* New York - Bayonne Bridge project to finish six months early

--- Supersize container ships could begin calling at New York’s port by July, six months earlier than expected following the accelerated completion of a delayed $1.6 billion project to raise the roadway of the Bayonne Bridge... Calling the project “truly an engineering marvel,” Mr. Christie said the raising of the bridge span to 215 feet from 151 feet—while keeping the roadway open to traffic—would be a boon to the region’s economy and to consumers... The Port Authority of New York and New Jersey was supposed to complete the project in time for an influx of supersize container ships following the opening of the newly widened Panama Canal last summer...


... Ms. Campbell said that bigger ships carrying a larger volume of goods would allow shippers to lower their costs and to deliver goods to consumers faster...

* California - Are truck lanes part of solution to worsening congestion?

--- With goods movement from the ports of Los Angeles and Long Beach expected to double in the next decade, logistics industry experts are looking at ways to address an expected tsunami of freight through the region’s already congested freeways and streets... Among infrastructure improvement ideas applauded by local truckers rolling through the Inland Empire are efforts by transportation officials to widen the freeways and fix potholes and a proposal to introduce dedicated truck lanes... Local officials have been developing plans for new toll lanes, wider freeways, safer on- and off-ramps and more rail transit opportunities – some of which are under construction... Dedicated truck toll lanes have been proposed by Southern California transportation officials, but to build them, according to the SANBAG’s online post, the public cost is likely to exceed $5 billion, of which at least $1.2 billion would be for truck lanes within San Bernardino County...

"AUTONOMOUS TRUCKS CORRIDOR" * Canada - USA - Mexico: The U.S. Highway 83

* North Dakota - 1,885-mile Autonomous Vehicle Highway would run from Canada to Mexico

-- North Dakota native Marlo Anderson and the Central North Trade Corridor Association are working on a plan that would create a highway for driverless vehicles. Anderson, known by some as the "Guru of Geek," is the host of the talk show "The Tech Ranch" ...  He has a love of technology that's tied to the prospect of driverless vehicles. Anderson and a small team of others have been working since 2014 on a project they call the Autonomous Friendly Corridor. And actually, it already exists. Kind of, anyhow. The corridor would be the 1,885-mile-long U.S. Highway 83, which Anderson calls “underused.” The road runs through North Dakota, South Dakota, Nebraska, Kansas, Oklahoma and Texas. It crosses the northern border into Manitoba and touches the southern tip of the United States, ending at Mexico. In northern South Dakota, U.S. Highway 83 runs along the Missouri River through Campbell, Walworth and Potter counties. Under the current plan, the autonomous highway would be the first in the United States to allow driverless vehicles to transport cargo and humans... Anderson’s ideal test run would be driving — or rather not driving — from Bismarck, North Dakota, to Pierre, South Dakota, on U.S. Highway 83. He hopes for a test run in 2017... Meanwhile, Anderson and the corridor association are working toward creating a coalition of the six states and Canada. “It’s pretty strong now between Canada and North Dakota,” Anderson said. “This will set a footprint for the rest of the country to follow..."

* Switzerland - Safety and environment drive road tunnel vote

-- Voters on Sunday will decide on the construction of an additional road tunnel through the central Swiss Alps, one of Europe’s main north-south links for cars, buses and trucks... A broad coalition of environmental groups and mainly leftwing parties is challenging last year’s decision by parliament to build a second 17km tube through the Gotthard massif in the heart of Switzerland... The government says the existing tunnel needs renovation after more than 35 years. A second parallel arm would absorb the more than 17,000 vehicles on average passing the thoroughfare every day... Later on, the two tunnels will only be used for one-directional traffic and limited to one lane only, the authorities have pledged... The government and parliament claim the second tunnel – costing about CHF2.8 billion ($2.8 billion) – will help ensure road safety and provide continuous access to a north-south road link all year round both for economic and political reasons... The southern Ticino region - bordering Italy's Lombardy and Piedmont regions - would be cut off from the rest of Switzerland if the existing tunnel closed without an equivalent offer, they say... Nearly 40 people have died in road accidents in the 17km tunnel since 1980, including 11 victims of a fire in 2001... Opponents a coalition of environmentalists and leftwing parties say their proposal it's to cap transalpine road traffic and to promote a plan to put long-haul trucks onto rail went down as a major upset at the ballot box... Critics have since accused the government and parliament of failing to implement the initiative, as targets to reduce the number of trucks crossing the Alps of trucks were missed and deadlines later extended... The study pointed to the obvious, the implementation of new security measures designed to prevent illegal shipments at border crossing points... Statistics Canada said the study resulted from data collected by Statistic Canada’s Trucking Commodity origin and Destination Survey...

