DOT Secretary sent report to Congress detailing plan to spur system

Washington,DC,USA -The Journal of Commerce Online, by John D. Boyd -Apr 5, 2011: --  Using barges to carry loaded trailers or containers between markets in the U.S. "can be the most fuel-efficient, cost-effective way to haul goods from one place to another," Transportation Secretary Ray LaHood told an industry group...  Last year LaHood announced the formal launch of the Maritime Administration's program labeled "America's Marine Highway" ... This time, he said making greater use of waterways also fits in with President Obama's new goal of reducing oil imports by one-third...  That's because transportation accounts for 70 percent of U.S. oil use, he said, and shipping freight by water uses less fuel than hauling it by surface transport modes...  It also has a section listing problems the industry faces in overcoming shipper reluctance, and ideas for breaking down economic barriers to make it more competitive... 


* FRA Bans Electronic Devices on Trains. Permanent ban took effect March 28

Washington,DC,USA -The Journal of Commerce Online, by Thomas L. Gallagher -Apr 6, 2011: -- The Federal Railroad Administration's permanent ban on use of electronic devices, including cellphones. The ban prohibits the use of an electronic device -- whether personal or railroad supplied -- if it interferes with that employee's or another employee's performance of safety-related duties... In the event of a collision, derailment or fatality, the FRA has authority under the law to subpoena cellphone records from a cellphone provider. One of the first actions taken by National Transportation Safety Board investigators will be to pull the phone records of all crew members involved. NTSB investigators also pull the phone records of crew members on other trains in the area of the event, including the last train at that location, or any other person they think may even remotely shed light on the event being investigated... The United Transportation Union reports conductors and engineers are starting their shifts by showing other crew members that they have turned off their phones in an effort to be in compliance with the strict new regulation...
