Environmental goals, expansion are costly, but who will pay?
Long Beach,CAL,USA -The Long Beach Press-Telegram, by Kristopher Hanson -5 Mar 2007: -- Between new air-quality regulations, increasing fuel costs, a looming change in the port trucking industry and proposals for container fees, the cost of doing business in the port is going up... But the questions of who pays and how much are still unclear... During last week's Faster Freight-Cleaner Air Conference, industry leaders, environmental entrepreneurs, lawmakers and regulators descended on Long Beach for three days of discussions on the best practices for future clean growth... The ports are considering subsidies for carriers that agree to burn cleaner fuels in port, and in January a new state law requires ships to switch to low-sulfur fuels within 24 nautical miles of California's coast... In many respects, the motor carrier industry serving the port complex faces the biggest changes under the clean air plan... The goal is to replace most of the 14,000 diesel trucks being used to move containers and cargo daily with low-emission vehicles, but exactly how that will be accomplished remains unclear...
