USDOT now requiring truck drivers w/ low English proficiency to be placed out-of-service
USA - Automotive Digest - 9 Aug 2007: -- US DOT requires commercial drivers to understand, read, communicate in English since 1970. Must be able to read English, converse w/ public, understand highways signs, signals. Also respond to official inquires, make entries on reports, records... Not enforced on Mexican truckers in 20-mile commercial zone beyond southern border... FMCSA outlines how to deal w/ problem when encountered...
