* Illinois - U.S. Army awards Navistar Defense $18.8 Million contract to build 115 Medium Tactical Vehicles

--- The U.S. Army tapped Navistar Defense LLC – the military vehicle division of the truck manufacturer – to build 115 International 7000-MV Medium Tactical Vehicles, or MTVs, headed to Iraq, worth an estimated $18.8 million... The MTVs are based on the International WorkStar severe-duty platform designed for off- and on-road operation. The vehicles are the “backbone for the company’s MaxxPro Mine Resistant Ambush Protected vehicle,” Navistar said Tuesday... “Since 2004, Navistar Defense has delivered nearly 7,000 trucks and buses to Iraq through foreign military sales contracts,” said Kevin Thomas, the company’s president... The vehicles will be built primarily at Navistar’s assembly plant in West Point, Miss., and will be delivered in January 2018...

* Virginia - Army launches competition for new heavy dump truck


--- The U.S Army is inviting industry to compete for chance to build the service’s new, armored dump trucks... The Army intends to award a Single-Source Award, Firm-Fixed Price, Seven-year Indefinite Delivery, Indefinite Quantity commercial contract for the M917A3 Heavy Dump Truck, according to the May 26 solicitation... The service plans to buy about 683 M917A3 armored dump trucks... The last time the Army purchased new dump trucks was in September 2000 when it awarded a $400 million contract to Freightliner LLC to build almost 3,400 M917A2s, as well as M915A3 line haul tractors and M916A3 light equipment transporters...

* Michigan - Chevrolet ZH2 truck brings hydrogen closer to the battlefield

--- The camouflaged military truck sped across the dirt and mud in near silence. The only noise was a low air-compressor whine and the crunch of tires through the rough terrain... This futuristic pickup – a modified Chevrolet Colorado – runs on electricity generated by a hydrogen fuel cell. The zero-emissions truck is the result of a $4-million partnership between General Motors and the U.S. Army to determine whether hydrogen fuel cell vehicles are ready for the combat zone... GM brought the truck, code-named ZH2, to its proving grounds in Milford, Mich., on a windy March afternoon to demonstrate the pickup’s capabilities... The ZH2 will soon be delivered to the Army for testing. Hydrogen fuel cell vehicles have the potential to offer greater range, fuel efficiency and noise reduction than the diesel-powered trucks currently in use...

NAVISTAR's TRUCKS * USA: Armored ones for Pakistan

* Mississippi - Navistar's plant to make 40 armored trucks for Pakistan

--- Navistar International Corp. has been awarded a $35 million contract to deliver 40 armored vehicles to Pakistan from its Mississippi plant... The U.S. Army announced the contract Thursday, saying Navistar, based in Lisle, Illinois, had made the only bid for the mine resistant ambush protected MaxxPro Dash DXM trucks... Work is supposed to be done at Navistar's plant in West Point, as well as in Pakistan, and is estimated to be finished by Oct. 31, 2018... Although the West Point plant had laid off all its workers in 2013, it has since won a series of contracts to build or refurbish vehicles for the U.S. Army and foreign militaries. Spokeswoman Amy McCaskill says the new contract, combined with existing work, means the plant will maintain its current 340 employees...

--- Safran, an aeronautics equipment and defense company, is among European and American firms and investment funds that have considered bidding for Renault Trucks Defense, according to multiple defense sources. CMI, a Belgian builder of turrets and guns for armored vehicles; and three venture capital companies are among those which have also taken a look at RTD, the source said... There was talk of Safran's interest a couple of weeks before Volvo issued a Nov. 4 statement on a planned sale of RTD. Other companies included BAE Systems, General Dynamics, Patria-Kongsberg and Rheinmetall... RTD is a key company in the Volvo group's government sales unit, or VGGS, which the Swedish truck maker plans to sell off once staff consultations have been held. Other firms in VGGS include Acmat, U.S. truck-builder Mack, and Panhard, one of the oldest names in French motor industry... France may have a say, but Volvo is steered by market economics and will look for the highest bidder, a French political source said... The price for RTD is likely to be between €500-700 million (U.S. $533-747 million), or the equivalent of one year’s worth of sales, the first source said. Sales for this year are forecast at €600-€700 million, buoyed by a Canadian order won through Mack, and contracts for the French special forces, Kuwait, and Saudi Arabia to arm Lebanon... The acquisition price is usually eight to nine times operating profit, or one year’s worth of sales, the source said. The order book is worth €4-5 billion, offering six to seven years’ work...

Volvo, a Swedish truck maker, said Nov. 4 the workers' councils would be consulted on a planned disposal of the Volvo Group Governmental Sales business. That military vehicles unit, mainly composed of RTD, accounts for some 1.5 percent of Volvo’s total sales and employs 1,300 staff...

