SEOUL,S.Korea -The International Herald Tribune, by Choe Sang-Hun -Sept 27, 2006: -- The next presidential election is 15 months away, but one of South Korea's hottest campaign debates is raging: Should the country create a 500-kilometer, or 310-mile, waterway linking the capital of Seoul to Busan, the country's No.2 city?... Such a waterway, costing by some estimates between $16 billion and $22 billion, would provide cheap transport for South Korean companies struggling with high logistics costs, and would bring jobs and tourists to sleepy landlocked towns along its route through this mountainous country, its supporters say...
