TRUCKS WEIGHING 83k POUNDS * USA: Allowed on Arizona's border

* Arizona - Program makes it easier to get heavier trucks on Arizona roads


--- More overweight trucks may soon barrel down certain Southern Arizona roadways...A pilot program that started Sept. 1 allows permitting of some trucks weighing up to 83,000 pounds on Interstate 19 from Nogales to Tucson, Business Loop 19 in Nogales, Arizona 189 and Interstate 10 between mileposts 232 and 279, roughly between Marana and Vail... The number of trucks in the yearlong pilot program hasn’t yet been determined, said Steve Elliot, assistant communications director for the Arizona Department of Transportation... Some overweight trucks already are on our freeways — commercial trucks that weigh up to 90,800 pounds can get exemptions that let them haul produce from Mexico to warehouses within 25 miles of the border. But those special permits are granted on an individual basis... Truckers that qualify for overweight permits under the pilot program will not have to seek permission again and again as long as they stay at 83,000 pounds or less... Critics of the pilot program worry that it will endanger noncommercial vehicles sharing the highways with the heavy trucks...

OVERWEIGHT TRUCKS * USA - “If County Police they just sit at that road, they can make some money”

* Illinois - Trucking association accuses Will County of unfair overweight ticketing
 -- The head of the Midwest Truckers Association has alleged in a letter to the state that Will County law enforcement are targeting unsuspecting truck drivers along a section of Manhattan-Monee Road near U.S.A. Route 45 and issuing tickets in the tens of thousands of dollars... Trucking association accuses Will County of unfair overweight ticketing, “County police have figured out if they just sit at that road, they can make some money,” said Matt Wells, MTA associate director... Manhattan-Monee Road from U.S. Route 52 east to U.S. 45 serves as a “critical east-west” route for truckers, Wells said. It's a county road, but is maintained by the Illinois Department of Transportation... In an April 24 letter to IDOT, Wells alleges local police have made more than $2.5 million issuing tickets to truckers caught crossing an area culvert... Truck drivers often use the road to access U.S. 45, but fewer than 1,500 feet west of U.S. 45 lies a culvert with a 15-ton weight limit. When trucks turn onto the road to gain access to U.S. 45, the first sign they see points out a 15-ton weight limit 5 miles ahead... U.S. 45 also is about 5 miles east of U.S. 52. In the same line of sight is a sign that says the road is a truck route, Wells said... “What's confusing the truckers is, 'Who in the world would [limit] a structure to 15 tons on a road that has a sign that says truck route?'” Wells said. “So everyone has logically assumed that the culvert 5 miles ahead is just past [U.S. 45] because the sign says it's a truck route and they can access U.S. 45 this way” ... Hoffmeyer said traffic sergeants often patrol the area for overweight violations due to safety concerns. IDOT is responsible for setting the weight limit on the culvert, not the sheriff's office, she said...

* Australia - Truckie loses appeal

Dangenong,VIC,Australia -The Dandenong Leader -12 May 2010: -- A Dandenong trucking operator has failed to overturn Australia’s first conviction for loading breaches under new legislation introduced in 2008... The company had faced multiple charges relating to exceeding the mass limit on a loader under new legislation in the Road Safety Act... Former National Australia Employment director, Bruno Strangio, had also been convicted in Dandenong Magistrates’ Court of breaching the requirement for packing a vehicle after a truck was loaded 65 per cent beyond capacity... A truck driver, who did not want to be named, had notified VicRoads of the loading breaches after leaving the depot. “Drivers have been forced to drive overloaded trucks on impossible schedules for too long,” he told Leader from Queensland... He said a truck overloaded to 60 per cent would make it very hard to stop in normal traffic, let alone in an emergency... Services of cargo transportation in Russia are also more expensive than in other developed countries according to various reports in a half to two times, and fuel consumption – more than 30%. It is somewhat ironic because, as shown by a comparative analysis of cost structure of carriers in Russia and the EU as an example of a circular flight Russia – Germany, a kilometer from domestic carriers is almost one and a half times cheaper. And yet, according to the Association of International Road Carriers (AIH), the share of road transport services trade turnover of Russia is about 25%... A high proportion of risk when moving goods across the country hampers the development of international freight haulage on Russian transport corridors... Relentless statistics data on past accidents in Russia, malicious actions on transport shows that from year to year their number and the damage from them increase very much. At the same time their insurers are not thrilled to take the lead in transit: they prefer to take on cargo insurance from beginning to end. If the insurance company “leads” the consignment from the very beginning of the path, a situation may arise where it would have to be responsible for damage caused to the cargo before its “jurisdiction”... * Australia - A heavyweight conundrum

