ELECTRONIC MANIFESTS at USA & Canada Border

* Ontario - Canadian eManifest deadline looms for US truckers

-- Come Monday, U.S. truckers arriving at the Canadian border may find a surprise waiting for them: fines, if they haven’t submitted an electronic manifest beforehand... Jan. 11 is the date the Canada Border Service Agency starts assessing “monetary penalties” to truckers and railroads that don’t transmit electronic shipment manifests ahead of time... Electronic manifests are required at every crossing point on the 5,525 mile U.S.-Canadian border. Millions of eManifests will be transmitted each year. In 2014, the last year for which annual data was available, 5.8 million trucks crossed the U.S.-Canadian border, a 2.7 percent increase from 2013. Trucks carried 53.8 percent of the $658.2 billion of freight shipped to and from Canada in 2014, and 65.6 percents of U.S. exports to Canada moved by truck... There are several routes to compliance for carriers, large and small. First, CBSA offers an eManifest Portal. Registered trucking companies can use the portal to transmit basic arrival information and shipment data to CBSA... That may be a solution for smaller carriers or companies with infrequent shipments, but those regularly crossing the border likely will use theier own EDI systems or a third-party partner, such as Descartes, to send eManifests...

* Canada / Ontario  - Truckers say lack of quality parking affects operations, health

Ottawa,ONT,USA -Truck News -Feb 8, 2013:  --  More than 60% of truck drivers say they routinely have trouble finding parking or places to rest while operating in Canada, while an overwhelming majority report that facilities and basic amenities are lacking from public rest areas and service centres across the country. The findings were reported in a Rest Area Research Project survey prepared for Transport Canada by Polytechnique Montreal and in consultation with the Canadian Trucking Alliance... According to the survey, the majority of commercial drivers feel the supply of truck stops and rest areas is extremely low in Canada, particularly in northern Ontario, Southern B.C., large swaths of Alberta, and most large urban areas. The survey also found that drivers who have trouble finding a parking space say they must drive over their time limit to find one. While better food, showers and washrooms were identified as essential, drivers also pointed to a need for adequate cell phone coverage, Internet connections and security at parking facilities... The survey, aimed at identifying locations where parking is lacking and how this shortage affects the work of drivers, found that 60.3% of drivers surveyed have trouble finding parking en route, while 48 % couldn’t find a place to stop near their final destination... 

* Canada / Quebec - Transports Quebec axes permit requirements for certain configurations

Quebec,QUE,CAN -Truck News -Feb 8, 2013: -- Transports Quebec has announced that it will no longer be requiring special permits for certain vehicle configurations... 
Those configurations include: 
 • Vehicles equipped with wide single tires that operate up to 9,000 kgs per axle; 
• Quad axle semi-trailer configurations that operate up to a maximum of 57,500 kgs gross weight (34,000 kgs on trailer axles); 
• B-train configurations that operate up to a maximum of 62,500 kgs gross weight; and 
• Retractable tarpaulins, extra width 100 mm on each side. 
The changes were announced by Transports Quebec Jan. 30 and will go into effect Feb. 14...
* Canada / Manitoba - Western provinces harmonize LCV regs

Winnipeg,MAN,CAN -Truck News -Feb 8, 2013: -- The four westernmost provinces in Canada have harmonized rules relating to the operation of long combination vehicles (LCVs)... A Memorandum of Understanding, signed by B.C., Alberta, Manitoba and Saskatchewan, creates uniform standards for LCV operation. Specifically, the MOU addresses: weights and dimensions or turnpike doubles; driver qualifications and training; maximum speeds; and hours of operation... The industry immediately welcomed the changes...

* USA / Indiana - FTR Index shows good environment for trucking in December 

Bloomington,IND,USA -Truck News (CAN) -Feb 8, 2013: -- The Trucking Conditions Index is a compilation of factors affecting trucking companies. Any reading above zero indicates a positive environment for truckers. Readings above 10 signal that volumes, prices, and margins are likely to be in a solidly favourable range for trucking companies. FTR’s Trucking Conditions Index suggested a good environment for truckers in December, with a reading of 8.38, according to a report in the February 2013 Trucking Update. FTR officials say that the TCI is expected to rise significantly by mid-2013, due to market tightness from expected regulatory changes and steady freight growth...

Montreal,QUE,CAN -Truck News, by Carroll McCormick -Feb 5, 2013: -- Taking yet another step to reduce fuel consumption, Montreal-based Groupe Trans-West has installed trailer tails on the 120 trailers it uses for US-bound trips. The carrier values the monthly fuel savings at $54,000... The carrier logs 90% of its miles in the US, where trailer tails are permitted. If Canadian regulations change to permit their use north of the border, fuel savings for Trans-West could increase another 10% ...

