STIMULUS FUNDS * USA - State helps truckers while industry sags

Santa Cruz,CAL,USA -The Santa Cruz Sentinel, by John Sammon -2 June 2009: -- The state is attempting to help trucking companies and those who depend on trucks with loans to upgrade vehicles to meet stricter diesel emission requirements, but the industry is in such bad shape now, some truckers say they likely won't last long enough to get the loans... California State Treasurer Bill Lockyer announced last week the kickoff of a $48 million loan guarantee program to help California truckers comply with new diesel emission regulations. A partnership with the California Air Resources Board and the California Pollution Control Finance Authority, the program is called the California Capital Access Program or CalCap... New emission regulations on the books state that stricter diesel emission standards need to be in place by 2010... Truckers in Santa Cruz County said the industry as a whole is in such bleak shape, the loan program provides little consolation. Most truckers questioned said their business is down 60 to 80 percent... Art Mendoza of Art's Monterey Bay Towing in Watsonville, said his business is down 75 percent. He has four trucks in the 1997 age range... "Only two are on the road," he said. "I'm working by myself, barely making ends meet"... Jim Furlong, owner of Blue Bird Moving Services in Santa Cruz, said movers are being hit with the economy, and environmental regulations...