--- US Army Tank Automotive Research, Development and Engineering Center, or TARDEC, has been testing robotic trucks for the Army in Michigan and Michigan will be the main location for developing autonomous technology for commercial trucks... TARDEC is developing its vehicle-to-infrastructure capabilities to increase safety, reduce distracting tasks and carry supplies for soldiers... In June, the four-vehicle convoy of tractor-trailers on Interstate 69, about 40 miles east of Flint, Mich., showed the trucks’ ability to communicate with roadside units set up by the Michigan Department of Transportation. The so-called vehicle-to-infrastructure (V2I) connectivity is a crucial step toward building a network of autonomous commercial trucks and passenger vehicles... Eventually, V2I will be able to send vehicles information about traffic signals and relay information about collisions on the road, among other data...

--- Navistar International Corp. said Thursday it had received a federal subpoena related to truck-suspension systems the company built for the U.S. military... Lisle, Ill.-based Navistar said it provided the Department of Defense with information on suspension systems sold to the government in 2009 and 2010... Navistar wouldn’t confirm whether the suspensions were for some of the 8,700 mine-resistant, ambush-protected trucks, or MRAPs, the company built starting in 2007 for troops in Iraq and Afghanistan. The company later upgraded the suspensions on thousands of the boxy, top-heavy trucks originally built for service in Iraq to improve their off-road performance in Afghanistan’s rugged, mountainous terrain...

--- The Israeli military has equipped Ford F-350 pickup trucks with remote driving technology and plans to disperse them along the border of the besieged Gaza Strip... The trucks, called Border Protector Unmanned Ground Vehicles (UGVs), are each equipped with a 360-degree surveillance camera as well as four cameras that supplant a driver’s eyes on the road... G-NIUS – a joint venture between Israel Aerospace Industries (IAI) and Elbit Systems that enjoys funding by the Israeli defense ministry – developed the “Border Protector” specifically for Gaza. Testing began in July 2015 and ended in February 2016... The Israeli military plans to deploy the new UGVs semi-autonomously in the next few months. It will release them along Gaza’s border with complete autonomy soon thereafter...

... Oshkosh is rolling out the much-awaited upgunned variant of its Joint Light Tactical Vehicle, meant to scout ahead of Army infantry... The Army and Marines have long planned to purchase over 50,000 JLTVs to replace vulnerable Humvees and cumbersome and often road-bound MRAPs. Originally, though, they were just going to be armed with .50 caliber (12.7 mm) heavy machineguns, 7.62 mm light machineguns, grenade launchers, and maybe anti-tank missiles, basically the same mix as the Humvee... Fitting a 30mm chaingun — normally used on Apache attack helicopters — onto a relatively small truck is a big deal. The extra range and firepower allows commanders to employ the vehicle much more aggressively — for example, as a forward scout moving out fast and well ahead of the main force...

--- Unmanned military trucks will be trialed by the UK military as early as 2017 with the aim of resupplying troops engaged in operations without risking drivers... Trials of the autonomous vehicles will begin next year. The innovation is thought to have been initiated because of the substantial loss of life among military drivers due to roadside bombs in Iraq and Afghanistan... The Ministry of Defence (MoD), along with the US Department of Defense (DoD), will ask arms companies to compete for contracts from September 2016, with testing scheduled to start in the US in October... Provisional testing along similar lines has already taken place. The US demonstrated in 2014 that prototypes of unmanned cargo vehicles could negotiate hazardous conditions during a trial... The UK will announce its own automated delivery system program on Thursday at the Farnborough Air Show – the annual centerpiece of the UK arms trade calendar...

--- The Libyan National Army (LNA) has taken delivery of several Armored Personnel Carriers (APC) and military pick-up trucks that were donated to the Tobruk-based government by the United Arab Emirates (UAE)... According to the Libyan Herald, the military vehicle consignment was delivered to the LNA headquarters in Tobrul on April 23. Although there was no official comment from army commander-inchief and defense minister Gen. Khalifa Haftar, the LNA posted a single image of dozens of what appears to be new Panthera T-6 light APCs and Toyota Landcruiser pick-up trucks... The caption did not state the number of APCs donated by the UAE. The Libya Herald quoted an army spokesman saying some of the new APCs will be deployed in support of an ongoing army and militia offensive to flush the Islamic State (ISIS) fighters out of its de-facto regional capital of Sirte...

* Wiscosin - Oshkosh lands $677 million in orders for military trucks

-- Oshkosh Corp. has landed $677.1 million in new military business, including rebuilding hundreds of tactical trucks. It will include $433.3 million for refurbishing some of the Army's biggest armored trucks used in the war in Afghanistan... It also includes $243.8 million for 657 new Joint Light Tactical Vehicles, or JLTVs — which are replacing military Humvees — trailers and other products... Heavy trucks are the backbone of the Army's transportation system, hauling weapons, ammunition and supplies. Some of the trucks that saw action in Iraq and Afghanistan were more than 20 years old... Altogether, the work will support about 2,500 jobs at Oshkosh Corp., the Fox Valley's largest manufacturer, in addition to supporting hundreds of jobs at Oshkosh's suppliers... Many of the thousands of military trucks that Oshkosh has rebuilt in the past 20 years have seen the worst that combat can dish out. They've come back to the company with bent frames, mangled wheels and cabs riddled with bullet holes... The work for the U.S. Army will take place in Oshkosh between now and Dec. 1, 2024...

