* ACT - ATA slams attach on truck depreciation rules

Canberra,ACT,Australia -ATA Friday Facts -17 Aug 2012: -- The ATA has rejected the Business Tax Working Group’s proposal to remove the statutory effective life caps on trucks and trailers, as this would mean that trucking businesses would keep older trucks on the road for longer, ATA Chief Executive, Stuart St Clair, said this week... In its discussion paper released on Monday 13 August, the Business Tax Working Group proposed removing the statutory effective life caps for a range of assets, including trucks and trailers. Trucking businesses that do not self-assess the effective lives of their vehicles would be required to depreciate trucks and trailers over 15 years rather than 7½ years for trucks and 10 years for trailers... Stuart said the working group’s proposal would remove the incentive for businesses to upgrade their older trucks to safer and more environmentally friendly models...


* Queensland - Chain of responsibility needs more thought

Brisbane,QLD,Australia -ATA Friday Facts -17 Aug 2012: -- The chain of responsibility provisions in the draft national truck laws need more thought, the Queensland Parliamentary inquiry into the laws said this week.The Queensland Parliament’s Transport, Housing and Local Government Committee tabled its report into the Heavy Vehicle National Law Bill 2012 on Monday. The committee found that the imposition of automatic criminal liability and reversal of the onus of proof in the laws clearly conflicted with the long accepted principle that a person was presumed innocent of an offence until guilt was positively proved to the criminal standard...


* NSW - New paper compares Australian, USA crash rates  

Sydney,NSW,Australia -ATA Friday Facts -17 Aug 2012: -- A paper presented at last week's Australian College of Road Safety National Convention investigates the role in heavy vehicle safety management in the discrepancy in fatal truck crash rates between Australia and the USA... Compiled by a team from the University of New South Wales, the paper noted the United States had 1.33 fatal crashes per 100 million vehicle kilometers travelled in 2007, compared to 2.5 fatal crashes in Australia for the same period... The authors suggest the reason for this discrepancy may lie in the different regulatory systems. In the USA, companies with heavy vehicle operations must be licensed under federal regulations. They are also subject to an ongoing government-run safety analysis, which is made available to the public. Many insurance companies also provide incentives to businesses who implement safety programs... In comparison, Australian businesses are subject to the Chain of Responsibility, which does not monitor or publish safety outcomes. The only current Australian insurance incentive is offered by NTI to members of the TruckSafe industry accreditation program...
