Sacramento,CAL,USA -Breaking News 24/7 -October 11, 2009: -- California will test requiring that drivers convicted of drunken driving install devices that block vehicles from starting if alcohol is detected on the drivers’ breath... The bill is among those signed into law Sunday by Gov. Arnold Schwarzenegger... It requires installing an ignition interlock device on every vehicle owned or operated by a first-time DUI offender in four counties: Alameda, Los Angeles, Sacramento and Tulare. The law expires in 2016... Schwarzenegger also signed a bill that lets repeat drunken drivers apply for restricted licenses if they install ignition interlock devices on their vehicles... * USA - New drug testing rules in effect

Washington,DC,USA -Today's Trucking (CAN) -13 Oct 2009: -- The U.S. Department of Transportation (DOT) is asking carrier associations to keep in mind that mandatory observation of return-to-duty and follow-up drug testing is now in effect... Observed collections are required, rather than optional, for all return-to-duty and follow-up drug testing. Carriers are asked to be aware of the changes to the DOT regulations and to consider if these changes impact carriers' workplace policy and testing program, states the Alberta Motor Transport Association in a note to members... Drivers that do not comply with the new procedures, the outcome will have a "refusal to test" violation...
