TRUCKS FAILED INSPECTIONS * Canada: More than half, Durham police say

* Ontario - Durham Regional Police laid 57 charges for safety violations in commercial trucks

--- Police say more than half of the trucks inspected in a safety blitz this week had to be taken off the road... Durham regional police officers and Ministry of Transportation officials inspected 20 trucks and took 13 of them out of service for safety violations... They laid 57 charges. The violations included improper brakes and insecure loads... The loads trucks can carry are restricted on many roads in the region at this time of year and police say they found many of the trucks in violation of that rule...

TRUCKS INSPECTION * Australia - Major defects: Cracked brake drums and discs, and air leaks

* Queensland - Transport firm audited after mechanical failure in Sydney

--- A transport company involved in a serious crash in south west Sydney early this month has been audited... Police say on Tuesday October 4 a prime mover pulling a trailer jack-knifed after a mechanical failure on the M7 Motorway at Prestons... As a result two northbound lanes were blocked for northbound traffic for an extended period of time... During this time officers inspected 27 trucks and trailers, where 14 minor defects were issued for engine oil leaks, dark window tinting, exhaust leaks, inoperative brake and driving lights, brake air leaks, broken and missing springs along with inoperative turning lights on trailers... Officers also issued three major defects in relation to cracked brake drums and discs, air leaks, excessive rod movements relating to brakes, diff oil leaks, and non compliant window tinting...

TRUCKS INSPECTION * Australia - Transporting dangerous goods

* NSW - More police defects in

--- Heavy Vehicle Taskforce officers worked alongside EPA officers to inspect heavy vehicles operated by a Dangerous Goods Provider at several locations last week, issuing several defect and infringement notices as part of Operation Valour... Operation Valour targeted the operator's trucks in Port Botany, Blacktown, Dubbo, and Katoomba and conducted a compliance inspection to ensure all vehicles were roadworthy and safe... As a result of the operation, officers inspected 28 trucks used to transport Dangerous Goods, and issued:
 # Three defects for tyres, number plates, and a non-compliant speed limiter;
 # Five infringements to drivers for non-compliant fire extinguishers and work diary offences. 
... Assistant Commissioner Hartley said that while the non-compliance identified was minimal, the issues identified by police provide an opportunity for improvement...

9,000 TRUCKS INSPECTED * Austdralia: Health check

* ACT - Trucks targeted in heavy vehicle safety checks across the country

--- Australia's heavy vehicle fleet is undergoing its first national health check... Up to 9,000 trucks around the country are about to get a health check... The random inspections will take place on heavy vehicles in the next two months to give an overall picture of the national fleet's roadworthiness... National Heavy Vehicle Regulator chief executive Sal Petroccitto said it was the first time there had been a nationally-consistent approach, despite there being a large array of truck types and purposes... Mr Petroccitto said the inspections were estimated to take no longer than 45 minutes, and would target about 250 vehicles in the Northern Territory...

* ACT - 29,740 trucks intercepted so far in Operation StateTrans



-- Traffic and Highway Patrol Command Officers working alongside Roads and Maritime Services officers have issued 2,810 defect notices to trucks and trailers in the second week of Operation StateTrans... In total, 29,740 trucks and trailers were intercepted since the operation began, and 1,697 traffic infringements and 615 breach notices were issued for licence, registration, load, fatigue and other offences... Inspectors have downloaded 376 Engine Control Modules so far during the operation, with 75 found to be non-compliant or tampered with, allowing speeds of over 100km/h on NSW roads. In addition, out of 1,252 random drug tests, 15 drivers tested positive and were given 24-hour prohibition notices from driving, and are pending further Court action...

TRUCKS INSPECTION * USA: On the Capital Beltway

* DC - One in four Beltway trucks inspected Tuesday placed out of service
--- More than one in four of the commercial vehicles inspected Tuesday in Prince George’s County were ordered off the road for violation of safety, weight and equipment regulations, authorities said... Led by the state police and involving several other law enforcement agencies, Tuesday’s effort targeted more than 400 vehicles that were traveling on the Capital Beltway... Vehicles were diverted to a parking lot at FedEx field for inspection by county and state truck inspectors, the state police said... They said 27 vehicles were taken out of service for tire violations, 86 more were taken out of service for other violations... One vehicle was 12 tons overweight... A total of 115 traffic citations were issued, the police said, along with 251 warnings...

