ROADS SAFETY * USA - PennDOT cameras can't be used to swat litterbugs

Though the people monitoring the video feeds certainly report dangerous or serious crimes taking place, the system is designed chiefly to monitor traffic and highway conditions, PennDOT spokesman Ron Young said. Assisting motorists is a key goal, by helping to keep things moving, warning drivers of problems ahead, and sending help in cases of disabled vehicles or other problems... Enforcing less-serious offenses would go beyond the system's intent, and possibly its capability in some ways, Young said... For example, the video cameras you see atop the tall poles at many highway interchanges are not recording the images they produce; it's strictly a real-time system. So any record that might help prove an offense was committed by a certain person could not be reproduced in court... There's another camera system in the area specifically designed to detect and prevent crime, both great and small -- the Allentown Police Department's video surveillance system... With their blinking blue lights and control boxes emblazoned with ''Allentown Police,'' these cameras are specifically intended to let the bad guys know they're being watched. And unlike the PennDOT units, they do record the video images being produced... About 25 cameras are in place, and 100 of them will be keeping watch over city streets when the $2 million system is completed... The Warrior considers himself as big a civil-liberties guy as anyone, but there's no reason to expect any privacy on public streets. The cameras aren't going to make all crime vanish overnight; it's just nice to know they're there...