The potential applications of these vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) systems are constantly being expanded, and while GM has been working to bring cyclists and pedestrians into the mix, a team from La Trobe University in Melbourne, Australia, is looking to improve safety at railway crossings by developing a system that enables communication between trains and road vehicles... A team at La Trobe University’s Centre for Technology Infusion (CTI) has developed an Intelligent Transport System (ITS) that uses GPS and Dedicated Short Range Communications (DSRC) wireless technology to establish a wireless connection between trains and vehicles approaching a railway crossing. The system is designed to detect the possibility of a collision and alert the driver with in-car audio-visual alerts that escalate in volume and intensity as the train gets closer to the crossing. The team, which was a merit recipient in the Research and Development category at the Victorian finals of the 2013 iAwards, has been developing, testing and refining the system over the past three years. World first field trials at both regional and urban railway crossings have been conducted involving around 100 road and rail vehicles fitted with the technology...

Windsor,ONT,CAN -Transport Topics (USA), by Michele Fuetsch -11 June 2013: -- The city of Windsor, Ontario, said Michigan’s recommendation to allow more hazardous materials to cross the Ambassador Bridge is based on a deficient study that doesn’t consider the 75,000 people in Canada who would be exposed to accident risk... Windsor’s complaints were contained in a recent eight-page commentary sent to the Michigan Department of Transportation, which recommended in December that such hazmat loads as fuel, paint, gases and acids be allowed to cross, although explosives and radioactive materials would still be banned... Michigan’s study is “fundamentally deficient because it fails to address or inadequately addresses” such things as response capability of police and fire on both sides of the border and the economic impact if the bridge is damaged in an accident, the commentary said...

INFRASTRUCTURES * USA - Obama Fast-Tracks Six Major DOT Projects

Calls for expedited construction of bridges in Massachusetts, New York


Washington,DC,USA -The Journal of Commerce, by John D. Boyd -Oct 11, 2011: -- President Obama designated six large transportation construction projects for fast-track permitting and environmental reviews to get them into their building phase faster and spur job creation... That put the Department of Transportation overseeing the most infrastructure projects of any part of government under an expedited clearance program that Obama ordered... The DOT’s larger list that made the White House cut include projects spread around the country. They are:


Cut permit review time to replace the Whittier Bridge on Interstate 95 in Massachusetts with a higher-capacity one to handle projected traffic for the next 20 years.

A huge project to replace New York’s “deficient” Tappan Zee Bridge, over the Hudson River on I-285, could be sped up by several years. The White House said this structure is “a critical link in the regional transportation network.”

The rest range from transit rail projects for Los Angeles International Airport and Baltimore, a new highway from Provo, Utah’s airport to I-15 and a next-generation aviation pilot project for Houston’s two airports.

Hanoi,VietNam -The Journal of Commerce Online (USA), by Hisane Masaki -May 6, 2011: --  Japanese Finance Minister, Yoshihiko Noda, proposed an “Asia Cargo Highway” as Asia’s long-term goal to create seamless flows of goods in the region...  Noda made the formal proposal in an address to an annual meeting of the Asian Development Bank (ADB) in Hanoi on Thursday...  Noda said that Asian countries need to promote regional cooperation and integration through the facilitation and speeding up of cross-border flows of goods...  With the concept of an Asia Cargo Highway and Japan's pledge last year of $25 million to the ADB for regional trade facilitation, Japan will work closely with the bank, the World Customs Organization (WCO) and other entities to support Asia's drives to promote "connectivity" in the fast-growing region through increased trade facilitation, he said...   ASEAN consists of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

ELECTION REPORTS * USA - Voters weigh in on transportation issues

Here is some of they, state-by-state breakdown of how many of those initiatives fared on Election Day . APPROVEDS Propositions:

* California
- 22: Statewide: Prohibits the state from taking or borrowing local government and transportation funds under any circumstances. Among the funds that will be off-limits to the state are fuel taxes dedicated to transportation and transit improvements, local government property taxes for public safety, and the portion of the diesel tax dedicated to public transit.