FUTURE TRUCK INSPECTIONS * USA

* DC - Wireless inspections: 24/7 exposure of truck, driver violations

-- It’s easy to conjure a scenario of total on-highway enforcement of truck and driver regulations, enabled by a nationwide rollout of vehicle-to-infrastructure wireless communications. A simple version of this system is already being tested... 

 Imagine tomorrow: 
 * Over-the-air law enforcement access to driver identity and operational hours information will be a reality. 
 * In-vehicle sensors will automatically communicate faults with roadside enforcement, flagging the vehicle for closer looks. 
 * Automation could yield driver and vehicle assessments 25 times more often than today’s inspections. 

  ... Even if they aren’t this far-reaching, regulatory applications are the next logical step in the wireless equipping of trucks. CBs, Qualcomm and satellite radio are old hat. The last decade has seen widespread introduction of electronic logging devices, remote diagnostics and many GPS-based functions, linking the truck with maintenance personnel at owner-operators’ shops of choice and carriers’ back offices... That would be a lot of automated inspections, though there could be a slight upside to it, given the scoring realities of the Compliance, Safety, Accountability program... This month, 20 or more Phase III test sites in FMCSA’s long-ongoing Wireless Roadside project are expected to be up and running in Kentucky, Tennessee, Mississippi, North Carolina and Georgia. Six hundred or more trucks were expected to participate...

* Minnesota - Nine States add a total of 37 more Drivewyze Trucking Bypass Sites

-- With more truck fleets requesting mobile-based bypass service, and commercial vehicle inspection officers reporting greater operating efficiencies at weigh stations, nine states have chosen to expand their Drivewyze bypass programs... Within weeks, Mississippi, Colorado, Kentucky, Louisiana, New York, Pennsylvania, Texas, West Virginia, and Virginia will have expanded Drivewyze weigh station bypass at an additional 37 mobile sites and weigh stations... When the expansion is completed, these states will offer Drivewyze service at a combined total of 195 sites...

* Victoria - Smaller trucking companies on VICROADS radar

-- Companies with fleets of 15 to 25 vehicles are continually coming to VicRoads' attention during inspection campaigns... VicRoads is working harder to engage with small trucking firms on vehicle maintenance issues, as an increasing number of them are popping up on its radar during inspections... The department has a policy of forewarning companies about inspections and it is now intending to step up its activities... VicRoads director of regulatory services Eric Henderson says the department issues letters to owner-operators when it identifies potential maintenance issues, and gives them a period of time to present their trucks for inspection... The move is aimed at giving owners the chance to repair their trucks to a timeline, improve maintenance standards, and avoid penalties for defects...

* Michigan - Local Governments look to cash in

-- Local police departments that get into the truck inspection business insist their only interest is safety. But truckers and traffic enforcement watchdogs believe there is another agenda in play — money... “Local enforcement of commercial motor vehicle safety standards is about revenue, not about safety," said Mike Matousek of the Owner-Operator Independent Drivers Association... But under Michigan law, local police who have received training can perform truck inspections, and municipalities get to keep a percentage from traffic and safety fines imposed for violations of local ordinance. In contrast, traffic and motor carrier fines collected from state enforcement actions go to a state library fund...

TRUCKS INSPECTIONS * USA: Commercial vehicle safety

* Pennsylvania - Cumberland County municipalities may team up to expand truck safety enforcement
-- Borough police may soon be conducting commercial vehicle safety inspections of tractor-trailers using South Middleton Township roads... Officials in both municipalities are exploring the possibility of entering into an agreement that would greatly expand the scope of stepped-up enforcement already in place in Mount Holly Springs... If enacted, the agreement would allow borough police to conduct roadside inspections anywhere within the township limits, whereas now the inspections only take place primarily along Baltimore Avenue (state Route 34) in the borough... Tractor-trailers make up an estimated 20 percent of traffic coming into the borough, with upwards of 125 trucks moving through during peak hours, the chief said... A tractor-trailer needs a special permit to haul more than 80,000 pounds of goods. There have been trucks stopped in Mount Holly Springs hauling upwards of 100,000 pounds without a permit... The talks involving South Middleton are being driven in part by the need to expand the number of safe locations for borough police to pull over trucks for the inspections. When truckers know that safety inspections are underway along Baltimore Avenue, they alert other truckers by way of CB radio and other devices...

