AIR CONTAMINATION * Australia: Cars 82% & Trucks 12%

* ACT - ATA submission on review of climate change policies

--- Australia’s climate change policies should include a focus on boosting truck productivity as a cost effective opportunity to reduce emissions from heavy vehicles. This should include increasing width and length requirements, a whole of government approach to reducing barriers to increased use of high productivity freight vehicles, and for improving road access... Increased heavy vehicle productivity can optimise the energy and fuel use of the entire freight system by reducing the number of trips required to move the freight task... It is also important that vehicles receive regular maintenance, which is key to ensuring that vehicles continue to meet emission standards... The review acknowledges that the transport sector was responsible for 18 per cent of Australia’s emissions in 2015, with over three quarters attributable to cars and light commercial vehicles...

AIR POLLUTION * Europe: Final warning to five countries

* Belgium - Brussels threatens France and four neighboring states

--- The European Commission sends a final warning to five countries, including France. They have until April 15 to act against air pollution with nitrogen dioxide (NO2) or face financial penalties... On February 15 , the European Commission issued a final warning to France, Germany, Spain, Italy and the United Kingdom for failing to comply with air pollution standards for dioxide, Nitrogen (NO2). If Brussels goes to the niche, it is to denounce more than 400 000 deaths throughout the European Union due to poor air quality. This causes respiratory and cardiovascular diseases in millions of Europeans... If the five Member States concerned do not act before 15 April, the Commission may decide to refer the case to the EU Court of Justice... It is not necessary to forget that NO2 is generated at 60 % by diesel engines in the first half of the year. This share can reach up to 80 % in cities, along roads and in the Alpine transit valleys such as the Arve valley...

AIR POLLUTION * USA: 10 States requesting it to EPA

* California - Area regulators seek tougher limits on truck emissions

--- Southern California air pollution regulators on Friday, June 3, joined 10 other state and local agencies in demanding that the federal government impose tough national rules to slash emissions from big rig trucks... States petitioning the EPA to require lower truck emissions: California - Nevada - Arizona - Washington - Ohio - Delaware - Connecticut - New York - New Hampshire... The petition to the U.S. Environmental Protection Agency seeks a national “near-zero” or “ultra-low” emissions standard for heavy-duty truck engines that would be 90 percent cleaner than the current federal standard... An EPA spokeswoman in Washington, D.C., declined to comment beyond saying that the agency would review the petition and respond to it appropriately...

HEAVY LORRIES' ECO TAX * Paris, France

* Ile-de-France - Calls for eco-tax to trucks transit on

-- The president of the Ile-de-France, Valérie Pécresse, persists and wants to charge heavy lorries in transit. She waits by € 100 million to partially offset the deficit Navigo passes... True to his campaign promise to submit lorries in transit in the Paris region to a regional environmental tax, it takes the initiative on the subject and wishes to make the key measure of the Regional Plan of Action for air quality that it intends to complete before the summer... Highlight, Valérie Pécresse setting a strong argument for the government to reconsider the definitive abandonment of the environmental tax in 2014. It considers that part of the proceeds of this eco-tax would mop up the deficit of € 300 million Navigo passes single price that the Prime Minister, Manuel Valls, has committed to fund... Professional organization of road transport, FNTR Ile-de-France have reacted strongly. They said in a statement deemed "exorbitant" cost of € 100 million for carriers. "According to data from the strategic directions document for freight released in May 2012 by DRIEA (Regional and Interdepartmental Directorate of Infrastructure and Spatial Ile de France), about 242,000 trucks which circulate in the Ile-de-France each day to power the economy of the region, only 14,700 (or barely 6%) are in transit," said francilienne federation. Which notes that this tax "will cause a considerable distortion of competition between the regions"... For now, the claim of Valérie Pécresse involves open negotiations with the government. Indeed, a region has no power alone, to set up this device. A decree will be needed...

AIR POLLUTION * India - Trucks entering Delhi to pay more

* To check pollution: Green Panel asks trucks entering Delhi to pay more

-- Fed up with rising pollution and a failure by the police and other government agencies to prevent trucks from using Delhi roads as a shortcut, the National Green Tribunal today ordered all trucks entering the national capital to pay an environment cess, about an additional 40 per cent of the toll they currently pay while entering Delhi's borders... The green panel ordered that the compensation would be payable at the rates of Rs. 700 for two-axle vehicles, Rs. 1,000 for three-axle and Rs. 500 for four-axle and above... According to the Delhi Police, while 66000 trucks enter the capital every day, 20 per cent only use the roads to transit through the capital. The hope is that the added tax will encourage non-Delhi bound trucks from entering the capital...

