Camera-based congestion-pricing system studied around world as model... Has also resulted in boom in license plate theft, counterfeiting. With another's plate on car, thieves can drive free wtih fines billed to plate's true owner... "Car cloners" copy plate numbers, have exact replicas made by Internet companies... Police don't want to scrap camera system, used in tracking terrorists... Police under pressure to devise solutions. Punishment for crime often as small as few 100 pounds, few thieves apprehended... Scotland Yard focusing on combating car cloning. Oxford police offering free installation of plates w/ special screws... Unlike in US, plates in Britain manufactured by 1000s of private companies... British government last year set new "anti-theft" standards but new guidelines aren't binding...
