* ACT - New Chemical Code of Practice for trucking businesses

Canberra, ACT,Australia -ATA Friday Facts -26 July 2013: -- Attorney-General, Mark Dreyfus, QC, yesterday launched a voluntary code of practice to prevent the loss or theft of chemicals for terrorist use through the chemical supply chain... The code focuses on 11 of the highest risk chemicals that can be used to make explosives... “Businesses who handle chemicals can also provide critical information to assist in preventing terrorist attacks,” Mr Dreyfus said, “We all want to make sure that Australia remains a safe and resilient country. Good security is good for business” ... Operators are encouraged to report suspicious behaviour to the National Security Hotline on 1800 123 400...

* Australia - TO PREVENT TERRORISM: NEW CHEMICAL SECURITY CAMPAIGN LAUNCHED

* Australia - New Chemical Security Campaign Launched

Canberra,ACTA,Australia -ATA Friday Facts -24 May 2013: -- Attorney-General, Mark Dreyfus, has launched a new campaign to prevent terrorists from accessing chemicals that can be used to manufacture explosives... The campaign calls upon the chemical supply chain, including businesses that transport or store chemicals, to be vigilant and to report suspicious activity to the National Security Hotline... Mr. Dreyfus said the new chemical security website had a list of 96 chemicals of security concern, which have the potential to create explosive devices. “The challenge for government is that when used properly, these chemicals are widely used for a variety of legitimate business and household applications such cleaning or fertilising the lawn but in the wrong hands, these chemicals can be lethal:” 
-- “Drain cleaner and rust remover - some of these products contain nitric or sulphuric acid" .. 
-- “Model engine fuel – many model engines run on nitromethane, a chemical with explosive properties greater than TNT" ...  
-- “Pool sanitiser" – this product contains hydrogen peroxide, which is the necessary chemical to make an explosive known as TATP (tri-acetone tri-peroxide). It is called ‘Mother of Satan’ by terrorists because it is so dangerous to handle. This was the explosive used to attack the transport network in London" ...  
The ATA and other industry bodies are working with governments to develop a national code of practice to prevent the loss or theft of chemicals through the chemical supply chain...

Hyper border security * USA / Canada - Could hinder economic recovery

Challenges mounting for shippers as security requirements, some redundant, raises costs

Buffalo,N.Y.,USA -Today's Trucking (CAN) -14 Jan 2010: -- As the U.S. government continues to put security ahead of commerce, getting goods across the U.S.-Canadian border will remain difficult and will probably get more expensive, according to a panel of business experts at a logistics conference in Buffalo, N.Y. this week... As truck capacity starts to tighten again, the trucks that remain, the panelists agreed, will have to be driven, owned and hired by people who pay attention to detail and allow the time and money necessary to comply with all regulations -- however maddening that might be... Another hurdle to cross-border commerce remains the continuing, and often conflicting, efforts of the U. S. and Canadian governments to beef up security... The two sides apparently fail to agree even on what to call their efforts, much less on how they should be carried out, leading some shippers to tear out their hair...


* Trade Groups Press For Export Controls Change. Coalition confident in president’s desire for export control reform

Washington,DC,USA -The Journal of Commerce Online, by R.G. Edmonson -Jan 13, 2010: -- Leaders of a coalition for export control reform are confident that recommendations they made to the White House may result in a system that protects national security without impeding exports of U.S. goods... The Coalition for Security and Competitiveness, composed of 17 manufacturing and trade groups, on Jan. 12 presented a list of recommendations to the White House for changes in an export control system that has changed little since it was established in the 1950s... What industry wants are clear lines to tell what goods are controlled by what department and that agencies use a transparent process to determine what should be on the list... The group said that many of their recommendations may be done by the administration without legislation...

"First Observer" program * USA - Truckers learn to watch out for terrorists

A local truck driving school became the first on the West Coast to be trained for a new federal anti-terrorism program

Vallejo,CAL,USA -The Times Herald, by Rachel Raskin-Zrihen -10 Sept 2009: ... Robert Hertan, an instructor from Maryland-based Total Security Services International, Inc., led the three-hour class at Vallejo's Falcon Truck School recently. He said the federal Transportation Security Administration hired his firm to train transportation professionals for the "First Observer" program... "This is a Department of Homeland Security program, funded by FEMA and administered by the TSA," Hertan said... The heart of the training is to use truckers to keep an eye out for -- and report -- suspicious behavior that could be part of a terrorist operation or some other attack like that on the state capitol eight years ago... By example: Certain graffiti can be a terrorist message, the men were told. People hanging around where they don't seem to belong, a gas tanker parked on the Bay Bridge or downtown -- anything a trucker might recognize as unusual or out of place, should prompt a call, the truckers learned...

TWIC On * USA - Port security program to roll out over next mont

The long-awaited TWIC card in the U.S. is finally a reality -- sort of

Washington,DC,USA -Truckstop Canada News -9 Oct 2007: -- The Department of Homeland Security published its final rule for the Transportation Worker Identification Credential (TWIC) this week... Enrollment for the program -- which mandates new biometric security credentials for workers accessing the nation's container ports -- is set to officially begin this month at select facilities. DHS says it expects to enroll about 770,000 people... The rest of the ports will come under the program by the end of November... Enforcement, however, is not expected to take affect for some time.