AIR POLLUTION * USA: Trucks operators must to cut it

* New Jersey - Freight trucks at the Ports must curb idling

-- The air in Newark, New Jersey’s largest city, is expected to clear up now that the U.S. Environmental Protection Agency has finalized agreements with the Port Authority of New York and New Jersey and port terminal operators that will cut air pollution caused by idling diesel trucks at the port... Port Newark–Elizabeth Marine Terminal, a major component of the Port of New York and New Jersey, is the principal container ship facility for goods entering and leaving the New York metropolitan area and the northeastern region of North America... With a population of just under 300,000, the Newark metropolitan area has unhealthy air that does not meet the EPA’s air quality standards for smog... Smog and diesel exhaust particles pose serious health risks, including aggravating the symptoms of asthma and other respiratory problems... New Jersey State law prohibits diesel-powered motor vehicles from idling for more than three consecutive minutes when they are not in motion... Under the agreements reached in late July, the Port Authority, APM Terminals North America, Maher Terminals and Port Newark Container Terminals will reduce truck idling at the Port of Newark and take other actions to reduce harmful air pollution from diesel exhaust...

NEIGHBORS COMPLAINTS * USA: TRUCKS POLLUTION

* Colorado - Residents seek resolution to coal mine woes. King Coal II management meeting with neighbors

(Following up on King Coal II - Video from InsideDurangoTV - InsideDurangoTVCoal mining activity has occurred with GCC which ramped up operations and currently extracts about nine hundred thousand tons of coal each year. It has applied for a BLM lease to expand the mine. The growth in operations has been accompanied by corresponding growth in heavy truck traffic along County Road 120, and residents say it has negatively impacted their quality of life and the safety of County Road 120)

-- Neighbors of a coal mine southwest of Hesperus have formed an advisory panel, and have been working for months to tackle concerns raised by the mine’s truck traffic and water consumption... Trucks for the King II Coal Mine make at least 240 trips a day along County Road 120, and truck drivers have been known to run other vehicles off the road, said Jean Graham, a neighbor and member of the panel. The trucks create an unhealthy level of noise, she said... Neighbors also would like to reach resolution on noise from trucks, which can reach 82 decibels,  Graham said. This is equivalent to the sound of a freight train passing 50 feet away. It is also well above the standard of about 70 decibels for industrial zones, he said... Another concern for the neighbors is the mine’s water consumption. The panel met with company management Friday, for a presentation about the mine’s water rights and usage... The mine uses about 1 million gallons a month provided by ditch rights and water trucks from Durango, Graham said...

AIR POLLUTION * Israel: Mayor blocks trucks to polluting factories

* Haifa - The government has ‘declared war’ on northern residents, promises more drastic measures

-- Haifa Mayor Yona Yahav issued orders to close polluting factories Sunday and even blocked trucks on their way into the city, part of a new plan to fight the city’s burgeoning air pollution... Yahav lambasted the Health Ministry last week for neglecting the port city’s pollution problem, after the ministry released a report that linked it to higher cancer rates overall in the metropolitan area and noted in particular that pollution was the cause of 50 percent of childhood cancers in Haifa... Yahav named the coastal cities from Hadera, south of Haifa, to Acre in the north as those most affected by industrial pollution... “As of ten minutes ago,” Yahav said Sunday morning, “the entrances to the Oil Refineries Ltd. complex and the chemical terminal of the Haifa port have been blocked by Haifa municipality trucks” ... But not everyone was impressed by the Haifa mayor’s pledge. Inbar Shaked-Daliot, a spokesperson for the environmental activism Green Course organization, responded to Yahav’s remarks. “We have been fighting Oil Refineries Ltd. for years,” she said... She alleged that Yahav was taking action in such an aggressive manner in order to shift culpability from himself. “Now he is trying to remove any of his own responsibility and point an accusing finger at other people,” she said...

* New average fuel consumption for vehicles on Chinese roads

* China - Sets 2020 fuel consumption standards to tackle pollution

(Photo: Heavy smog covered China's capital for seven consecutive days)
Beijing,China -Fleet Europe, by Jonathan Green -21 March 2013: -- The minimum average fuel consumption of new vehicles on Chinese roads has been set at 5 litres per 100km by 2020. With rising vehicle numbers and increasingly levels of urbanisation pollution is a growing issue in China with smogs enveloping cities for weeks at a time... This, combined with, awareness of rising fuel consumption and dependence on foreign oil has led to the Chinese government taking action to improve average fuel consumption. The target is some way behind Europe’s 2020 target of 4 litres per 100km, which is equivalent to aver age tailpipe emissions of 95g/km... The 2020 target is phased with average consumption not to exceed 6.9 liters per 100 km by 2015. In 2009 the average fuel consumption was 7.8 litres per 100 km and the legislation is expected to impact small domestic manufacturers... Last year China’s State Council announced plans to introduce subsidies for electric vehicles (EV’s) in an attempt to reach a target of 5 million EV’s by 2020. The government $4 billion dollar programme covers electric cars, plug-in hybrids, normal hybrid cars, and vehicles with energy saving engines...

