GREEN NEW TRUCKS * Europe - Required to certify the CO2 emissions

* Belgium - All new trucks to have CO2 emissions certified by 2019

--- Truckmakers will be required to certify the CO2 emissions of all new trucks they sell in Europe from using a test procedure known as VECTO. The tool, which was was endorsed by EU member states and the European Commission last week, is designed to make figures for the fuel consumption and CO2 emissions from new heavy-goods vehicles available for truck buyers... The system will require truckmakers to supply information on key vehicle parameters, including weight, aerodynamics performance and engine efficiency. Using this data, the simulator will generate reference CO2 emission values that customers can read on labels placed on new vehicles... These fuel figures could also be the basis for the CO2 standards for heavy-duty vehicles that the Commission is expected to propose early next year... But campaigners have cautioned that while this new test procedure will increase transparency, it will not deliver the emissions cuts Europe needs to meet its climate targets or prevent truckmakers from exploiting test loopholes – as carmakers routinely do... The second package should also include on-road fuel consumption testing, T&E added, as the Commission is planning to do for cars and vans...

Cap-and-trade legislation * USA - Battle finds new momentum

Washington,DC,USA -Land Line Magazine, by Charlie Morasch -October 9, 2009: -- Several major American utility companies and retailers have thrown down the gauntlet before the U.S. Chamber of Commerce – saying they would support cap-and-trade legislation and oppose the Chamber’s efforts to defeat climate change proposals... Cap and trade would establish limits for several business sectors. A credit system would allow businesses that operate above limits to purchase credits and businesses with leftover credits to sell on the open market... Climate change legislation seeks to reduce U.S. emissions by using a market-based investment approach known as cap and trade... Powerful utility companies such as Excelon Corp. and retailers Apple and Nike recently announced they have left the Chamber over the chamber’s opposition to cap and trade... The Environmental Protection Agency is poised to declare that greenhouse gas emissions endanger the public’s health and welfare

Legally, after EPA makes an “endangerment finding, they’re under obligation to protect health and welfare”... According to a statement from the federal agency, a document sent March 20 to the White House office of Management and Budget for review was a “proposed’ endangerment finding... If, however, OMB approves the proposal and EPA Administrator, Lisa Jackson, signs it, the finding could set in motion a scenario under which the agency, not Congress, sets greenhouse gas emission standards for everything from cars and trucks to oil refineries and coal powered utilities... Would make the CAL standard de facto US standard...

Los Angeles,CAL,USA -The Los Angeles Times -January 29, 2009: -- CA Air Resources Board passed new clean-air standards in 2005. Would cut CO2 and other greenhouse gas tailpipe emissions by 40%+ by 2020. Would produce 40 mpg average fuel economy exceeding federal goal of 35... Detroit-3 consistently object vehemently to regulations over years... Bush's EPA denied waiver allowing implementation, 1st denial ever of dozens of requests... Obama cleared way for CA to impose stringent emission standards on cars, light trucks... Obama's EPA almost certain to approve the waiver... Action signaled automakers' tantrums might not count for much in Washington anymore... 13 other states and District of Columbia poised to impose CA standards...

ENVIROMENTAL REGULATIONS * Canada - Delta port refuses 250 trucks for not meeting new ones

Since adding new environmental standards to its licensing system last month, the Vancouver Fraser Port Authority (VFPA) has taken 250 trucks out of the system

Delta,BC,Canada -The Delta Optimist/Truck News, by Jan Westell -29 May 2008: -- ... because the trucks were deemed not clean enough to be allowed to access port property under new environmental regulations ... The first phase of the environmental requirements went into effect April 1. Under those regulations, all trucks built before 1994 had to pass an opacity test (which measures a truck's emissions), before the end of March. Higher opacity readings are connected with higher particulate matter emissions... In addition to passing the test, all trucks built prior to 1989 must also now be outfitted with a VFPA-approved age emission reduction measure. Any trucks that do not meet the requirements are no longer allowed to travel to and from VFPA ports, including Deltaport at Roberts Bank...

"GREEN" RULES * USA - Report details EPA's rule reversal

Agency head changed opinion on Calif. limits after White House talk

Washington,DC,USA -The Detroit News, by David Shepardson -May 20, 2008: -- The head of the Environmental Protection Agency reversed himself on whether to grant California's request to impose a 30-percent reduction in vehicle tailpipe emissions by 2016 after talking to White House officials, according to a report released Monday... According to the report, EPA Administrator Stephen Johnson "was very interested in a full grant of the waiver" in August and September, Jason Burnett, a political appointee and associate deputy EPA administrator, said in a deposition. Later, Johnson shifted to supporting a partial grant of the waiver and then ultimately changed positions completely, denying it on Dec. 19, Burnett said... Burnett declined to tell the committee whether Johnson met with President Bush on the waiver, or to explain why Johnson changed his mind... The report said the EPA and White House withheld 32 documents "that evidence telephone calls or meetings in the White House involving at least one high-ranking EPA official and at least one assistant to the president or the president himself."... The report, based on interviews with eight key EPA staffers, paints a picture that political officials in the EPA sought to soften or eliminate the career staff's recommendation to grant California's request...

