Trucker's Fight * USA - Officer allegedly injured man during routine stop

Sioux Falls, S.D,USA -The Hawk Eye, by JOHN MANGALONZO -4 Aug 2009: -- The scars of the past never really healed for David Howard, a 71-year-old Sioux Falls, S.D., truck driver who said he was repeatedly pistol-whipped by an Iowa Department of Transportation vehicle enforcement officer four years ago in Mount Pleasant... The officer, who Howard identified as Darrell Wiegand, is the same officer a Fort Madison couple allege harassed and menaced them during a traffic stop earlier this year... While waiting to be unloaded at his delivery stop later that day, Howard was approached by three other truckers who said they saw the incident with Wiegand unfold. One trucker's wife videotaped the incident, Howard said... On the way back to South Dakota, Howard received a call from DOT in Des Moines asking to meet, which they did. An internal investigation was launched, and that was the last he heard from the officials... Weeks after the incident, Howard felt something on his head and found an inch-long sliver of a bone about the size of a toothpick, according to medical records... So far, Howard has spent nearly $40,000 in medical bills, which includes ongoing treatment. He suffered a fractured rib, along with that injury to his skull... Howard's Estherville-based attorney, Kevin Sandler, would not comment on the matter except to confirm Howard is his client... There is no telling what would happen to the lawsuit, but Howard says he is waiting for his day in court. He will not let this go, he added, and will put his name and reputation to his claims... "I ain't scared of the man," he said. "I'll take him as high as I can to the highest court in the land"...
