The plan, which would need the support of national governments, risks igniting resistance from countries opposed to EU involvement in tax issues. The commission will seek a common method for calculating environmental tolls and a requirement for the revenue to be spent on cleaner transport, Barrot said... "It will be a little difficult" to win support, Barrot told reporters yesterday in Brussels...
