Stimulus Funds * USA - District Wants To Replace Old Diesel Trucks

Program Has $15M To Take Vehicles Off Roadways

Fresno,CAL,USA -AP/KCRA 3 -May 26, 2009: -- The San Joaquin Valley Air Pollution District has $15 million to help heavy-duty diesel truck owners replace their small fleets with cleaner models... The program is part of the state Air Resources Board's plan to reduce truck and bus emissions and meet federal air-quality standards... The program targets trucks built in 1993 and earlier that are operated 75 percent of the time in California... District officials said they do not have to be based in the San Joaquin Valley to qualify for the funds, but they must have logged at least 30,000 miles the past two years or consumed 4,700 gallons of fuel... The grants are for up to $35,000, depending upon the age of the truck, and are made first-come, first served. The old trucks must be destroyed... Transportation Projects * USA - Stimulus Package Funds Thousands Ones

Washington,DC,USA - The Voice of America News, by Chris Simkins -21 March 2009: -- The Obama administration says money from the economic stimulus package will lead to the creation of tens of thousands of construction jobs and help strengthen the U.S. economy. Stimulus money has already triggered several transportation projects, including the widening of a highway and a bridge replacement in Missouri... The stimulus package contains $48 billion overall for transportation projects... President Obama says more than 200 highway construction projects have been started since the stimulus package was signed into law in February. Some of the money will go to improving mass transportation and airports... Stimulus Bill * USA - Funds Intelligent Transportation Systems

Money from the stimulus bill is being utilized by municipalities in St. Cloud, Minn., and elsewhere to fund intelligent transportation systems (ITS)

Traffic signals within St. Cloud are owned by all three entities, which means that they share access and control of the lighting regulation system... Mn/DOT district traffic engineer Tom Dumont says that the implementation of the traffic-monitoring software was stepped up with the stimulus money, which could have helped save jobs... On the other hand, Redfield points out that the three agencies involved intended to upgrade the software anyway because the vendor announced that it would halt maintenance service for the existing software in 2011. "It was [a matter of], 'Do we continue the maintenance contract on the old system that we know isn't going to be supported in a couple years, or do we upgrade the system right now?' " says Dumont...

STIMULUS PLAN * China - Government to reimburse farmers for vehicles

Shanghai,China -Xinhua News Agency/The Detroit News (USA) -17 March 2009: -- China will reimburse up to 5,000 yuan (about $730) on farmers' purchases of light trucks and minivans, according to a plan aimed at boosting vehicle sales in the countryside to help counter an economic slowdown, the Finance Ministry said... Details of the plan were outlined in a Finance Ministry statement reported by the official Xinhua News Agency and other state media Monday... GM's mini vehicle joint venture, SAIC-GM-Wuling , which claims about a 50 percent share of the Chinese market for such vehicles, will likely be one of the biggest beneficiaries from the plan... The government wants carmakers to keep their French sites open

Paris,France -BBC News (UK) -9 Feb 2009: -- France has decided to loan 6.5bn euros ($8.5bn, £5.7bn) to three carmakers, President Nicolas Sarkozy has said... Peugeot-Citroen and Renault will receive 3bn euros each, while Renault Trucks, which is owned by Sweden's AB Volvo, will get 500m euros... In exchange, they had pledged to keep French sites open, the president said after talks with carmakers...


* USA - Treasury says automakers' bankruptcy possible

Washington,DC,USA- Bloomberg News, by Mike Ramsey & Tiffany Kary -February 10, 2009: -- General Motors Corp. and Chrysler LLC may have to be forced into bankruptcy by the government to assure repayment of $17.4 billion in federal loans, a course of action the automakers claim would destroy them... U.S. taxpayers take a backseat to prior creditors, including Citigroup Inc., JPMorgan Chase & Co. and Goldman Sachs Group Inc., according to loan agreements posted on the U.S. Treasury's Web site... If federal officials fail to get a consensual agreement to change their position regarding repayment, they have the option of forcing the companies into bankruptcy as a condition of more bailout aid. The government would finance the bankruptcy with a debtor-in-possession loan, a lender status that gives the U.S. priority over other creditors, said Don Workman, a partner at Baker & Hostetler LLP... The automakers have dismissed calls to reorganize under bankruptcy protection...

While most talk regarding the federal $819 billion stimulus package centers on construction and infrastructure, the Owner-Operator Independent Drivers Association hopes one $300 million portion of the bill will also help small-business truckers

House and senate versions of the stimulus package each include $300 million for the Diesel Emissions Reduction Act – a historically underfunded program started years ago, which sends federal dollars toward trucking businesses to help cut emissions from idling and older truck engines... OOIDA is part of a broad coalition of organizations that asked Congress for DERA funding for truckers... The diesel emissions-reduction funding could help many small-business trucking companies, said Mike Joyce, OOIDA director of legislative affairs in Washington, DC...


* Republicans Reject $25B for Infrastructure

Washington,DC,USA -Traffic World, by Thomas L. Gallagher -3 Feb 2009: -- Sen. Patty Murray, D-Wash., put in a bid to add $25 billion in infrastructure spending to the Obama administration's economic stimulus plan, launching an effort to bring highways into the stimulus package... Murray's proposal called for an additional $5 billion for transit programs and $7 billion for water projects beyond what was already included... Senate Republicans on Feb. 3 blocked the amendment, insisting that further infrastructure projects could only be funded through cutting other stimulus package funds... The vote was close as Democrats had just 58 votes for the amendment, just shy of the 60-vote supermajority needed...
