MEXICANS' TRUCKS * USA - DOT's IG cites areas for improvement in Mexico truck security plan
Washington,DC,USA -The Trucker -22 Aug 2007: -- The Inspector General of the Department of Transportation said in a audit released this week that data from current reviews “point to continued improvement in the Federal Motor Carrier Safety Administration’s border safety program since reporting began in 1998,” but said that despite the improvements, some additional work is needed in four areas... Section 350 of the North American Free Trade Agreement (NAFTA) requires annual review of the safety program by the IG’s office... The areas that fall outside Section 350 include:
• Fully implementing FMCSA’s policy on ensuring Mexican carrier compliance with federal motor vehicles manufacturing safety standards.
• Continuing to focus on Mexican carrier drug and alcohol testing issues.
The IG noted a concern about drug and alcohol testing, especially in the area of valid specimens... “Mexico has no certified testing laboratories and any samples collected in Mexico must be sent to certified laboratories in the United States,” the IG said. “Although FMCSA has taken the actions noted in our prior report, it is not clear whether the controls in place ensure that valid specimens are being collected in Mexico before being sent to a certified laboratory”...
