Business soared * USA - Big merger set stage for big plans

Before Virginia International Terminals, there were three competing marine terminals

3 PRIMARY PORT OPERATIONAL STRUCTURES IN THE U.S.

* A number of U.S. ports, including those in New York, New Jersey and Los Angeles, operate under public-private partnerships, where public port authorities act essentially as landlords, collecting money on leases paid by other companies to operate there. Public port authorities own the land and provide security and maintenance to the sites, while the private companies are responsible for everything from the ground up: operations, cargo, equipment and employment.

* In Virginia, the port authority uses a separate operating subsidiary, Virginia International Terminals, to operate its Newport News, Norfolk and Portsmouth terminals because under current state law, Virginia cannot legally employ the unionized workers that comprise a significant percentage of waterfront employment.

* Other U.S. ports, including those in Savannah, Ga., and Houston, are owned and operated solely by a government agency. That means those government-run authorities own the property, infrastructure and equipment and also are responsible for all operations and employment...