AUTONOMOUS DRIVING TRUCKS * USA: Army tests

* Michigan - U.S. Army truck test could accelerate autonomous driving

-- The experiment will examine how the vehicles communicate with one another, with nonmilitary vehicles and with the roadway infrastructure through radio links. The trucks, for example, will send their speed and location to roadside transponders that will reply with data such as lane closures and speed limits... The test will take place in June with at least four vehicles on a stretch of Interstate 69 in Michigan... For now, drivers will keep control of the trucks, but the Army plans tests on the interstate of driverless capability — robotic control of the vehicles, said Douglas Halleaux, an Army spokesman. The autonomous vehicles have been tested in self-driving mode before but not on public roads... “We’re very sensitive to the safety of our engineers and our neighbors on the roadways,” Halleaux said... The Army is “taking this extra step with the radios before we make the big plunge to give our engineers and the public confidence in the trucks’ capabilities,” he said...

-- An $834-million military Mack truck deal with the Canadian Forces has reached its final testing stage, after the trucks performed well during cold weather testing in Ottawa through January... Assembly of the military trucks — with nine tonne-capacity — will take place in a Sainte-Claire, QC, plant operated by Prevost, one of the firms partnered with Mack Defense, LLC, of Allentown, PA, reports the Ottawa Citizen... The first delivery of the trucks and equipment is set for summer 2017, and deliveries are expected to be completed by fall 2018... Cold weather testing is conducted by the National Research Council Canada... The Ottawa Citizen adds that the federal government is reviewing a complaint that the near-billion-dollar deal was awarded unfairly. The complaint from Oshkosh Defense alleges that Public Works and Government Services Canada, now Public Services and Procurement Canada, did not conduct a fair and transparent process to select the new trucks...

* Michigan - There's a convoy of autonomous Army Trucks driving through I69 this summer


-- This summer, the U.S. army is taking its next steps towards instituting autonomous military vehicles by dispatching a convoy of self-driving trucks on a highway in Michigan to test vehicle-to-infrastructure technology, Automotive News reports. That’s right: huge, self-driving trucks will be driving on public roads... We’ve already shown you the U.S. army’s self-driving trucks. They’re badass and really intimidating. And they make tons of sense considering how many man-hours are spent transporting equipment day and night, particularly in war zones. One vehicle drives and a number of vehicles can follow... You won’t need as many drivers. You see commercial truck operators trying similar platooning projects at highway speeds... The big test comes this summer, when a convoy of at least four trucks will barrel down I69 in Michigan, transmitting their speed and location to roadside transponders which, according to Automotive News, have a range of 300 meters and cost over five grand each... The transponders, in turn, will communicate things like lane closures and speed limits to the rigs. That information, along with info obtained via the trucks’ $175,000 worth of radars, cameras and computers, aim to help the convoy navigate to its destination without hiccups... It’s exciting to see the military get into vehicle-to-infrastructure technology. They’re a huge player with lots of money and plenty potential for innovation, so they could help expedite the auto industry’s plight towards autonomy... But as exciting as it is, I’ll keep my eyes wide open when driving on I69 this summer just to be safe...

MILITARY TRUCKS SALES * India: Tata Motors taking total order to Rs 1,300 crore (884M USD)

* Mumbai - Tata Motors to sell Indian Army with high mobility vehicles

-- Tata Motors is set to bag an additional order for high mobility military trucks, taking its total order book for the advanced vehicles to Rs 1,300 crore, the single largest contract to be awarded to an Indian manufacturer by the Army... The needed for a variety of roles from transporting men and material to being the platform for and surface to air missile systems - are in high demand by the Army that has struggled to procure trucks after the Tatra scandal hit headlines in 2012. Authoritative sources have told ET that the Army has formally moved a follow on border to a contract it signed with Tata motors in March last year. The follow on order is to procure 619 new 6X6 High Mobility vehicles that will cost the Army just over Rs 350 crore. This would add to the earlier order for 1,239 vehicles that was valued at Rs 940 crore... Tata Motors had won the order earlier in a competition that included the Tatra-BEML combine... Noronha says that the truck has already been exported by Tata to several countries including Israel and France that are developing missiles systems for the Indian Army...

* Wisconsin - The truck-maker has won the coveted megacontract to replace most of the Army’s iconic vehicles

-- Oshkosh won the Pentagon’s $30 billion sweepstakes to replace the U.S. Army’s Humvee with up to 55,000 new Joint Light Tactical Vehicles, or JLTVs, over the next 25 years, service officials said... The Army awarded a $6.7 billion contract Tuesday to Oshkosh for an initial batch of 17,000 vehicles for the Army and Marine Corps. Production will begin in the first quarter of fiscal 2016, according to an Army release, with a later decision on the full scale of production to come in 2018, the year the vehicles are expected to be ready for battle...
