Bush official says that administration doubts Congress can act soon, so it's pushing ahead

Washington,DC,USA -The Detroit News, by David Shepardson -October 26, 2007: -- The White Housed promised Thursday to press ahead with plans to implement tough new vehicle tailpipe emissions, given its skepticism that Congress will pass an energy bill this year that increases fuel efficiency requirements... In the wake of a U.S. Supreme Court decision in April that ruled the federal government has the express authority to regulate vehicle tailpipe emissions as a pollutant, President Bush ordered the Environmental Protection Agency and the National Highway Traffic Safety Administration to craft a new regulation limiting emissions. The easiest way to reduce emissions is to increase the fuel economy of passenger vehicles... A proposed regulation is expected before the end of the year...