RULES & REGULATIONS * USA

* DC - House panel votes to bar EPA from setting tailpipe limits

(Photo)
Washington,DC,USA -The Detroit News, by David Shepardson -June 28, 2012: -- The House Appropriations Committee has voted to bar the Environmental Protection Agency from setting vehicle tailpipe emissions limits for the 2017-25 model years, or allowing California to set its own rules... The amendment would allow the National Highway Traffic Safety Administration to finalize corporate average fuel economy requirements for 2017-25, but would not allow EPA to set tailpipe emissions limits... The Obama administration previously has required a 40 percent boost in fuel-efficiency standards for the 2012-16 model years at a cost of $51.5 billion to 34.1 mpg...

* DC - U.S. Appeals Court upholds 2012-16 fuel standards. Panel says EPA also can limit tailpipe emissions
Washington,DC,USA -The Detroit News, by David Shepardson -June 27, 2012: -- A three-judge panel has upheld the Obama administration's ability to limit greenhouse gas emissions, including setting 2012-16 fuel-efficiency standards and tailpipe limits. The U.S. Court of Appeals in Washington dismissed challenges brought by states led by Texas and major industries including chemical, energy, utility, agriculture and mining companies, as well as the National Association of Manufacturers. The decision is a big win for the Obama administration, which plans to finalize the 2017-25 fuel-efficiency standards and greenhouse gas emissions limits by August. The rules will hike requirements to 54.5 mpg by 2025.Industries are concerned the Environmental Protection Agency could further limit carbon emissions without congressional action. The National Association of Manufacturers said EPA greenhouse gas regulations could eventually place limits on 6 million stationary sources, including 200,000 manufacturing facilities, 37,000 farms and millions of other sources such as universities, schools and hospitals. In 2007, the Supreme Court ruled in Massachusetts vs. EPA by a 5-4 vote that the agency had to regulate greenhouse gases under the Clean Air Act if it found them to be a danger to human health. In 2009, the EPA named tailpipe emission from automobiles as a danger to human health...

* DC - Compromise bill to hike auto recall fines to $35 million. The new penalty will take affect within one year

Washington,DC,USA -The Detroit News, by David Shepardson -June 28, 2012: -- A compromise transportation bill doubles penalties on automakers who fail to recall unsafe vehicles to $35 million, far less than the $250 million sought by the Senate... The bill, which was hammered out between House and Senate negotiators in recent weeks, doesn't include nearly all of the new auto safety regulations that the Senate had wanted to require... The Senate had voted to require new regulations governing vehicle stopping distance and brake override standard, pedal placement, electronic systems performance, pushbutton ignition systems standard, vehicle event data recorders and commercial motor vehicle rollover prevention and crash mitigation. The Senate would have prohibited electronic visual entertainment in driver's view... All of the requirements were dropped — but NHTSA will study vehicle electronics... Increased penalties were pushed in the wake of Toyota Motor Corp.'s agreement to pay nearly $50 million to settle government claims that it delayed three recalls. Critics said the penalties were far too small to deter companies from failing to recall vehicles...

GREEN NEWS * USA - Supreme Court won't review decision that closed EPA emissions 'loophole'

Washington,DC,USA -E & E Publishing, by Gabriel Nelson -8 March 2010: -- The Supreme Court declined today to review a lower court's ruling prohibiting U.S. EPA from suspending normal emissions standards for major pollution sources during "startup, shutdown and malfunction" (SSM) periods... Environmental groups praised the court's decision not to grant review in American Chemistry Council v. Sierra Club, saying the policy struck down in 2008 had created a "loophole" for polluters. In some cases, industrial facilities have evaded federal emissions restrictions by using the SSM exemption during times of normal operation, the groups said in a statement today... "Startups, shutdowns and malfunctions create some of the highest volumes and worst toxic air pollution released by large industrial factories, and nearby communities suffer the horrible impacts of the chemicals dumped into their air supply," said Neil Carman, a former Texas state refinery inspector, who is now air director at the Sierra Club's Texas chapter... ANTI-POLLUTION * USA - California proposes rules limiting that, from nearly all diesel trucks

The black soot that big-rig trucks belch from their chugging diesel engines may soon become a thing of the past