- Measure K: Anaheim: Prohibits the Anaheim City Council from enacting an ordinance to permit or authorize any red-light camera or other automated traffic enforcement system. Voters would have to decide whether to change the rule.

- Measure F: Alameda County: Increases vehicle registration fee by $10 to raise about $11 million each year with 60 percent of the county’s revenue earmarked for roads. Another 25 percent will be used for congestion relief work. Another 10 percent will help make technology improvements at traffic signals. The rest of the money will be used on projects that include crosswalks, sidewalks and lighting.

- Measure B: Marin County: Increases vehicle registration fee by $10. Roads will get 40 percent of the anticipated $2 million a year in revenue, transit will get 35 percent, and another 25 percent will be used to address projects related to climate change and pollution.

- Measure AA: San Francisco County: Authorizes vehicle registration fee to increase $10. The estimated $5 million a year will be used for congestion mitigation, street and road repairs, and to improve transit and pedestrian and biking routes.

- Measure M: San Mateo County: Increases vehicle registration fee by $10. Projected to raise about $7 million a year, the revenue will be split between cities and the county. Allowable uses of the funds for cities are roadwork and transit.

- Measure B: Santa Clara County: Increases vehicle registration fee by $10. About 80 percent of the estimated $14 million generated will go for roads. Another 15 percent will be designated for other transportation-related projects.

* Colorado
- Referendum 2D: Snowmass Village: Authorizes a mill levy to raise $357,000 annually for five years. The tax will pay for transportation services and equipment. The tax replaces a 0.81 mill levy that ends this year. The levy funds two retiring bonds for roads and operational facilities.

* Ohio
- Issue 56: Garfield Heights: Changes the city charter to prohibit use of red-light cameras and speed cameras to enforce traffic laws.

* Rhode Island
- Question 3: Statewide: Authorizes the issuance of general obligation bonds to match federal funds to improve roads, bridges and transit buses. As much as $80 million can be used for road work. The Rhode Island Public Transit Authority can use up to $4.7 million to buy and rehabilitate buses.

* Texas
- Proposition 1: Austin: Authorizes a $90 million transportation bond. Road and streets projects will get 57 percent of the funds. Alternative transportation projects, such as sidewalks and bike lanes, will get 43 percent. Approval of the bond allows distribution of $100,000 to design a solution to relieve congestion on the Mopac Expressway.

- Proposition 1: Baytown: Prohibits use of traffic cameras to issue tickets for a traffic violation without a police witness.

- Proposition 1: Richland Hills: Asked voters whether they wanted to stay in the Fort Worth Transportation Authority, also known as the T. The T services Tarrant County and the North Central Texas region. Breaking from the T would have freed up a half-cent sales tax for other needs.

* Washington
- Proposition 1: Bellingham: Raises the sales tax by up to 0.2 percent for pay annual street repaving; building sidewalks, crosswalks and bike lanes; and contracting with the Whatcom Transportation Authority to buy extra bus service. The tax, which will be in effect for 10 years, is estimated to generate $3.8 million annually.

- Proposition 1: Mukilteo: Requires a two-thirds majority of the City Council and a majority of voters to authorize any future use of automated traffic cameras. Fines would also be limited to $20, the amount of the least-expensive parking ticket.

The American Association of State Highway and Transportation Officials identify 55 “urgent” capacity projects to improve freight movement

