of containers or swap bodies when loaded onto the vehicle does not cause its gross mass weight to exceed the maximum legally permissible weight... But, existing business practices should be sufficient to meet the requirements of the rule...

--- Mobile phone use behind the wheel continues to be a significant problem on Ireland’s roads but a new survey of Irish motorists reveals that nearly half of drivers (46 per cent) would support the introduction of technology to disable certain phone functions for the sake of safety... More than one in four respondents (26 per cent) felt that some form of blocking device would be more effective at deterring mobile phone use than the introduction of harsher penalties... In terms of the main activity that drivers engage in on their phones while behind the wheel, making / receiving calls and texting are still the most common activities – nearly two thirds or 64 per cent of those who admit to using a phone behind the wheel say this is their most regular activity on the phone... In addition to the need to improve motorists’ behaviour, it is apparent that there is a strong desire for technology to help deliver the solution and enhance road safety. Nearly a half of drivers, 46 per cent think the Government should enforce a device to disable web-browsing, emails and the ability to send and receive texts...

--- Nearly eight months after the European Commission's € 2.93 billion record fine for six carmakers (DAF, Daimler, Iveco, MAN, Scania and Volvo / Renault) for illegal cartels on prices, federations European authorities have approved the procedures on behalf of their members. In order to contain nitrogen oxide emissions from truck diesel engines within Euro 6, all manufacturers use an AdBlue injection in the exhaust gases (SCR process). The device that controls its operation can be neutralized by pirate software for sale on the Internet... Cheating involves providing permanent false information to the central management unit: "everything goes well on the side of catalytic reduction" while the AdBlue tank is empty... The pirated electronic boxes called "AdBlue emulators" are available on the Internet since the application of Euro 5 at derisory prices (a few tens of euros) with sometimes a certificate of quality awarded ... in China! Some professionals propose the installation of pirate boxes in a more ambiguous way, with a temporary activation to reach an AdBlue refueling point... The after-sales networks have observed cases of use of AdBlue emulator on vehicles coming mainly from countries of the East... But in the case of a system with switch, is detection possible? Yes, because the AdBlue injection device does not adequately support prolonged inactivity while the engine is running, which will result in high costs during a refurbishment... DAF and Scania sent a circular to their network stating the legal consequences of any reprogramming of the engine and the depollution devices: loss of the manufacturer's warranty, loss of the right of movement (non-conformity with the homologation of origin) therefore, loss of insurance... On 13 January 2017 a European motion for a resolution concerning the standards governing the motor vehicle industry, and in particular their control, was drafted, inter alia, with an explicit request to prohibit any device for invalidation and to make the homologation mandatory softwares...

--- A French national, a manager of a Slovak company, orchestrated a fraud in the detachment of drivers between France, Belgium, Portugal and Slovakia. The offense for concealed advertising is characterized... A massive strike, conducted simultaneously on 14 March in France, Belgium, Slovakia and Portugal, enabled the dismantling of a group of Belgian and French road haulage companies headed by a French national... Zealous proponent? False carrier? It is clear that this sponsor has orchestrated since 2014 the fraudulent detachment of Roumanian, Polish, Slovakian and Portuguese road drivers to the detriment of these and of the French and Belgian public finances... The social damage identified for only six companies targeted among dozens of customers of the Slovakian company is around 9 M €. The four protagonists are suspected of complicity of work concealed in organized gangs with several French or Belgian companies of road transport of goods. At the request of the Belgian authorities, two persons should be detained. A hundred companies could be involved in this transnational network...

--- The CornerEye camera surveillance has been approved under the R46 EC directive on backlighting. It can thus replace the mirrors (front and side views) of Classes V and VI in their entirety and thus be adopted by the manufacturers, when surveillance systems and cameras were previously authorized only on trucks equipped with one of Retro, or even both... CornerEye Corlaco combines a high-definition wide-angle camera (field of view: 270 °) mounted on the front right side of the cab and a 10.1- inch monitor integrated in the passenger compartment displaying a real-time image... The device also claims an improvement in the aerodynamics of vehicles (reduction in drag, thus in consumption) and in safety, leading to reduction of insurance premiums and amounts of potential damage...

