HIGHWAY TOLL INCREASE * Russia

* Moscow - Russian highway toll increase lower than expected

--- The government's decision will make it easier for trucking to maintain its dominance in the market of domestic Russian shipping... The Russian government has backed off plans to double tolls for federal road use as part of the Platon electronic toll collection system thanks to strikes and protests by truckers, but tolls will still increase 25 percent to 1.9 rubles ($0.033) per kilometer (0.6 miles) starting April 15... The lower level of increase makes it less likely that shippers will move volumes to Russian rail operators as some shippers and transportation analysts predicted... Russia’s busiest domestic route, between St. Petersburg and Moscow, illustrates the cost advantages of trucking. It costs 42,000 rubles ($745) to move a container between those destinations, compared with 49,000 rubles by rail...

ROAD TOLLS in * UKRAINE: For freight trucks

* Ukraine - Should introduce tolls for freight trucks on roads of national importance

--- Newly appointed Acting Head of the controversial state motorway agency Ukravtodor, Slawomir Nowak, has called for the introduction of a payment system for freight trucks on the roads of national importance... "There is a sacred rule in Europe: 'Those who drive [on roads] – pay.' And the ones who inflict the most damage also pay. And who damages the roads most? It's the heavy vehicles used to make money on freight transportation. No transport minister has ever or will ever be able to build, as some magician or sorcerer, a road which is not being destroyed under the weight of trucks," Novak said in an interview with Espresso.tv... He also added that it was necessary to introduce a system of weight control for road safety... "A truck cannot be overloaded by threefold, because there is no technology of road construction that would allow roads to survive trucks weighing 120-150 tonnes. Because it will once again be a deliberate waste of citizens' money," Nowak said...

TOLLS * USA - Maryland braces for toll increases

Highway users are bracing for what could amount to substantial toll increases in Maryland


Annapolis,MAR,USA -Land Line Magazine, by David Tanner -May 16, 2011: ... The numbers aren’t final yet, but no matter what the increases turn out to be, truckers operating on already thin profit margins are not in favor of another squeeze... The Maryland Transportation Authority’s board of directors is scheduled to meet June 2 in Baltimore to develop a formal proposal to increase tolls. Recent committee meetings show the direction they could be headed... Early projections are that the current $15 toll on the Bay Bridge, also called the William Preston Lane Jr. Memorial Bridge on U.S. 50/301, could double to $30 for a five-axle truck... TOLLS * USA - Public-private toll project nears bidding

Atlanta,GA,USA -The Atlanta Journal-Constitution, by Ariel Hart -May 9, 2011: -- For the 90,000 drivers in I-75’s morning rush toward Atlanta each day, the hope of finding a lane that won’t be clogged may be just a few years away... After years of false starts, the state Department of Transportation says it will soon open bidding on the largest transportation contract in state history — a $1 billion project to add 29 miles of reversible lanes alongside I-75 and I-575 in Cobb and Cherokee counties... It is the state’s maiden attempt to build public roads with private investment... But it will come at a cost... Drivers using these lanes will pay in tolls, and all Georgia drivers will pay in tax dollars. Some of the costs may remain secret, at least from the public, until after the final contract is signed... Tolls Add * China - Heavy Burden to Trucking Goods and Drivers

What is the most lucrative industry in China?  ...

Beijing,China -China Daily, by Jiang -12 May 2011:  ,,,   The answer lies in selling neither securities nor real estate but in building highways...     Payments of highway and bridge tolls make up as much as a third of the total transport costs incurred by trucking and other types of hauling companies at a time when toll collectors are raking in large profits, according to a report by China Central Television (CCTV)...   The report recounted the experience of a truck driver, Wu Zhongyao, who said he spent 8,978 yuan ($1,382) on tolls in April while making a 2,800-km trip from South China's Guangdong province to Northeast China's Liaoning province. That money made up a third of his total freight expenses, which came to about 27,500 yuan. Wu said he made a thin profit - about 7,000 yuan - on the trip, which lasted for three days and two nights. And he'll be lucky if he gets to keep most of that...   After he makes payments on truck insurance and bank debt and pays overload fines, his earnings often fall to 2,000 to 3,000 yuan a month...    At the end of 2010, a farmer, Shi Jianfeng, in Central China's Henan province received a life sentence for not paying 3.68 million in highway tolls over the course of eight months. The case prompted an outcry online; many people came to Shi's defense, saying the toll cost was exorbitant and far exceeded Shi's annual income...  Transport authorities in China have taken steps to reduce toll fees. Feng Zhenglin, vice-minister of transport, said during a telephone conference at the end of April that the ministry will study the debts, revenues, and charging practices of toll collectors and will reform or shut down collectors that fail to obey the rules they are subject to...  According to statistics from the Ministry of Transport, tolls have ceased since the end of 2010 to be charged along more than 90,000 kilometers of second-class highways financed by government loans. ROAD TOLL * Germany - Maut on national highways in 2011

Berlin,Germany -Truck Europe/Trans Aktuell, by Michel Buckinx -13 Oct 2010: -- Next year, heavy trucks are also going to have to pay the German road toll (Maut) on 4-lane national highways within the country, a network of some 2,000 km. this has been announced by German Communications Minister Peter Ramsauer. The network actually extends to 3,800 km but the Maut will only be charged for stretches of at least five kilometres... Sarja,Sharjah/UAE -The Gulf News/Trade Arabia -7 Apr 2010: -- Sharjah has announced plans to introduce road tolls for trucks starting from next month, according to a report quoting government officials... The infrastructure works for the toll project have been completed, but construction work is still on at the designated locations of the toll gates, said, Shaikh Khalid Bin Saqr Bin Hamad Al Qasimi, chairman of the Public Works Department...

TOLLS * USA - West Virginia eyes 60 percent toll increase for trucks

W.VA,USA -Land Line Magazine -April 15, 2009: -- As part of a plan unveiled by the West Virginia Parkways Authority, tolls on the state turnpike would increase by 60 percent for five-axle commercial vehicles... The current base toll for commercial trucks is $4.25, which would increase to $6.75 as part of the turnpike plan announced Friday, April 10... Tolls for passenger vehicles would also increase by 60 percent to $2 from a base toll of $1.25 under the preferred option offered by the parkways authority. Parkways officials and the firm of Wilbur Smith Associates offered 11 scenarios for officials to consider, ranging from no increase to an 80 percent increase for all vehicles... A recent study conducted in Ohio showed commercial vehicles left the state turnpike following a toll increase. Traffic returned when the toll increase was rescinded... OOIDA Director of Legislative Affairs Mike Joyce said there aren’t many alternatives around the West Virginia Turnpike, but truckers are good at finding the routes that best suit their operations...

ROAD TOLLS * Russia - May toll federal highways

Political leaders in Russia plan to solve the country’s highway funding problems by tolling most or all federal highways

Moscow,Russia -The Moscow Times/Land Line Magazine (USA) -March 17, 2009: -- ... Deputy Prime Minister Sergei Ivanov told a transportation panel on Friday, March 13, that tolling federal roadways, both existing and new capacity, would be consistent with government policy, The Moscow Times reported... Ivanov is urging the use of public-private partnerships to bring in needed revenue... Opposed to the plan is government deputy Sergei Shishkarev who chairs the Transportation Committee... Shishkarev does not believe such public-private partnerships are allowed under Russian law because of the issue of right of way... Earlier this year, Russian government leaders introduced and then withdrew legislation that would have created a company to oversee the development of toll roads... Russian law currently requires alternative toll-free routes running in the same direction in the proximity of a toll road...
