* USA: Cooperation between FMCSA and Trucking Cos.: Critical to the success of both

* Pennsylvania - FMCSA acting chief asks for trucking's help in bettering safety record

-- Acting FMCSA Administrator Scott Darling told delegates to the American Trucking Associations Management Conference and Exhibition that cooperation between his agency and trucking stakeholders is critical to the success of both FMCSA and the industry... Darling pointed out examples of cooperation between the agency and trucking stakeholders... He said the industry’s drivers stepped up to help make the 34-hour restart study a success... More than 220 participating drivers contributed data as they drove their normal, revenue-producing routes, including: 
• More than 3,000 driver duty cycles, as captured by electronic logging devices 
• More than 75,000 driver alertness tests 
• More than 22,000 days of driver sleep data 

 As for other agency initiatives under way, Darling said
• The agency this week will publish compliance and effective dates for the new Unified Registration System that he said would improve the accuracy and timeliness of information in the agency’s database of registered motor carriers. 
• In the near future, the agency will publish the final rule on electronic logging devices, which was originally scheduled to be published September 15. “Although I can’t discuss the revision of the final rule until it is published in the Federal Register, I can say the rule is designed to improve Hours of Service compliance with the estimation the rule will save about 20 lives and prevent 400 injuries as the result of crashes each year; it will protect drivers from harassment, make it more efficient for law enforcement investigators to review HOS entries, cut paperwork and save money.” 
The Office of Management and Budget is in the final stages of reviewing the Safety Fitness Determination notice of proposed rulemaking that will change the agency’s safety rating process to focus more on road safety performance data and rate carriers based on their own performance...
