TAX REDUCTION * Australia: Road user charge reduction

* ACT - Trucking gains fuel tax rate reduction

--- The Coalition has loosened another pre-election shot across the Opposition’s trucking bows with a road user charge reduction ahead of the federal Budget... Following its abolition of the Road Safety Remuneration Tribunal (RSRT), Infrastructure and Transport Minister, Darren Chester, has pared the truck fuel tax rate from 26.14 to 25.9 cents per litre from July 1... In welcoming a move it had called for, the Australian Trucking Association (ATA) calculates it will save a typical owner-driver about $200 in 2016-17, and a typical small fleet operator about $1,100... The road user charge is imposed as a reduction in the fuel tax credits that trucking businesses can claim through the BAS process, the ATA notes... As a result of the decision, the fuel tax credit rate for eligible heavy vehicles will increase from 13.36 cents per litre to 13.6 cents per litre from July 1...

No fuel tax * Taiwan - On buses and trucks for six months

No fuel tax will be levied on tourist buses and trucks, including container-cars, for a half year

Taipei,Taiwan -The China Post -July 1, 2008: -- ... Starting today, the Ministry of Transportation and Communications said yesterday... Chen Chin-yuan, MOTC highway department director-general, said the collection of fuel tax will be suspended for six months until the end of this year to ease the burden of bus and truck operators following a surge in oil prices... The surge in oil prices, which set an all-time high at US$142 a barrel last Friday, made three transport guilds demand that they be exempted from fuel tax... But the MOTC granted a six-month suspension, which is expected to reduce the tax revenue by at least NT$1.5 billion... Each operator will save an average of NT$12,500. There are 100,000 trucks, 10,000 tourist buses, and 10,000 container-cars that will be exempt from fuel tax from July 1 to December 31... The three guilds are also demanding fuel subsidies and exemption from license tax and freeway tolls...

* West Virginia Legislature OKs fuel tax freeze

WVA,USA -Land Line Magazine -June 25, 2008 : -- Truckers and other drivers who fuel up in West Virginia will be spared from a scheduled fuel tax increase. Lawmakers in other states have authorized, or are seeking, similar fuel cost saving rules... At the encouragement of Gov. Joe Manchin, House and Senate lawmakers voted during a special session Wednesday, June 25, to stop an increase in the state’s 32.2-cent-per-gallon fuel tax rate scheduled for Jan. 1, 2009... The temporary freeze is expected to save consumers 6 cents per gallon come the first of the year...


* North Carolina bill would trim fuel tax

WVA,USA -Land Line Magazine -June 25, 2008: -- If a North Carolina state lawmaker gets his way, motorists and truck drivers would get some relief at the fuel pump... Rep. Cary Allred, R-Burlington, has introduced a bill that would eliminate a portion of North Carolina’s 29.9-cent-per-gallon tax on fuel purchases. The tax is composed of a 17.5-cent flat rate and a 12.4-cent wholesale component... Allred said he is pushing to eliminate the wholesale portion because North Carolina’s fuel tax is higher than neighboring states... Governors in Georgia and Connecticut recently adopted their own fuel relief efforts...

Group Call * Canada - Teamsters Seek Fuel Rebates

Teamsters Canada issued an appeal Thursday for a national fuel rebate program to avoid trucking company bankruptcies because of record fuel prices

Laval, Quebec,CAN -UPI/The Post Chronicle -Jun 12, 2008: -- The group said in a statement the price of fuel has surpassed the $5.65 per gallon mark in several regions of the country and "imposes a perilous cost on trucking companies, brokers and owner-operators... In my 40 years in this business, I have never witnessed such a critical situation. It is only a matter of weeks before companies will begin to disappear," said Teamsters spokesman Robert McAulay... The group called on the Canadian government to use budget surpluses it has accumulated in recent years to assist the trucking industry with rebates. It noted the provincial government of Quebec already has a working fuel rebate program, and said that was proof a federal program would be viable... Robert Bouvier, president of Teamsters Canada, concluded the call with a warning to the federal government. "One thing is sure: current gas and fuel prices will have dire consequences for the health of Canada's economy," Bouvier said...

* South Korea - Gov’t to Spend 10 Trillion Won to Counter Record Oil Prices

Drivers of buses, trucks or coastal cargo ships, farmers, fishermen and owners of cargo trucks of 1 ton or smaller will be also subject to government subsidies amounting to half of the recent oil price increase

Seoul,South Korea -The Dong-A llbo -June 9, 2008: -- To help struggling petrol users amidst continuing oil price hikes, the government decided to provide a one-year package of tax rebates and subsidies to 13.8 million workers and self-employed businessmen starting next month. The amount of direct cash compensation is expected to be limited to 240,000 won per head, or 3.14 trillion won in total... The relief is part of the comprehensive measures to overcome high oil prices, drafted by the high-level conference between the government and the ruling Grand National Party held on Sunday morning at the prime minister’s residence... The tax rebates, first of their kind in the nation, apply indiscriminately even to the class without income...


* South Korea - Truck Drivers Critical of Oil Subsidy Offer

Seoul,S. Korea -The Korea Times, by Kim Tae-jong -8 June 2008: -- Tuck drivers and bus operators Sunday denounced the government's new countermeasure to help them cope with the soaring diesel fuel prices as an "unpractical temporary remedy." ... The criticism came as the government announced it will implement a tax rebate system from July 1 as a measure to help truck drivers and bus operators survive the diesel price hike...


* Chile - Govt. reaches compromise deal with trucking industry: 80 percent return on truckers' fuel taxes

Valparaiso,Chile -The Valparaiso Times, by Elaine Ramirez -8 June 2008: -- The Confederation of Truck Drivers' (CDNC) nationwide strike came to an end early Friday morning after the government negotiated a fuel tax compromise with Chile's trucking union... On the third day of the strike that put 6,000 trucks off the highways, Transportation Minister René Cortázar led round-table negotiations Thursday evening with seven trucking union directors, including CNDC President Juan Araya, to reach an agreement on fuel tax relief. To strike a deal, the government agreed to kick back 80 percent of the fuel taxes now paid by truckers. Initially, the government proposed a 25 percent reimbursement, then a 50 percent reimbursement... After several tense hours and at least four different offers, Cortázar raised his offer to an 80 percent return on truckers' fuel taxes. Near 2 a.m. Friday morning, Araya finally compromised and called off the strike...
