Port authorities opened a truck retail center Friday in the heart of America's busiest seaport, offering new, low-emission big rigs at discounts of up to 80 percent

The center, a series of bungalows and loan offices on Pier S, acts as a "one-stop-shop" for port officials trying to spur the rapid turnover of some 17,000 soot-spewing diesel rigs now serving the harbor... Sweetening the deal : For example, under a plan offered by Long Beach, drivers who own their own trucks are eligible for grants equaling up to 80 percent of the purchase cost of a new rig - which ranges from $95,000 to $200,000... In return, drivers must agree to scrap their old rigs and work in the harbor area for up to seven years, among other stipulations... A different approach is being taken in Los Angeles, where lucrative incentives are being offered to trucking companies that agree to use 2007-compliant fleets and hire employee drivers... The L.A. program is supported primarily by drivers who want to be employees, while the Long Beach loan plan is favored by drivers who prefer working as contract drivers and getting paid by the load...
