* DC / USA - NHTSA gets White House OK to mandate vehicle 'black boxes'

Washington,DC,USA -The Detroit News, by David Shepardson -December 6, 2012: -- The National Highway Traffic Safety Administration is expected to finalize a long-awaited proposal to make event data recorders standard on all new vehicles... The White House Office of Management Budget said it has completed a review of the proposal to make so-called vehicle "black boxes" mandatory in all cars and trucks, clearing the way for NHTSA to publish its final regulation... In 2010, Congress considered requiring EDRs in all vehicles by legislation... The Alliance of Automobile Manufacturers — the trade group representing Detroit's Big Three automakers, Toyota Motor Corp, and Volkswagen AG — said the government needs to take into account driver privacy...


* Michigan / USA - 1 in 4 vehicles already meet 2016 emission standards

Ann Arbor,MICH,USA -The Detroit News, by Karl Henkel -December 6, 2012: -- About one-quarter of all new vehicles sold today would meet federal emissions standards for 2016, a U.S. Environmental Protection Agency official said Wednesday... Nearly 90 models sold today either meet 2016 emissions targets or can meet them with the addition of expected air conditioning improvements and with no powertrain improvements, Jeff Alson, senior policy advisor at the EPA's Office of Transportation and Air Quality, said at an event at the agency's Ann Arbor testing facility... But half of those vehicles that could meet the 2016 requirements — which include a 35.5 miles per gallon average for passenger vehicle fleets — run on gasoline, and none of those would meet the end goal in 2025... Only 25 current models — all hybrids, plug-in hybrids, electric vehicles and fuel-cell vehicles, which make up only 3 percent of overall sales today — meet the 2025 emissions standards. Those standards require a 54.5 mpg average for passenger vehicle fleets... 


* DC / USA - FMCSA implements changes in CSA’s Safety Measurement System. Cargo BASIC replaced by new HazMat BASIC

(Changes will give FMCSA “more precise information" on at-risk carriers) 
Washington,DC,USA -Fleet Owner, by David Cullen -Dec. 4, 2012: -- The Federal Motor Carrier Safety Administration (FMCSA) yesterday implemented 11 specific changes to the Safety Measurement System (SMS) that drive its Compliance, Safety, Accountability (CSA) safety-enforcement program for motor carriers... The changes were described as “enhancements” by FMCSA Administrator, Anne S. Ferro, in a conference call with reporters... Ferro said the improvements to the SMS -which uses all available inspection and crash data to prioritize carriers for enforcement interventions- will provide the agency with “more precise information to assess a company’s on-the-road safety performance” ...


* Illinois and Nevada / USA: Lawmakers push to legalize driving for illegal immigrants 

Springfield,ILL, and Carson City,NEV,USA -Land Line, by Keith Goble -6 Dec 2012: -- Efforts underway in two states would nearly double the number of states that legalize driving for illegal immigrants... Illinois law now requires people to show proof of citizenship to obtain driver’s licenses. The program allows for temporary licenses for foreign visitors in the country legally... The Illinois Senate voted, to advance a bill to change licensing rules to allow illegal immigrants to obtain special driver’s licenses... Backed by some influential Illinois politicians the initiative to allow an estimated 250,000 illegal immigrant motorists in Illinois to get tested for driving privileges and buy insurance without facing deportation has received a late push at the statehouse... Opponents say the driving cards would “reward” people for disobeying immigration rules...  A similar effort underway in the Nevada Legislature would provide driving privileges for illegal immigrants... Incoming Senate Majority Leader Mo Denis, D-Las Vegas, has filed legislation for consideration early next year to allow affected drivers to drive legally... Similar to Utah’s version of a driver’s privilege card for illegal immigrants, Denis’ effort would also authorize the drivers to obtain liability insurance...


* Canada - Transportation officials could follow U.S. lead regarding EOBRs 

Ottawa,ONT,CAN -Land Line -7 Dec 2012: -- The Canadian Council of Motor Transport Administrators has put together a committee to develop a presentation for the ministry in regards to the feasibility of an EOBR mandate for Canada... Doug Morris, OOIDA Director of Security Operations, reports that the plan is being developed in consideration of the U.S. mandate of electronic onboard recorders... CCMTA is the official organization in Canada for coordinating all matters dealing with the administration, regulation and control of motor vehicle transportation and highway safety...
