Congestion looms at port * Kenya - As new axle rule takes effect

The new three-axle rule that has thrown the transport sector into confusion now threatens to derail operations at the port

Nairobi,Kenya -The Business Daily Africa, by Githua Kihara -October 9, 2008: -- Port has for the last two weeks been operating on an average 12,700 Teus, below the 14,300-Teu capacity, Kenya Ports Authority operations manager, Joseph Atonga, said. The port had been operating at 17,000 Teus two weeks ago... Port officials said there would be confusion at the facility beginning this week since only a few trucks had complied with the new axle rule.The port is not loading any truck that has not complied with the new directive... “These trucks are either grounded in transporters’ yards or are held along the way,” the Kenya Transporters Association (KTA) vice chairman, Kiprop Bundotich, said... There are over 50,000 trucks operating from the port to other parts of the country and the East African region... A court order issued last week and published in the dailies this week prevented the minister from enforcing the new rule that came into force on September 1...
