* Alaska / USA - Flint Hills ends talks with GVEA on North Slope trucking plan; says state entity should explore options

Fairkbanks,Alaska -Fairbanks Daily News/Newsminer, by Dermot Cole - 19 Nov 2012: -- I wrote a column last week saying that Flint Hills was still working with GVEA on plans to truck natural gas from the North Slope to Fairbanks... As of today, that is no longer the case... Flint Hills says it will not be building a plant for its needs alone, so it is moving to the sidelines... In terms of what happens next, it may be that a state-owned plant is an option...


 India - Drive to curb plying of overloaded trucks

Bokaro,Jharkhand,India -The Times of India, by Vijay Kumar -Nov 19, 2012: -- The transport department has launched a drive to keep a check on the overloaded trucks plying unabated on the roads of the district and causing huge revenue loss to the state exchequers... The move was initiated at the direction of DC, Bokaro, Sunil Kumarwho found that many trucks which are transporting minerals and other materials from the steel, power, coal and cement companies are plying overloaded... These trucks are not only violating the traffic rules but also damaging roads and causing inconvenience to the residents. A team headed by motor vehicle inspector, Tarun Kumar has caught 10 trucks and fined them while conducting a drive on the National Highway-32 between Jainamoad and Petarwar... District transport officer, Bokaro, Vijay Kumar Gupta said the drive will continue more strongly in other areas. The team will also conduct checking in Bermo area which comprises huge number of collieries of Central Coalfied Limited (CCL), power plants of DVC and other units. In these areas the coal and ash laden trucks are seen plying overloaded more compared to other areas, which will be curbed...


 * Ontario / Canada - Descartes acquires UK software company 

Waterloo,ONT,CAN -Fleet Owner -Nov. 19, 2012: -- Descartes Systems Group has expanded its European presence with the purchase of Exentra Transport Solutions Limited. Exentra is a UK-based software-as-a-service (SaaS) provider of driver compliance solutions in the European Union (EU)... The purchase gives Descartes a strong foothold inside the EU, where every vehicle over 3.5 tons is required to have a tachograph. The tachograph records a vehicle’s speed and distance, together with the driver's activity... Exentra’s cloud-based compliance management platform, Smartanalysis, helps customers leverage the data from a vehicle’s tachograph to comply with EU-wide legislation, Descartes said...


* UK - Private firms' parking fines "unenforceable" says campaigner

London,EN,UK -Commercial Motor, by Derren Hayes -19 November 2012: -- LGV drivers and operators should ignore parking fines issued by private companies, a parking ticket campaigner has claimed... Barrie Segal, who set up and runs the AppealNow website, said fines issued to LGV drivers for breaching parking restrictions on private land, such as motorway service areas (MSAs), were "unenforceable"... Last month, new regulations came into force outlawing cowboy clampers in England and Wales. Under the Protection of Freedoms Act 2012, the clamping and towing of vehicles has been banned on all private land unless a bylaw allowing it in specific circumstances has been made. It has been predicted that many firms will now rely on issuing tickets instead... However, a private company wishing to collect a parking fine would have to start a civil action against the individual, as there is no basis in criminal law for them to do so. The cost of a civil action is prohibitive relative to the typical parking ticket, which forms the basis for Segal's assertion that such fines are unenforceable...


* France - New French eco-tax on horizon

Paris,France -HGV UK -November 15, 2012: -- A new eco-tax comes into force in France next summer, which will have significant impact on HGVs passing through the country... This Environmental Truck Tax commences as trial on 20th June in the Alsace region and will apply from 20 July onwards to the rest of France... The Ecotaxe applies to vehicles over 3,5 tonnes, which represents between 200,000 and 250,000 non-French vehicles, and will be charged on approximately 15,000 kms of national roads, motorways and national roads... Prior to June, companies regularly transporting through and within France will need to undertake multiple steps to maintain efficient and profitable business operations, from ensuring their vehicles using Ecotaxe roads are equipped with a certified satellite based On Board Unit to considering renegotiating transportation contracts to pass the costs of the Ecotaxe on to their clients...
