Border bureaucracy and bribery blight trucking - Switzerland - International Labour Organisation
Geneva,SWISS -Kuwait Times (Kuwait)/AFP -21 Oct 2006: -- Overbearing bureaucracy and corrupt border guards are damaging the economic viability of road transport, the International Labour Organisation said in a report yesterday... "Many officers responsible for inspections consider the road to be a prime source of additional personal income and enrichment, often as a result of their low moral and financial appreciation by state administrations," the report said Corruption can become "deeply rooted" in official institutions, the ILO warned... In some African countries, minor officials reportedly pay their superiors 500,000 CFA francs (763 euros) to be appointed road traffic inspectors. "Such payment is considered an investment that will have good financial returns. In turn, their superiors are entitled to a percentage of the money extorted from road users," the report said... The findings are due to be discussed a meeting of the UN's labour agency in Geneva next week. The ILO is a tripartite organisation grouping employers, trade unions and governments from 177 countries...
