* DC - Federal study puts spotlight on tired truck drivers

Washington,DC,USA -The Hill, by Tim Devaney - 12 Nov 2014: -- The Federal Motor Carrier Safety Administration (FMCSA) is investigating whether truck drivers are being pressured to get behind the wheel and drive long hours even when they're tired... The FMCSA will release a report Thursday that is expected to reveal tactics trucking companies use to monitor the productivity of their drivers. The concern is these companies may be using the information on electronic logging devices to pressure their drivers to stay on the road... This comes in response to an FMCSA rule proposed in March that would require truckers to record their hours electronically. The agency is looking into whether trucking companies use this information to harass drivers... The survey asks truckers whether their companies use information provided on the electronic logging devices to "harass them" and how often it happens... The report, "Attitudes of Truck Drivers and Carriers on the Use of Electronic Logging Devices and Driver Harassment," which was due in September, will also suggest rule changes that could be made to protect drivers from being pressured to drive when they're tired... The public has 30 days to comment...

Overall economic factors have improved drastically since mid-2009, according to the report, and carriers can expect continued growth. Fleet Owner goes on to provide a detailed analysis of both global and domestic economic conditions. One possible negative factor for the future’s growth is the possibility that infrastructure spending will not meet demand for road improvements... In the regulatory arena, the last five years have brought an onslaught of rules and legislation for businesses throughout the transportation sector. Although there are still several significant rules in the pipeline, Fleet Owner expects the pace of new regulation to slow in the coming years... The report stresses that new technology comes with a big price tag upfront and sometimes isn’t feasible for smaller carriers even if it would mean savings down the road... Some of the social topics the report examines include the potential of women and minorities to help fill the driver gap and the controversial topic of an immigrant workforce...