Between Geraldton and Cue run 150 tonne trucks which are carting 100 tonne payloads of iron ore

Cue,WA,Australia -Frenemy (New Zealand) -Oct.26, 2009: -- Here in West Australia the earth is being dug up and exported. Mines of all variety are dotted around the landscape. Nickel, zinc, lead, tantalum, copper, gold, silver iron and even talc. Talc? Yes they even mine talc from a mine near a town called Three Springs. Apparently it is a very good industrial lubricant as well as being used in the cosmetic industry. However all this activity means that there are a lot of very large trucks on the roads... Between Geraldton and Cue run 150 tonne trucks which are carting 100 tonne payloads of iron ore. Of interest to the truck fans amongst you will be that the fuel is a mix of LNG (methane) and diesel. But what really intrigues me is that the roads are in damn fine shape. They are not hammered into submission by all this activity and the weight being carried. Indeed some Shire (county) roads in West Australia have 90 tonne behemoths carting wheat on them... So how can this be when every expert and their poodle has told Kiwis for years that the trucks are damaging their roads, that the trucking industry is not “paying its share” or that the world will end if bigger than 40 tonne trucks were allowed on the roads? A conundrum if ever I saw one... And yes I am aware that the ground conditions are totally different, but the lack of damaged roads, makes a great statement...

Overweight Trucks * USA - Target of new tools of detection

A detour to avoid the Kittery station may include buried scales that trip a camera

Kittery,Maine,USA -The Maine Business, by BETH QUIMBY -September 20, 2009: -- Operators of overweight trucks who hope to dodge weight inspections on Interstate 95 by taking a detour on side roads may be in for a rude surprise later this fall... Cameras and other equipment have been installed that will allow state police to intercept drivers of overloaded trucks who exit the highway to avoid the southbound weigh station at mile 5 in Kittery. When the weigh station is open, buried scales on Route 1 in York and Route 236 in Eliot that detect an overweight truck will trigger cameras that send a photograph of the offending truck to troopers who can then apprehend the evaders... Truckers who skirt I-95 weigh stations, beware

Eliot,Maine,USA -Sea Coast, by Deborah McDermott -September 18, 2009: -- Motorists on Route 236 in Eliot, Maine, and on Route 1 in York may have noticed cameras perched on poles above the roadways in recent weeks and wondered if "Big Brother" was watching... The cameras — by the recycling center on Route 236 and by the York River bridge on Route 1 — are visible. Not seen and built into the roads are scales that will weigh a truck going by. If it's in weight violation, the camera snaps a picture and sends it to state police troopers at the I-95 weigh station... The system is part of a $2 million project undertaken by the Maine Department of Transportation... Called the Commercial Vehicle Systems Information and Network, or CVSIN, it's the federal government's effort to work with states nationwide to target trucking violators... Winter Weight * Canada - Saskatchewan removal now in effect

The heavier weight allowances were formally removed in the southwest corner March 1

Regina,Sask,CAN -Truck News -16 March 2009: -- Truckers and shippers across Saskatchewan have been advised by the Ministry of Highways and Infrastructure to begin reducing the size of their loads on secondary weight highways... When roadbeds are solidly frozen in winter, truckers can carry heavier loads, but weights revert back down to normal limits throughout the rest of the year, according to the Ministry announcement. However, during the most fragile spring thaw period, truckers must adhere to six-week spring road bans, where loads are reduced a further 10% to 15% from normal weights on banned roadways... State currently fines some over-limit vehicles while issuing permits for others

