FHWA to rescind funds with or without extension of SAFETEA-LU
Washington,DC,USA -The Journal of Commerce, by R.G. Edmonson -Sep 22, 2009: -- State highway officials warn that unless Congress acts, they will lose $8.7 billion in money allocated for projects ranging from interstate highway maintenance to safe routes for school buses on Oct. 1... The Federal Highway Administration announced that it will rescind funds that have been budgeted but not obligated for highway contracts on Sept. 30. The action will not be affected by congressional legislation to extend the highway law known as SAFETEA-LU. Tony Dorsey, spokesman for the American Association of State Highway and Transportation Officials, said preventing the loss will require separate legislation... Losing authority to spend the money means states will face “substantial, real program cuts, not merely a reduction of unused dollars on the books,” AASHTO told lawmakers on Monday... Last month Sen. Kit Bond, R-Mo., offered an amendment to remove the recision language from the highway law, but the amendment was ruled out of order. Lawmakers expected the issue to be revived this month...

In the face of insistence by leaders in the House of Representatives to extend soon-to-expire federal highway programs by only three months, some senators are beginning to move away from plans for an 18-month extension... And the highway programs could be tied to plans to extend the Federal Aviation Administration by three months as well. Both sets of transport programs are now set to expire Sept. 30, the end of the government’s current fiscal year...

The last multiyear package of federal transportation programs — often lumped together as the “highway bill” — expires on Sept. 30, and by mid-month, lawmakers had not agreed on a plan to move forward. How long might they extend the old programs until they can make time to restructure an array of long-term transport policies?... Though industry officials say they don’t expect Congress to let the current legislation expire without voting to extend spending for a while, the risk it could happen was on Allen Biehler’s mind... Biehler is Pennsylvania’s secretary of transportation and current president of the American Association of State Highway and Transportation Officials...
