* Indiana - July Trucking Conditions Index makes significant jump

Bloomington,IND,USA -TruckingInfo -September 12, 2013: -- FTR's Trucking Conditions Index reading of 8.41 in July reflects a 30% improvement over the previous month’s reading. The jump reflects the indexes forward look at an expected pricing uptick for truckers this fall as capacity tightens with regulatory effects and decent freight demand... FTR expects a modest peak in freight growth in the fall of 2013 before demand reverts to the slow growth trend experienced in 2012 and early 2013... The TCI is designed to summarize a full collection of industry metrics, with a reading above zero indicating a generally positive environment for truckers. Readings above 10 would signal that volumes, prices, and margins are likely to be in a solidly favorable range for trucking companies... Jonathan Starks, director of transportation analysis for FTR, commented, "There still remains very little hard evidence of the impacts from the recent introduction of new hours-of-service rules on July 1, but anecdotal accounts and very early data are starting to show some potential impacts"...
* Virginia - ATA applauds introduction of Sleep Apnea legislation

Larry Bucshon (R-Ind.) and Dan Lipinski (D-Ill.) for introducing legislation to ensure that if the federal government sets standards for sleep apnea screening and testing of professional truck and bus drivers, those standards are established through an informed rulemaking process... FMCSA officials have indicated they intend to issue guidance as a means of quickly addressing sleep apnea in the professional driver population... Bill is also supported by the Owner-Operator Independent Drivers Association, the American Bus Association, the United Motorcoach Association, the National School Transportation Association and the United Brotherhood of Teamsters...
* DC - Resolution seeks to prevent truck tax hikes
Washington,DC,USA -Transport Topics -13 Sept 2013: -- A resolution proposed in the House seeks to discourage Congress from raising the 12% federal excise tax on heavy-truck purchases... The legislation’s sponsors, Reps. Reid Ribble (R-Wis.) and Tim Walz (R-Minn.), said the truck tax already can deter fleets from purchasing vehicles, and increasing it would slow the growth of the trucking industry... The resolution Ribble and Walz introduced Sept. 11 does not say whether it is a response to a specific proposal... The average retail price for a heavy truck was more than $158,000, the resolution said. The excise tax added $18,900...