* DC - FMCSA to recruit fleets for wireless-inspection testing
Washington,DC,USA -Fleet Owner, by Avery Vise -Oct 3, 2014: -- The Federal Motor Carrier Safety Administration’s long-running examination of conducting vehicle and driver inspections wirelessly moves to an important new phase next year... That’s when the agency and its partners plan to kick off a field operation test (FOT) of wireless roadside inspection (WRI) technology in five Southeastern states using up to 1,000 commercial trucks and buses running in normal day-to-day operations... Truck operations meeting certain criteria will be sought by the Federal Motor Carrier Safety Administration early next year for field-operation testing of wirelress inspections in Georgia, Kentucky, Mississippi, North Carolina and Tennessee...

A truck pulling two trailers laden with apple bins catches his attention... Stopping the truck, Moore, one of Yakima’s commercial vehicle inspectors, asks driver Sergio Cortez to pull into a nearby parking lot for a weight check and inspection... Forty-five minutes later, after weighing the truck with portable scales, measuring the distance between truck axles and doing some arithmetic, Moore delivers the bad news: The truck’s about 2 tons overweight, and he should take off about four apple bins and rearrange the others to bring the load into balance... Moore said commercial enforcement is different from regular traffic work... For starters, inspectors do not need probable cause to pull over a commercial truck because commercial drivers are required by federal law to submit to inspection at any time... If a truck needs to be weighed, Moore can do it in the field with portable scales that weigh the truck axle by axle, or escort the driver to a public certified weigh station...

* DC - FMCSA drug/alcohol sweep removes 287 commercial drivers

Washington,DC,USA -Fleet Owner -Jun. 26, 2012: -- The Federal Motor Carrier Safety Administration (FMCSA) removed 287 commercial bus and truck drivers from the roads and said over 128 companies face enforcement actions as a result of the agency's annual drug and alcohol “strike force sweep,” which took place from April 30 through May 11... The agency said that during the two-week enforcement action, nearly 200 federal investigators examined the drug and alcohol safety records of commercial drivers employed by bus and truck companies, including school-bus operators, interstate passenger carriers, haz-mat transporters and general freight long-haul trucking companies... What’s more, 128 truck and bus companies face pending enforcement actions for violations, such as using a driver who has tested positive for illegal drugs and for not instituting a drug and alcohol testing program. Both drivers and carriers will have an opportunity to contest the alleged violations and the amount of the civil penalties, FMCSA noted...

Roadcheck 2011 * USA - To focus on HOS violations

Washington,DC,USA -Land Line Magazine -June 1, 2011: -- Each year, approximately 10,000 CVSA-certified local, state, provincial and federal inspectors at 1,500 locations across North America perform the truck and bus inspections...   Roadcheck 2011 is the Commercial Vehicle Safety Alliance’s 72-hour safety blitz. CVSA sponsors Roadcheck with participation by the Federal Motor Carrier Safety Administration, Pipeline and Hazardous Materials Safety Administration, Canadian Council of Motor Transport Administrators, Transport Canada, and the Secretariat of Communications and Transportation (Mexico)... Considering that 70 percent of HOS violations are “form and manner” violations, this would be a good week to take a long hard look at your logbooks. The CVSA annual Roadcheck safety blitz will focus its enforcement on HOS and logbook violations next week, June 7-9... Roadcheck is the largest targeted enforcement program on commercial vehicles in the world, with approximately 14 trucks or buses being inspected, on average, every minute from Canada to Mexico during a 72-hour period...