* California, 17 other states sue EPA over greenhouse gases

Sacramento,CA,USA -The Sacramento Bee, by Kevin Yamamura -April 3, 2008: -- Attorney General Jerry Brown joined officials in 17 other states Wednesday to demand that the federal Environmental Protection Agency release its internal finding that greenhouse gas emissions endanger public health... The move comes after EPA Administrator Stephen Johnson wrote last week that he plans to open a months-long public comment period on greenhouse gas emissions, a procedure critics say serves to delay action on emissions until after President Bush leaves office... Gov. Arnold Schwarzenegger noted in a statement that it has been a full year since the Supreme Court declared that greenhouse gases are pollutants that should be regulated by the federal government... "On this issue," he said, "the U.S. EPA has failed to lead, it has failed to follow the states' lead and we are prepared to force it out of the way in order to protect the environment."...



* Carmakers fight fuel rules state by state - Industry hopes to convince them not to adopt Calif.'s tougher emissions regulations

Washington,DC,USA -The Detroit News, by David Shepardson -April 3, 2008: -- Automakers are taking their battle against even tougher fuel efficiency requirements from the nation's capital to state capitals around the country... The Alliance of Automobile Manufacturers, the trade group that represents Detroit's Big Three, Toyota Motor Corp., Daimler AG and five other automakers, is trying to convince states not to adopt California's emissions rules, which are stricter than federal regulations and would require a 30 percent reduction in tailpipe emissions by 2016. That would force automakers to build cars that average 43.7 miles per gallon and light trucks that average 27 mpg... At least 20 states have already adopted California's standards or are considering doing so: CT, ME, MA, NJ, NY, OR, PA, RI, VT, MD, NM, WA...

That's when Corporate Average Fuel Economy (CAFE) regulations will mandate increased miles per gallon (MPG) for light trucks and passenger... Diesels that comply w/ 50-state regulations promise to be on sale later this year. Hybrids have proven to work but are costly solution. Cheapest, proven option will be turbocharged gasoline engines... Turbos use exhaust gases to turn a compressor that pumps more air into engine's intake manifold. Increased density of intake charge allows engine to burn more fuel, boosting power and torque... Turbocharger can temporarily cause a smaller, more fuel-efficient engine to act larger when needed. Usually during acceleration or to sustain higher speeds... 10-20% fuel savings to consumers may be eaten up in requirement to use premium fuel...

REGULATIONS * USA - Stricter auto emission rules by states upheld

The auto industry lost another court battle in its bid to stop California and at least 12 other states from imposing a 30 percent reduction in vehicle tailpipe emissions by 2016

Washington,DC,USA -The Detroit News, by David Shepardson -December 13, 2007: -- ... In a 57-page opinion issued Tuesday, U.S. District Judge Anthony Ishii said California and the other states that have adopted stricter emissions rules than the federal standards can do so, throwing out a challenge by Detroit automakers... Judge Ishii's decision follows a trial in Vermont, which also allowed states to impose their own emissions requirements... California is still waiting for a waiver from the Environmental Protection Agency to impose the rules beginning with the 2009 model year that starts next fall. The EPA has said it will issue its decision before the end of the year... Under the Clean Air Act, California is the only state that can set its own vehicle pollution standards, because it started regulating air pollution before the U.S. EPA was created. Other states are free to choose either the California rules or the federal government's... The automakers contend that by 2010, California-style regulations would reduce sales by up to 10,800 vehicles. California says that by 2020 its regulation could reduce sales by 4.7 percent... Environmentalists praised the ruling...

California started the regulatory wheels, including a plan to make big rigs more aerodynamic and fuel-efficient

Sacramento,CA, USA -The Sacramento Bee, by Jim Downing -October 26, 2007: -- ... By a unanimous vote, the California Air Resources Board adopted strict standards for measuring the "carbon offsets" generated by well-managed forests. Separately, it started the regulatory wheels turning on a suite of new emissions-cutting schemes, including a plan to make big rigs more aerodynamic and fuel-efficient. The proposal requires all of the more than 1 million tractor-trailers that travel California roads each year to be fitted with aerodynamic skirts and tails. In addition, the dual wheels and tires on 18-wheelers would be replaced with extra-wide "super-singles," which have lower rolling resistance... Representatives from the trucking industry voiced strong reservations about the proposed big-rig rule, which would mandate a package of modifications recommended under a voluntary truck-efficiency program operated by the U.S. Environmental Protection Agency... Matthew Schrap, environmental affairs manager for the California Trucking Association, said the requirements would impose unacceptable costs on some trucking businesses and would raise compatibility problems. Trailers fitted with the fairings, for instance, can't fit into sunken loading docks, he said...