* Kansas / USA - FMCSA orders Kansas-based carrier to shut down over HOS

Kansas,KS,USA -Land Line, by Charlie Morasch -17 Sept 2012: -- The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration has ordered a Kansas-based motor carrier to “immediately cease all transportation services” for serious safety violations... Saying HP Distribution LLC “posed an imminent hazard to public safety,” FMCSA also stated in a news release that the company’s drivers had extensive hours-of-service violations... The out-of-service order said the company had repeatedly violated hours-of-service laws, and permitted its drivers to falsify logbooks to hide the violations. The agency’s compliance measurement program, CSA, did not report compliance rankings for HP Distribution showing the in “alert” status, which is the trigger for compliance intervention by the agency through CSA...


* New York / USA - Bronx to truckers: Stay out or face steep fines

That’s the message the Bronx Community Board 10 has for commercial vehicles that park along their city streets... Kenneth Kearns, district manager for Community Board 10, told Land Line recently the truck parking problem is becoming a “quality of life issue” for the approximately 115,000 residents in his district... At the nexus of three major highway systems, Interstate 95, Interstate 87 and Interstate 278, truck parking in the Bronx is scarce. In fact, there are no truck stops between New Jersey and Connecticut, which Kearns admits is a Catch-22 for truckers who need to take federally mandated breaks... The community board has increased the maximum fines to $515 in an effort to keep trucks from parking along its streets...


* Ontario / Canada - New border rule is eManifest destiny 

Ottawa,ONT,CAN -Land Line, by David Tanner -18 Sept 2012: -- U.S. truckers that haul low-risk cargo into Canada should get acquainted with a new rule that takes effect Nov. 1. Failure to register and submit the correct information electronically at least one hour in advance of arriving at the border could lead to being denied entry... The correct information, or eManifest, is electronic data that includes the shipper and consignee address, delivery name and address, cargo description and packaging type, gross weight and customs information... CBSA eManifest manager, James Spina said, the goal of the eManifest, which has been in development since the terrorist attacks on the U.S. on Sept. 11, 2001, is to strengthen border security while speeding up wait times for trucks hauling low-risk cargo...


* DC / USA - FMCSA to phase in changes to ‘vehicle registrant only’ designation

Grain Valley,MO,USA -Land Line, by Jami Jones -19 Sept 2012: -- Owner-operators who previously had to register with the Federal Motor Carrier Safety Administration as a “vehicle registrant only” will need to stay tuned for changes coming to that requirement... Typically, according to OOIDA Business Services Assistant Manager, Kip Hough, these “vehicle registrant only” designations were obtained by owner-operators who maintained their own plates on their equipment. The number was required for vehicle licensing. The designation was not full DOT authority registration that allowed owner-operators to run under their own authority... The agency will be sending letters to the “vehicle registrant only” designated operations in the coming weeks explaining their options. Also, before obtaining or renewing license plates, it would be advisable to check with the state DMV and see what, if anything new, is required to obtain your plates, Hough advised...


* DC / USA - Small businesses just as concerned about freight efficiency as the big boys 

Washington.,DC,USA -Land Line, by David Tanner -20 Sept 2012: -- OOIDA is encouraging small-business truckers to participate in a U.S. DOT-sponsored discussion about freight efficiency, to make sure the agency takes detention time, truck parking, truck size and weight and other issues into account once the new highway bill takes effect... The U.S. Department of Transportation is conducting the National Dialogue on MAP-21 Transportation Performance Measures online as part of the new highway law known as Moving Ahead for Progress in the 21st Century...   The DOT is seeking input tied to three main areas, according to the website: the condition and performance of the freight system; state freight planning; and “elements of a national freight strategic plan” ... Bowley, who recently attended a stakeholder meeting on the DOT’s national freight policy, said small-business truckers are just as concerned about efficiency as large carriers and shippers... He says, the big boys will be at the table pushing for longer-heavier trucks, speed-limiters, electronic on-board recorders, so it’s important that small businesses reach out...


* Michigan / USA - One step closer to indemnity protection 

Lansing,MICH,USA -Land Line, by Keith Goble -20 Sept 2012: -- An attempt to improve fairness for truck drivers doing business in Michigan is one step closer to becoming law. If signed into law, the Great Lakes State would become the 36th state to adopt the protection from certain unfair clauses in motor carrier contracts... The clauses are set up to protect shippers or hold them harmless from anything that happens with a shipment... The protection would not apply to intermodal chassis, containers, or other intermodal equipment...

* Mississippi - Regional flooding drips into trucking industry

Tupelo,MISS,USA -WTVA, by Justin Lewis -5 May 2011:  --  This means the northwestern part of Mississippi is on high alert as the government expects river water to rise causing serious flooding...  Trucking companies in Tupelo were on the phones constantly Thursday talking to state highway departments and looking at alternate routes for drivers. All because of rapid flooding, mainly as waters flood homes and streets around Memphis...  Interstate 40 is partially closed because of flooding, causing detours and longer routes that have the industry concerned...  When dealing with national trucking companies they not only have to worry about what's going on around Memphis, but also flooding in other states like Missouri and Illinois which they say is very unusual for this time of the year...  Sixty-percent of traffic on Highway 40 is semi-trucks. * Kansas - YRC Worldwide to Hire Network Engineers. LTL trucking giant seeks sustainable savings from more efficient network

Overland Park,KN,USA -The Journal of Commerce Online, by William B. Cassidy  -May 10, 2011: -- YRC Worldwide is searching for engineers to help optimize its network to save fuel — and money — by making the trucking company greener and more efficient...  The troubled less-than-truckload operator, which plans to complete a financial restructuring this summer, said it will invest in a more efficient fleet. Trailer wind skirts, switching to a full-synthetic motor oil and purchasing more fuel-efficient tractors are part of the carrier’s plans to reduce fuel use and expense...  Those savings would complement other efforts by the company to reduce its cash burn and increase liquidity after losing $102 million in the first quarter...


