CARGO THEFT WORLDWIDE * Brazil topped the list

* Arizona - Increasing cargo theft risk recorded in Rio de Janeiro, Brazil

--- Brazil topped the list of countries suffering from heightened cargo theft risks, according to the latest Global Supply Chain Security and Business Continuity Risk Index report from BSI Supply Chain Services and Solutions, closely followed by Venezuela and Germany... The report showed that cargo theft continued to have a significant impact on trade globally, but highlighted that several countries were particularly affected... In Brazil, Rio de Janeiro saw its highest rate of cargo theft in the last 23 years in 2015, with 7,225 incidents taking place – a 23% increase. Likely reasons for this include the severe impact of Brazil's overall economic crisis in Rio, and the increased law enforcement efforts in Sao Paulo, traditionally the leading area for theft in Brazil, driving a shift in more organized criminal activity to Rio. With established and well organized 'fencing' networks in place, thieves have been able to target a range of product types, covering everything from food and beverages to cigarettes, electronics, pharmaceuticals... This increase in theft forced companies to either relocate or adopt additional costly security measures, with figures showing cargo transportation companies in Rio de Janeiro devoting an average of 15-20% of their budget to security measures... Worryingly, the rate of increase in theft is continuing into 2016 due to new gang activity in the Rio area and the movement of some gangs from Sao Paulo. Initial estimates suggest that theft increased by another 11% in the first quarter of 2016... Similarly, in Venezuela, the worsening political and economic situation has continued to impact the availability of food and basic necessities. This in turn has led to an increase in looting and cargo truck hijackings of typically low-valued goods like rice, water, flour and liquor. In Aragua State for example, the rate of cargo theft has increased by 500%. The data shows thieves are using violence and tactics that are more frequently reserved for high-value shipments rather than loads of food, further impacting the scarcity of goods as cargo truck drivers refuse to transport them... Daring vehicle shipment thefts have become increasingly commonplace in Germany. The figures show increases in both slash-and-grab and full-load thefts, with particular routes around the main cities and near borders being the most severely affected. Earlier this year, authorities disrupted a group suspected of stealing more than 100 cargo trucks across Germany since 2013. Separately, a group based in Lodz, Poland was apprehended and accused of stealing at least 60 fully-loaded cargo trucks in Berlin, Brandenburg, and Saxony over nearly two years. The statistics show that Saxony-Anhalt saw more than twice as many slash-and-grab incidents in first half 2016 compared to first half 2015... Across 2015 BSI recorded 319 supply chain terrorism attacks. The figures showed that the proportion of supply chain attacks compared to all terrorism attacks increased 16 percent, and attacks were recorded in a record 33 countries, 38% more than the previous year... The report found that terrorists targeted a wider range of industries than ever before. Attacks on agriculture and food and beverage targets more than tripled since 2013, and attacks on industrial and manufacturing materials, metals, and pharmaceutical cargo more than doubled...

CARGO THEFT * USA: Fall year-over-year, values rise

* Florida - FreightWatch, CargoNet issue Labor Day cargo theft warnings

--- Cargo theft reporting firms CargoNet and FreightWatch International have each issued warnings in advance of Labor Day weekend... Both firms say cargo theft activity increases during holiday weekends such as Labor Day, and the same is expected for this year. FreightWatch says between 2012 and 2015, cargo thefts occurring during Labor Day weekend have had an average value of $159,654, including five separate incidents targeting electronics. CargoNet’s numbers indicate an average value of $243,908 during the same time period... According to FreightWatch, 89 percent of cargo thefts that took place on Labor Day weekend in 2015 happened in California, Texas, Florida and Georgia. CargoNet lists the same four states and adds New Jersey as the most-targeted states during recent Labor Day weekends...

RECORDED CARGO CRIMES * EMEA region: Europe, Middle East and Africa: Q2 UP 92,9 %

* England - Rising cargo crime figures ‘a great cause for concern’


--- Recorded cargo crimes in the Europe, Middle East and Africa (EMEA) region continue to show an alarming rate of growth, with the 598 new freight losses recorded in the second quarter (Q2) of 2016 representing a 92.9% increase year-on-year, according to the Transported Asset Protection Association’s (TAPA) Incident Information Service (IIS) database... Of the new incidents reported to TAPA’s IIS for the three months ended 30 June 2016, 43.1% provided a loss value, producing a combined value for products stolen in these crimes of €19.3 million – a more than threefold increase on the €5.3 million for the same period in 2015... Overall, the TAPA Incident Information Services database received information on losses in 18 separate product categories...
 Seven of these averaged at least one theft a week or more in Q2 2016: 
 • Furniture/Household Appliances with 42 incidents or 7% of the Q2 total 
 • Clothing & Footwear - 34 or 5.7% 
 • Cosmetics & Hygiene – 32 or 5.4% 
 • Tools/Building Materials – 23 or 3.9% 
 • Tobacco – 22 or 3.7% 
 • Car Parts – 18 or 3% 
 • Tyres – 14 or 2.3% 
TAPA also recorded losses of Metal, Pharmaceuticals, Computers/Laptops, Toys/Games, Phones, Sports Equipment, Cash, Bicycles, Agricultural Materials, and Jewellery/Precious Metals...

CARGO THEFT * USA: Up 7% from 2014

* DC - Theft of cargo is constant worry for trucking


--- This Days before Fourth of July celebrations, trailers loaded with SweetWater Brewing Co.’s 24-pack bottles of beer were stolen from its brewery; its Summer Variety Packs due for pick up in early morning... The Atlanta-based company said the majority of its two trailers of beer stolen June 21 was found June 29 with help from Georgia authorities. That was the good news... The bad news, the company said: “Unfortunately, the return of the stolen brews does not mean the product is able to be sold or consumed — every bottle will be destroyed.” ... Incidents of cargo theft occur all too often across the nation and are a constant worry for trucking... CargoNet, a theft prevention and recovery network, reported 906 thefts last year valued at $100.5 million. It said food and beverage thefts led the way, accounting for 29%, followed by electronics at 13% and household goods at 12%... That’s up 7% from 2014, when 844 thefts valued at about $90 million were reported...