CONTROLS & INSPECTIONS * Australia - Truckies caught out in police blitz

Melbourne,VIC,Australia -ATN -May 23, 2011: -- Truck drivers have been caught up in a police blitz targeting drug driving, speed and fatigue, with 27 drivers done for taking drugs in Victoria... Operation Austrans, which began this month and targets speed, drugs and fatigue-related offences, caught 40 drivers speeding after inspecting 2,159 heavy vehicles and conducting 800 road side drugs tests... Some 203 drivers were busted for work diary offences after exceeding work hours. Another 43 were given notices for heavy vehicle safety breaches... A 43-year-old driver was intercepted in a B-double tanker in the Yarrawonga area after exceeding legal driving hours. He also tested positive to an amphetamines drug test... More than130 drivers were detected in Shepparton for heavy vehicle offences, with 44 of those exceeding driving hours. Six were fined for not making diary entries, with another 13 caught for breaching their diary requirements... A total of 103 trucks were inspected by police, with 50 notices issued. In Echuca, 95 truck drivers were slapped with fines. This included 23 for exceeding working hours and19 for failing to enter details in a work diary...  (Image from abc.net.au)

More inspections uncovered fewer brake defects during Brake Safety Week this year


Greenbelt,MD,USA -CVSA -October 18, 2010: -- The number of vehicles inspected during Operation Air Brake’s Brake Safety Week reached a high this year while also showing a drop in the number of out-of-service defects for brake components and overall out-of-service defects, the Commercial Vehicle Safety Alliance announced Oct. 15... Overall, 30,472 vehicles were inspected, the record since the program started in 1998 and up from 26,630 inspections in 2009. Also, 2,717 vehicles were placed out of service for brake adjustments (8.9 percent in 2010, 9 percent in 2009); 2,435 vehicles were placed out of service for brake components (8 percent in 2010, 9.2 percent in 2009); and 4,117 vehicles were placed out for brakes (13.5 percent in 2010, 15.1 percent in 2009)... Brake Safety Week is a component of the Operation Air Brake campaign, an ongoing effort of an international truck and bus brake safety program dedicated to improving commercial vehicle brake safety throughout North America. Brake Safety Week took place Sept. 12-18 across North America...

TRUCKS' INSPECTION * Canada - OPP blitz caught some truckers by surprise

The number of trucks stopped during the OPP’s annual blitz targeting commercial vehicles was down, but the number of charges handed out increased

Orillia,ONT,CAN -Trucks News -20 Aug 2010: ... During “Operation Corridor,” officers stopped 1,431 commercial vehicles and placed 31 of them out of service due to equipment issues or hours of service violations. In total, 355 commercial motor vehicle-related charges were issued... During the 24-hour period the OPP targeted aggressive commercial motor vehicle drivers and unsafe commercial vehicles operating on all 400 series provincial highways and provincial highways 11 and 17... Of the charges laid during Operation Corridor, 131 were for speeding, 82 were equipment related and three were for drinking and driving... Last year, 1,532 vehicles were stopped during the blitz and 285 charges were laid for offences such as speeding, following too closely, unsafe lane changes, impaired driving, seatbelt charges and other related offences... Political Greed * USA - Trucking CSA 2010 Big Money Maker for States

The upcoming safety initiative for the trucking industry, CSA 2010 is beginning to show signs of becoming a big money maker for the States

According to a report received from a driver, a Georgia state officer was reported as saying that the State of Georgia is currently in the process of hiring and training 200 – 300 law enforcement officers that will perform DOT inspections on truck drivers when trucks are pulled over for any type of violation within the CSA 2010 safety analysis... Due to the recession, many municipalities experienced cutting back on police officers and other law enforcement personnel due to city, county and state budgets. Thanks to the new safety plan for the trucking industry, it appears states are beginning to see a huge windfall of income... If the state of Georgia can come up with enough money to hire, train and pay for 200 – 300 more officers, then they must be looking at CSA 2010 on paying the bill. * CVSA Roadcheck Targets Unsafe Trucks, Drivers

Washington,DC,USA -The Journal of Commerce Online, by William B. Cassidy -Jun 7, 2010: -- More than 70,000 trucks to be inspected June 8-10 in federal, state safety blitz... Tens of thousands of trucks and buses will be stopped for safety inspections by state police this week in the Commercial Vehicle Safety Alliance’s annual Roadcheck... Starting Tuesday, state, federal and provincial truck inspectors will begin pulling trucks and drivers considered likely to be a safety threat off the road for inspections... Those truckers and their vehicles will be put through North American Standard Level I inspections and other roadside enforcement checks to put unsafe vehicles out of service... Last year, nearly 10,000 inspectors checked more than 72,000 trucks and buses, putting 57,000 through comprehensive NAS Level I inspections, CVSA said...