* DC - USPS Loss Reaches $2.2 Billion. Postal Service warns it may run out of cash by Sept. 30

Washington, D.C.,USA -The Journal of Commerce Online -May 10, 2011: -- The U.S. Postal Service's red ink got deeper in its fiscal second quarter, as continued high costs and a 3.1 percent drop in mail volume sent the USPS to a $2.2 billion net loss following a $1.6 billion loss in the same quarter a year ago... The results brought overall losses at the Postal Service to $17.6 billion since 2008, leaving the USPS more likely to run out of cash and at the limits of its borrowing authority of the end of its fiscal year in September...  Overall revenue declined 2.8 percent to $16.2 billion in the fiscal quarter ending March 31, and core mail services revenue was off 3.9 percent to $14 billion...  The USPS has seen some gains from an expanded Shipping Services division, which targets business customers. Revenue in that operation grew 5 percent and shipment count grew 3.5 percent over the same fiscal quarter a year ago...


* Ontario - APTA: Trucking industry paying more for tires

Toronto,ONT,CAN -680 News Radio -May 10, 2011: -- The trucking industry is now paying more for tires, according to the Atlantic Provinces Trucking Association... Skyrocketing costs for natural rubber has seen the cost of tires jump nearly seven per cent in the last month alone... Jean-Marc Picard, executive director of the Atlantic Provinces Trucking Association, said the ever-rising cost of fuel has been a major concern and now rising tire costs will make it hard for some carriers to keep their head above water... The operator of Fillmore Trucking, Donnie Fillmore, said the only way to cope is to charge more, and that means the rising costs get passed on to consumers...

* Ontario - OTA checks in with new member service

Toronto,ONT,CAN -Today's Trucking -22 Jan 2010: -- The Ontario Trucking Association Truck Driver Licence Status Check will be offered to members ... Once a company logs onto the OTA's secure website and submits a list of drivers' licence numbers, OTA will submit the data to MTO on a quarterly basis for a status check on every driver. Discrepancies are immediately identified and the member is instantly notified by email of which drivers have been flagged for a licence status discrepancy... The information can be used to investigate the discrepancy or opt for an automatic issuance (with overnight electronic delivery) of an MTO detailed (three-year) driver abstract for the affected driver... The OTA says the Truck Driver Licence Status Check System will save money on MTO driver license checks, and ensures costs associated with drivers operating vehicles with invalid licences will be reduced...


* USA - England Logistics Opens China Offices

Salt Lake City,UT,USA -Transport Topics -22 Jan 2010: -- England Logistics said that it has given approval to operate in China and has opened offices in five cities... England was granted status as a wholly foreign owned enterprise, meaning it can operate international freight forwarding services in China and it is not required to work through agents or joint ventures, the company said Wednesday... Since being granted the status, England has opened offices in Shanghai, Ningbo, Qingdao, Dallan and Tianjin...

* YRC Worldwide’s threatened job cuts prompt union revote on concessions

Kansas City,MO,USA -The Kansas City Business Journal -August 17, 2009: -- With YRC Worldwide Inc. threatening job cuts at New Penn after its union workers voted down a recent concessions package, the workers asked for and are getting a chance to change their votes... The International Brotherhood of Teamsters members who work for YRC subsidiary New Penn, will get their ballots Wednesday and have to return them by Sept. 9, the union said Monday... Earlier this month, New Penn workers voted down what is the second concessions package to YRC this year. It includes an extra 5 percent wage cut and forfeiting 18 months of pension payments... YRC, an Overland Park-based trucking company, expected to save $45 million to $50 million a month through 2010 from the union concessions... On July 30, YRC reported a $309 million loss in the second quarter. The company has taken steps that include selling property, integrating subsidiaries, closing facilities, laying off workers and amending agreements with lenders in an attempt to maintain liquidity and ride out the recession... * USA - Forward Air Buys Black Hawk
Milan,Ill,USA -Air Cargo World On Line -29 Nov 2007: -- Forward Air signed an agreement to buy certain assets of Black Hawk Freight Services, said the provider of ground transportation services to the air cargo industry on Monday... Black Hawk, a privately owned provider of transportation services based in Milan, Ill., had 2006 revenue of approximately $30 million. Forward Air revenue in 2006 was $352.8 million.