Greenwich,PEN,USA -The Star-Ledger, by JOE MALINCONICO -February 11, 2008: -- At the Route 78 weigh station in Greenwich, a few miles from the Pennsylvania border, State Police are looking for overloaded trucks that officials say jeopardize safety and damage bridges... As trucks drive by at 35 mph, troopers use motion scales to sort out rigs that come close to the state's 80,000-pound limit. An electronic sign tells possible violators to pull to the side for a more precise measurement on scales connected to a computer. The Greenwich station is a big reason the number of summonses issued to overweight trucks in New Jersey jumped three-fold last year, to 2,836, officials said... Meanwhile, on the other side of the state, along the gritty waterfront in Newark and Elizabeth, trucks that exceed the 80,000-pound limit routinely rumble from the shipping terminals onto the open road... For a $10 fee, trucking companies can get 72-hour permits from the state's Motor Vehicle Commission to operate overweight rigs. For $100, they can get annual permits to haul port cargo containers even if they weigh as much as 10,000 pounds over the limit... OVERWEIGHT TRUCKS * USA - Big trucks carry big loads through Tennessee

Knoxville,TN,USA -WBIR, by Emily Stroud -4 Feb 2008: -- Big rigs rumble across East Tennessee on interstates 40, 75, and 81, hauling everything from milk to Mercedes to mobile homes... Some of those trucks are carrying more than they should. That can mean a dangerous drive for you... At least one national study estimates almost one in three trucks run heavy... Lt. Jake Lay of the Tennessee Highway Patrol said it's all about money... "They say it's cheaper for them to go ahead and put an extra car on the trailer or two extra cars and pay the overweight assessment than it is to have to put it on another truck to go through," said Lay... OVERWEIGHT TRUCKS * USA - Trucking companies sue over ticketing by state troopers

Firms argue that fines as high as $25,000 should be thrown out

Raleigh,NC,USA -The Charlotte Observer (Charlotte,NC), by SARAH OVASKA -Jan. 15, 2008: -- State troopers are too heavy-handed when writing tickets as high as $25,000 for overweight trucks, according to several trucking and heavy equipment companies that have sued to overturn the patrol's system of assessing fines... Six companies have filed lawsuits in Wake County against the N.C. Department of Crime Control and Public Safety, which oversees the highway patrol... They claim that troopers are illegally using lesser violations as a basis to decide that special permits for heavy trucks are totally invalid, allowing the steep fines... Patrol officials are unapologetic... Since troopers got the authority to issue penalties to overweight trucks in 2004, they've assessed $38.8 million in fines, according to Lt. Everett Clendenin, the patrol's spokesman. The money eventually goes to school systems... Clendenin said the high fines are meant as a deterrent...

A third of big rig trucks on Florida's highways are operating illegally overweight.

But despite that, Florida lawmakers behave like the three monkeys of a Japanese myth: They see no evil, hear no evil, speak no evil... Highway safety advocates say it's an important issue. That's because studies and transportation experts charged with enforcing weight limit laws estimate that as many as 30 percent of tractor-trailers and dump trucks on Florida's roads are breaking weight laws in order to boost profits... In Florida, chances are slim that authorities will even catch most overweight trucks, and if they do, the penalties are laughable... That's because state lawmakers haven't raised the nickel-per-pound fine charged overweight trucks since its inception in 1953, and the Florida Department of Transportation, the agency charged with enforcing weight laws, is grossly understaffed... Finally, regardless of how often trucking companies violate the law, they never risk losing their licenses to operate as long as they pay their fines... Some trucking companies operating in Florida get caught violating those laws hundreds of times a year with no change in their behavior, FDOT records show... Overweight Truckers * USA - New Hampshire also fines less than other New England states

New Hampshire officials say the state’s low fines for overweight trucks do little to curtail heavy loads, which cause long-term damage to bridges and highways

Concord,NH,USA -The Trucker -17 Aug 2007: -- ... New Hampshire also fines overweight truckers less than other New England states, they say. The state’s fine for exceeding the weight limit — no matter by how much — is $100 plus a $20 court fee... A truck with five or more axles operating on a state interstate highway can weigh as much as 80,000 pounds, or 99,000 pounds if the state certifies it for extra weight... Raymond Cook, a civil engineering professor at the University of New Hampshire, said overloaded trucks cause fatigue cracking on bridges. Fatigue cracking is one suspected factor in the Minneapolis bridge collapse. Cook said it is a fancy name for repeated cycles of high stress — much like paper clips can snap if bent repeatedly... Greens spokesperson on Truck Safety and Member for Bass Kim Booth MHA said that it was reckless and dangerous to grant permits for overweight and overlength permits on these roads, and that residents are concerned that the overloading and overlength trucks constitute a grave safety hazard and cause extreme damage to local and state roads...
