TRANSPORT POLICY * UK - Cabotage proposals criticised

The FTA claims proposals to give transport firms greater freedom to move goods around EU states could lead to a "serious loss of business for UK hauliers"

London,UK -Transport Road, by Roger Brown -23 April 2008: -- ... James Hookham, FTA policy director, has criticised the plans - agreed by EU transport ministers earlier this month - that from 2014, trucks taking cargo from one EU member state to another should be able to make three extra trips within that country to pick up and deliver local goods there... Under the proposals, foreign hauliers would be able to sign contracts for regular work with UK companies, rather than doing ad-hoc jobs, which is what they are presently only allowed to do. However, as is the case under current cabotage rules, trucks would not be permitted to pick up cargo and take it back to their country of origin. The EU believes the plans will increase economic competitiveness and contribute to environmental targets by cutting empty running...


* Study: EU road haulage to grow from now until 2030

London,UK -Road Transport -24 April 2008: -- Road haulage within the European Union (EU) is set for constant expansion until 2030, according to a detailed report written for the European Commission. It predicts that 2005's EU freight transport total haulage of 2,464 gpkm (one billion tonnes carried over one kilometre) will rise to 2,770 by 2010 3,061 by 2015 3,321 by 2020 3,546 by 2025 and 3,717 by 2030. Road haulage will command the lion's share of this business, growing from 72.6% in 2005 to 75.4% by 2030... The study - carried out by the National Technical University of Athens, Greece - also predicts there will be growth for the freight volumes carried by rail and inland waterways, reversing a recent contraction in rail freight...


* VOSA given tougher targets

London,UK -Motor Transport/Road Transport, by Laura Hailstone -23 April 2008: -- Transport minister Jim Fitzpatrick has set VOSA a target of achieving a 15% increase in the number of dangerous vehicles and drivers taken off the road during the financial year 2008-09 compared with 2007-08. The target is outlined in VOSA's 2008/09 Business Plan, published last week, and follows in the wake of the £24.3m awarded to the agency earlier this month in a three-year package to clampdown on unsafe foreign lorries (MT 10 April)... As part of the O-licensing reform programme, VOSA will implement a simplified structure of licensing and testing fees by April 2009, subject to parliamentary approval of necessary legislation...
