CONFUSION * USA - Over surcharges fuels truckers' unrest
Savannah,GA,USA -The Savannah Morning News, by Mary Carr Mayle -April 3, 2008: -- It's bad enough that diesel prices have been flirting with $4 a gallon for the last few weeks, but that's only part of the reason truck drivers say they can't keep their rigs on the road much longer... The other part of the equation is the elusive fuel surcharge - the amount trucking companies or shipping agents tack on to the usual or customary freight charge to cover rising fuel costs... It's the mystery surrounding this surcharge - how it's set, who charges it, who pays it and, most important, who eventually gets it - that has most independent truckers up in arms... While quick to point out that some trucking companies are passing the surcharge on to drivers, Keith Liverman, an independent owner-operator, and other members of the local Intermodal Owner Driver Association say far too many are withholding at least a portion of it... Where the confusion often comes in, said a representative for another shipping company who also asked not to be identified, is that drivers don't always ask to see the rates and percentages so they know exactly what they're getting... While he agreed that fuel surcharges, which are based on a percentage of the total cost of the load, can be problematic in some instances, George Dickey, owner of ATF Trucking, said they are only part of the problem... "It goes back to the front-end rate paid by the shipper," he said. "If that were increased, the fuel surcharges would go up accordingly."...