San Jose,CA,USA -The San Jose Mercury News, by Paul Rogers -10 Dec 2008: -- In one of the more far-reaching smog regulations that California has ever proposed, state air regulators are considering a first-in-the-nation plan that would require nearly every privately owned heavy diesel truck in the state to install a filter that would reduce emissions of soot from their rigs by 85 percent... The new regulation would affect 1 million truckers, half of them registered out of state who regularly drive on California freeways. If approved by the California Air Resources Board at its meeting Friday, it would take effect in 2010, with nearly all trucks required to be retrofitted by 2014... The filters — stainless steel and three feet long — attach to exhaust pipes and cost $15,000 to $20,000 per truck. Those who back the proposal point to massive public health benefits. Opponents call the costs prohibitive, especially during a time of economic crisis... But critics, led by the California Trucking Association, the California Chamber of Commerce and roughly 100 other business groups, say the proposed rule would deal a crippling blow to the state's truckers at a time when the economy already is in recession... The basic issue, Nichols said, is that people replace cars about every seven years with less-polluting models so the air continues to get cleaner. But diesel engines can last up to 1 million miles and, unless their turnover is accelerated, can be around for decades... If the rule is approved, as expected, Mary Nichols, chairman of the air board, predicted that other states will copy it... School buses also would be required to get filters but not replace their engines under the rule... The trucking industry is hoping to have an extra six years to comply... (Photo by D. Ross Cameron / Bay Area News Group - A cargo crane looming in the distance, diesel trucks wait)

* California truckers choke on proposed emission rules

Silicon Valley,CAL,USA -The San Jose Business Journal, by William-Arthur Haynes -December 11, 2008: -- Silicon Valley trucking companies fear the cost of complying with proposed regulations on diesel emissions could run their businesses off the road... The California Air Resources Board was expected to vote Dec. 12 on controversial regulations estimated to cost the trucking industry $5.5 billion. If passed, the standards would require operators of California’s 1.5 million diesel trucks and buses to begin retrofitting existing engines or replacing them with newer, cleaner-burning fleets by 2010... Driving Toward a Cleaner California, an advocacy group of more than 200 truck owners, farmers and contractors, calls the proposal “the nation’s most stringent new emissions regulations that could also be the most costly and far-reaching rule that business has yet to face”... (Photo by Vicki Thompson - Rudy A. Lopez drives for Roadstar Trucking Inc., which would have to replace its 30-truck fleet if the California Air Resources Board passes proposed diesel emissions regulations)

POLLUTION * USA - NY cracks down on urban truck and bus one

Albany,NY,USA -Associated Press/Newsday, by MARY ESCH -November 7, 2008: -- New York is launching a statewide program to crack down on truckers and bus drivers who violate laws intended to reduce health problems from diesel fumes... Environmental Conservation Commissioner Pete Grannis said the effort is based on a successful pilot program last year in East Harlem, a neighborhood with heavy truck traffic and hospitalization rates for asthma four times the national average. There, DEC officers pulled over 363 diesel trucks to test exhaust emissions and issued 163 tickets for state air quality violations. They also ticketed 10 drivers for breaking the city's 3-minute limit on idling... Based on that 2007 action, officials estimate nearly 20 percent of trucks traveling through East Harlem daily don't meet clean air regulations... Trucks with excessive levels of soot in their exhaust were issued tickets, which carry a fine of $700 for a first violation and $1,300 for each subsequent violation. Fines can be reduced to as low as $150 if the driver quickly corrects the problem that caused the smoky exhaust and has the truck pass a new inspection...

Study * USA - Says diesel emissions raise cancer risk

Diesel emissions from trucks, machinery and other sources elevate the risk of premature death, cancer, asthma and other chronic diseases for more than 3 million people living in West Oakland and the surrounding region

Oakland,CAL,USA -The San Francisco Chronicle (San Francisco,CAL), by Elizabeth Fernandez -March 20, 2008: -- ... The analysis by the California Air Resources Board, released Wednesday night, shows that the greatest health dangers related to toxic air emissions stems from diesel trucks traversing the freeways and other roadways around West Oakland and the Port of Oakland... The two-year public health inquiry covered a large swath of the Bay Area - an area of 3,800 square miles that is home to 3.1 million people. The residents had an elevated risk of cancer - nearly 1,200 additional cancers per million people due to long-term exposure to diesel particulate matter than people living elsewhere, the study reported in preliminary findings... The study also found other considerable health problems resulting from exposure to port-related diesel pollution: 18 potential premature deaths annually occurring among people 30 and older, 290 asthma attacks, 2,600 days of work lost and 15,000 "minor restricted activity episodes."... Exposure to diesel particulate matter is a hazard especially for children and elders. The air board has estimated that the toxins contributed to some 160 premature deaths in the Bay Area three years ago...