The list is in a report “Unlocking Freight,” the second of three designed to reinforce the group’s call on Congress to pass a comprehensive transportation spending plan... AASHTO said there are 55 projects in 30 states, with 20 of them improvements to the Interstate Highway System... At a meeting of the Mississippi Valley Conference of State Highway and Transportation Officials AASHTO President Larry L. "Butch" Brown equated transportation and the economy: "No transportation, no economy. They are inseparable. We must invest to maintain and strengthen the American ‘transconomy”... AASHTO said that although more long-distance freight will move by rail in the next 20 years, 74 percent will still be carried by truck. Hong Kong,China -Gizmag, by Darren Quick -July 11, 2010: -- Luckily there aren’t many countries that drive on the opposite side of the road and share borders. However, they do exist, such as China, which drives on the right, and the former British colony of Hong Kong, and former Portuguese colony of Macau, both which drive on the left. This can pose an interesting problem for engineers and road planners, but Dutch architectural firm, NL Architects, has come up with a bridge with a twist – a concept that not only puts the drivers on the correct side of the road physically, but helps reinforce that fact visually to help get the drivers into the mindset of driving on the opposite side of the road... The grooves of a well-preserved track leading to a Roman quarry near Swindon, England, suggests that Romans drove on the left. It has been theorized that riders on horseback generally rode on the left so they could hold their reigns with their left and keep their dominant hand free to offer a greeting to passing riders or to defend themselves with a sword...
In the late 1700s in the U.S. teamsters driving large freight wagons pulled by several teams of horses were positioned on the left rear horse so they could hold the whip with their right. To ensure the clearance of the wheels of oncoming wagons they preferred that wagons pass them on the left where they had a better view. This prompted a shift from left to right-hand traffic in many countries. So much so that today around two thirds of the world’s people live in right-hand drive countries...

INFRASTRUCTURES * USA - Los Angeles' Potential Transit Future Revealed

Los Angeles is the ultimate car-friendly city

We recently took a look at the L.A. Bike Working Group's proposed freeway system for bikes, and now a group called Move L.A. is pushing a plan called Los Angeles 30/10. The plan, spurred by a 2008 L.A. ballot measure that will raise $40 billion for public transportation through increased sales taxes, asks the government to front some of the cash now in the hopes that projects can be completed in 10 years instead of 30 years... GOOD reports that the plan has backing from Mayor, Antonio Villaraigosa, and Senators Barbara Boxer and Dianne Feinstein are also interested in pushing it ahead. Villaraigosa has a vested interest in seeing the project to completion--it could be his legacy. He also surely realizes that the L.A. economy will be crippled by rising gas prices unless immediate action is taken...

The Western Iowa Intelligent Transportation System project isn't intended to issue traffic tickets like the red-light cameras at various intersections around town. In fact, Schultz said the sensors don't pick up specific speeds of vehicles, but measure the flow of traffic and provide an average speed... One of the first projects will be repairing 14 bridges over I-70 from Troost Avenue to Van Brunt Boulevard... Ankara,Turkey -The Hürriyet Daily News, by DÖNDÜ SARIIŞIK -January 12, 2010: -- Turkey and Russia are planning to build a logistics center in Krasnodar, located 1,500 kilometers south of Moscow. Along with bilateral trade, the center will provide transportation, customs and storage services to third countries. 'Turkey is aiming to become a logistics leader in the Black Sea and Caucasus regions,' according to one official... According to the logistics center project, Russia and Turkey will set up a combined system that will effectively use rail, ferries and motorways. Costs will be remarkably reduced as cargo loaded at Russian ports will be received at Samsun and Mersin’s ports through one route, as opposed to the present system by which goods are transported between Russia and Turkey via other countries... Some 98 percent of cargo from Russia to Turkey is carried to Black Sea ports via railways... Some 50 percent of the existing costs will be eliminated with the transportation system between the ports of Kavkaz and Samsun...

Port says Dubai’s financial problems to have ‘no impact’ on development

Rotterdam,Holland - The Journal of Commerce Online, by Bruce Barnard -Dec 4, 2009: -- Dubai World's financial problems will not affect the construction timetable of Europe's biggest container terminal in which its subsidiary DP World is the largest investor, the port of Rotterdam said Dec. 4... DP World has a 30 percent stake in the Rotterdam World Gateway consortium that is building a box terminal with a capacity of 4 million containers a year on Maasvlakte 2, a large tract of land reclaimed from the North Sea... Europe's biggest container port will have excess capacity of between one million and 1.5 million TEUs in 2010 because of the decline in box shipments, ECT president Jan Westerhoud said in the summer... Rotterdam's container traffic fell 13 percent in the first nine months of 2009 from a year ago to 7.2 million TEUs...
