TRUCKS LIMITS ON HIGHWAYS SPEEDS * USA

* Georgia - Truckers oppose new speed controls

-- The trucking industry voiced opposition Thursday to tougher limits on its highway speeds... The tougher restrictions come from House Bill that Rep. Ron Stephens introduced in response to a crash last year on Interstate 16... Stephens and the industry representatives testified during a hearing before the House Motor Vehicle Committee considering a proposal to make truckers in 100,000-pound, commercial vehicles subject to the $200 Super Speeder penalties that are on top of local fines when caught going 10 mph over the speed limit on Interstate highways... Objecting was Dan Matthews, who has driven trucks since the 1970s and is a safety trainer for YRC Freight, recommended a 15 mph trigger rather than 10 mph. He said getting two speeding tickets at 15 mph over the limit in a three-year period already means an automatic 60-day suspension from operating as a commercial driver in interstate commerce. The trigger in the current law is 20 mph, where it would remain for cars and non-commercial buses, vans and smaller trucks... The committee also heard from five lobbyists for hospitals around the state supporting the bill because the added fines would go to help support their trauma centers...

STUDY * Ireland - Speeding trucks on the rise

Dublin,Ireland -The Irish Times -February 10, 2010: -- Two-thirds of articulated trucks on Irish roads are speeding and there has been a general fall in compliance with speed limits across all vehicle types, according to new research from the Road Safety Authority (RSA)... The 2008 Free Speeds Study found the proportion of articulated lorries, trucks and buses breaking the vehicle specific 80km/h limit has increased on all road types; motorways, dual carriageways, and national primary and secondary roads... Less than a third of these vehicles obeyed dual carriageway speed limits... On roads with a 50km/h limit, 68 per cent of articulated trucks were observed breaking the speed limit with 37 per cent travelling between 60km/h and 80km/h on these routes... Solutions * Australia - To slow speeding trucks

‘Chain of Responsibility’ laws to target the cause of heavy vehicle speeding have been approved unanimously by the Australian Transport Council

Sydney,NSW,Australia -Transport and Logistics News -22 Jan 2008: -- National Transport Commission (NTC) chief executive Nick Dimopoulos said the focus of the new laws is on the underlying cause of heavy vehicle speeding. Off-road parties in the logistics chain must take “reasonable steps” to ensure their delivery schedules and deadlines do not put pressure on drivers to break road laws... Existing industry best practices – such as setting sensible deadlines, checking records and promoting company policies on speed control – are effective at managing heavy vehicle speed. Studies also show that speed control policies can reduce fuel use by 8 percent and equipment wear and tear by 10 percent... Mr Dimopoulos encouraged all parties in the logistics chain to discuss the impact of Chain of Responsibility laws on their business and identify what steps they can take to manage compliance risks... Penalties include court-imposed corporate fines of up to $50,000, plus three times the estimated commercial benefit gained by breaking the law. Road agencies can also ask the court to impose bans and prohibition orders (such as the fitment of vehicle tracking technology)... The importance of sharing responsibility for speed compliance was identified by a Summit to Combat Speeding Heavy Trucks (jointly hosted by the Australian Trucking Association and the NTC). Speed is reported as a factor in 29% of heavy vehicle fatalities...

If the program goes well, Garcia said state officials hope to gradually introduce the variable speed limit statewide... (Photo from mostlyanecdotal.org: Road to Evanston Wyoming)