--- A few days after the launch of the Road Alliance, an initiative that brings together nine European countries determined to harmonize regulations and improve control practices in road transport, the Eastern countries have reacted... The counter-offensive was not long in coming. At the initiative of Slovak, Bulgarian and Latvian parliamentarians, members of the European Conservative and Reformist Group (ECR), an open letter was sent in mid-February to the Commissioner for Transport, Violeta Bulc... "The fight against so-called social dumping is nothing more than an act of protectionism that hinders the single market and reduces competition," said Latvian MEP Roberts Zile, vice president of the ECR group and member of the Committee on Transport and Tourism. The letter also attacks the application of the SMIC (minimum wave) to foreign road hauliers, established in France and Germany... On the other hand, another claim seems more audible: parliamentarians ask the Commission to put an end to the legal uncertainty about the legality of the application of the minimum wage... "The Commission has not yet taken a decision two years after initiating infringement proceedings against Germany... In the absence of a decision, a similar approach to more protectionism has now been adopted by Austria," the parliamentarians regret...

AIR POLLUTION * Europe: Final warning to five countries

* Belgium - Brussels threatens France and four neighboring states

--- The European Commission sends a final warning to five countries, including France. They have until April 15 to act against air pollution with nitrogen dioxide (NO2) or face financial penalties... On February 15 , the European Commission issued a final warning to France, Germany, Spain, Italy and the United Kingdom for failing to comply with air pollution standards for dioxide, Nitrogen (NO2). If Brussels goes to the niche, it is to denounce more than 400 000 deaths throughout the European Union due to poor air quality. This causes respiratory and cardiovascular diseases in millions of Europeans... If the five Member States concerned do not act before 15 April, the Commission may decide to refer the case to the EU Court of Justice... It is not necessary to forget that NO2 is generated at 60 % by diesel engines in the first half of the year. This share can reach up to 80 % in cities, along roads and in the Alpine transit valleys such as the Arve valley...

TRUCKING COMPANIES * Europe - In large-scale emissions fraud

* Berlin - Report: Trucking firms using gadgets to heat on emissions

--- German public broadcaster ZDF reports that trucking companies in Europe may be using electronic equipment to commit large-scale emissions fraud... Tests commissioned by ZDF and freight industry organization Camion Pro found that one in five diesel trucks operated by Eastern European firms had suspicious emission levels... Experts at the University of Heidelberg concluded that the trucks were pumping out up to 14,000 metric tons of additional nitrogen oxide and evading millions in road toll fees... In a program airing Tuesday, ZDF claims that trucking firms may be using gadgets to fool on-board computers into thinking the driver has used a diesel exhaust fluid, known as AdBlue... AdBlue can significantly reduce emissions but represents an additional cost for the competitive freight transportation industry...

--- Uber Technologies Inc. has long tried to fight local transportation laws by saying it isn’t a new transportation company. Judges in Luxembourg heard oral arguments Tuesday in a court case that could decide whether that defense will work in Europe... The stakes in the case are high for Uber on one side, and taxi companies and local regulators in Europe on the other. They have been locked in battles across some of the European Union’s biggest countries... Many regulators and taxi companies argue that Uber is a scofflaw that has raised more than $11 billion in capital to steamroll into countries, ignoring rules aimed at protecting passengers and drivers—while crushing local competition... Uber argues that national transportation regulations in Europe are outdated. It is arguing at the EU’s Court of Justice that those rule don’t apply to Uber because it is an online-service provider, rather than a transportation provider—a designation that it says should give it protection under existing EU laws...

* Italy - TAPA truck plan gets European Commission attention

--- Air cargo handler and trucking company Alha Group has had 35 of its vehicles certified by the Transported Asset Protection Association (TAPA)... Based at Milan Malpensa, Alha operates 130 trucks equipped with advanced security including live monitoring, geo-localization and geo-fencing systems, and handles more than 350,000 tonnes of air cargo a year - 65 percent of the airport's throughput... The certification follows TAPA's presentation of a truck park plan to the European Commission's expert group on land transport security, in a bid to minimize losses from supply chains in the EMEA region... TAPA said 86 percent of all recorded cargo crimes last year involved trucks, and 57 percent were from unsecured parking locations... The association said the aim of its proposal is to identify secure parking places through certification, partnership and mutual recognition. An online tool will soon be available for its Manufacturer and Logistics Service Provider members incorporating a route planner, secure parking locator, site information and contact details, plus the locations of previous cargo crimes reported to TAPA on the routes companies are planning to use...
