STRIKES WORLDWIDE * India - Govt forces truckers to back down

Truckers' unions who called off their eight-day old strike on Monday evening merely on the promise that their demands would be considered by a committee. The tough no-negotiations posture adopted by the government with regard to the striking oilmen who disrupted pump supplies of fuels and LPG was replicated in the case of truckers who wanted a reduction in diesel prices by Rs 10 a litre and a new national permit system. With government playing hardball, cracks appeared in the truckers' ranks and the strike folded up. Official sources said a majority of the All-India Motor Transport Congress members were based in the three states of Maharashtra, Haryana and Punjab and by Monday morning the divisions were apparent. With the Maharashtra representatives backing down on Sunday, it was a matter of time before the Haryana and Punjab sections followed suit. The government's bargaining position was strengthened despite the AIMTC controlling an estimated 70% of the fleet strength because the strike had not really resulted in disruptions. It was possible than many representatives were not following the unions' directions as country-wide toll gate figures and revenues indicated no more than a 20-30% downturn in truck movements. According to the government's calculations, the impact of the truckers' strike should have been most severe a week after it began as that would be when shortfall of arrivals in long-haul cargo would become evident. But the evidence was that essential commodities were not hit and the other concern, fertilser supplies, was also not a worry. With sowing completed, fertilisers were not in demand.
