EPA officials said the retrofit project is part of the Border 2012 program, a collaboration between the United States and Mexico to improve the environmental health of the estimated 12 million people living along the border. The binational program focuses on clean air, safe drinking water, reducing the risk of exposure to hazardous waste, and ensuring emergency preparedness in the region... (Photo by Aaron J.
