* China - Govt forces dump trucks to equip motion sensors

Shanghai,SH,China -The Global Times, by Lu Chen -11 July 2013: -- The city's government will require dump trucks and other large vehicles that haul dirt and construction waste to equip special motion sensors so they don't cause as many fatal traffic accidents, officials said at a meeting Thursday... The vehicles caused 11 traffic accidents and 11 deaths in the city over the first five months of this year, said Lu Yuexing, the director of the Shanghai Municipal Afforestation and City Appearance and Environmental Sanitation Administration... On May 9, two vehicles carrying construction waste killed one person and injured one other in separate incidents in Pudong New Area and Xuhui district, according to local media reports. Both incidents occurred while the vehicles were making right turns... These kinds of vehicles suffer from blind spots when they are loaded, leaving their drivers unable to see parts of the road, especially during right turns, according to a press release from the administration...

Their insurance could also be invalidated... Speaking to CM, Clive Aisbitt owner of Trowbridge, Wiltshire-based RLR Services, said he had had seven drivers turn up to undertake periodic Driver CPC training who didn’t hold an Initial Driver CPC qualification... This has been mandatory for anyone joining the industry as a professional driver since September 2009... He said the situation could have arisen because to obtain a valid LGV licence, drivers need to take only modules one and three. The DVLA will then issue an LGV driver’s licence... However, to drive professionally, those entering the industry after September 2009 also need to complete modules two and four to gain their Initial Driver CPC. Not all driving providers offer the full package due to differing requirements and cost...
* UK - Vosa to issue more roadside prohibitions in the coming year
London,EN,UK -Commercial Motor, by Ashleigh Wight -10 July 2013: -- Vosa is aiming to issue more prohibitions in the coming year to help combat non-compliance within the road transport industry... In its annual report and accounts, published this week, Vosa said it would increase its use of targeted checks to reach a level where 12% more prohibitions came via this avenue than via random checks... Peoples also stated in the report that Vosa aims to conduct 65% of vehicle tests at non-Vosa sites by March 2014 (it currently stands at 55%). In the previous 12 months 132 ATFs opened, taking the total number to 317 at 31 March 2013...
