Clean Air * USA - Long Beach Passes Truck Plan Without Employee Mandate

Long Beach,CA,USA -The Cunningham Report -19 Feb 2008: -- After meeting for more than six hours, the Port of Long Beach Harbor Commission voted unanimously tonight to create a concession program with more than a dozen requirements for trucking companies to do business at the port... Only a handful of business people addressed the commission, mostly in favor of the plan. Most of the other speakers testified against the plan, mainly because it does not require concessionaires to use employee drivers. Some said the plan was not sustainable because owner-operators - even with a subsidy - could not afford to buy a clean truck without going deep into debt... Instead, the program allows the market to determine whether trucking companies will continue to contract with independent owner-operators, hire them to employees or use a combination of both. Before the vote, commissioners indicated they are open to reconsidering the employee component in the future, but the port needs to move forward...