* Arkansas - Protecting cargo never ends for truckers

--- No amount of vigilance will ever eliminate theft from the trucking industry... More than $138 million in cargo was stolen from truckers in 2015, according to a report from FreightWatch International of Austin, Texas. Protecting freight is a daily worry for transportation executives whose trucks are crisscrossing the nation daily with trailers full of goods... Technology has helped truckers. Thanks to better in-cab communication systems, drivers can stay in constant contact with headquarters or law enforcement on the road, and tracking devices can register where trailers are... But if the transportation industry has grown sophisticated, so has the thieving industry... Tony Longinotti of PAM Transport Services of Tontitown said thieves will show up at a pickup point with counterfeit paperwork and then drive off with an entire trailer. More common are thieves who root through an unlocked or unguarded trailer for merchandise while it’s parked at a warehouse or a rest stop or fueling station...
Of the 2015 cargo thefts, FreightWatch said nearly half happened in California, Florida and Texas. Georgia and New Jersey are also popular states for cargo thefts...

Minnesota - Parking a truck is a pain tin the butt. 


-- Long-haul truckers they struggle because there simply aren’t enough parking spots... There aren’t enough parking spaces -or enough spaces in the right places- to accommodate the growing number of trucks hauling stuff around the country. According to the Department of Transportation, which made an exhaustive survey of on this ultra-specific subject, 75 percent of drivers said they regularly have trouble finding a safe place to park when it’s time to bed down. In desperation, some park on the shoulder, a ramp, or an abandoned gas station. Others keep rolling, burning fuel and time as they continue the search. This is troubling... One way of doing that is making it easier to find a place to sleep, something University of Minnesota computer scientists are doing with cameras and image processing software. The system monitors parking lots and provide a real-time tally of spaces... Ultimately, they’d like to install it throughout Minnesota and seven other midwestern states... Cameras are the centerpiece of the system, hanging like street lamps alongside parking lots and rest stops. Image recognition software scans the images and identifies vacant spaces, and a computer transmits that information to signs along the highway. “Ten spaces ahead,” one might tell a weary driver pushing on through a rainy night. Unlike other automated systems that use embedded ground sensors, this tech is accurate 95 percent of the time... At one point, their queries crashed the team’s website... Meanwhile, the trucking industry wants to find a way of easily transmitting this information directly into everyone’s truck. Drivers’ trucks might straight-up speak to them when there’s a spot nearby. The steering wheel might vibrate, or an alert might come through the radio. However it happens, it shouldn’t happen on a smartphone. As bad as it is to drive while drowsy, it’s even worse to text while driving...

CARGO THEFTS * India: Specially at night

* Punjab - Highway thefts make trucking difficult during night

-- The increasing number of highway thefts from trucks transporting goods from the city is making it difficult for transporters to move goods during the night, especially on the National Highway from Amritsar to Jalandhar. The transporters stated that 13 such incidents have occurred since January this year... Members of the All Transporters Association said they had apprised senior officials of the Police Department about the problem on various occasions... Sanjeev Kumar, of the Highway Transport Company whose truck faced such a incident on March 13 this year, said, “All the police stations including Jandiala, Rayya, Beas have been informed about the incidents. But they regret that they do not have enough diesel to continue patrolling on the hghway to ensure safety of truckers” ... When the transporters tell the traders whose goods they are transporting about the theft, they doubt the integrity of the transporters... The representatives of at least 15 transport companies, who gathered at the Jahajgarh market, stated that they have been the victim of such thefts more than once in the past two years. The transporters demanded from the Police Department to rein in such miscreants who are stealing their goods...

* China: Cargo theft rise from moving trucks 

-- There has been a sharp increase in thefts from moving trucks in China, according to BSI's 2015 annual report on supply chain threats... This type of theft – which has also been encountered recently in Europe – are known as 'open sunroof thefts' because thieves in these incidents drive cars behind cargo trucks, jump on to the moving vehicles, cut a hole in the top of the soft-sided trailer, and toss cargo back to the car trailing behind... Moving truck thefts were most prominent in the southern province of Guangdong last year, although BSI also recorded moving incidents in Henan, Hubei, Jiangsu, Liaoning, and Shandong provinces. Examples occurring last year included the theft of $55,000-worth of pharmaceuticals and $40,000 in leather goods.

 ** India: The prevailing trend is towards more sophisticated cargo theft techniques. 

-- These include the diversion of shipments to locations where the contents of a truck are removed – generally by cutting panels – whilst leaving customs seals intact. Thieves increasingly rely on corrupt supply chain employees to facilitate their crimes.


 *** Europe & South Africa

 -- Other trends in cargo theft around the world include reductions in cargo thefts in some western European countries – including the Netherlands and the UK – while in South Africa robberies seem to be becoming increasingly violent. Last year, most of the incidents in South Africa “were believed to be perpetrated by current or former police or security officers, often involving highly sophisticated tactics to carry out very high-value thefts,” according to BSI.


 **** Latin America

 -- Thefts have decreased in some countries - notably Colombia – and markedly increased in others such as Chile where on average three trucks are stolen every day... Meanwhile, in Argentina there has been a shift from targeting full-size trucks to smaller vehicles such as vans, which may mirror a slump in the Argentine economy, while an incident in Peru reveals the perils of relying too much on technology to thwart the thieves... Thieves stole a container loaded with $250,000 of electronics from the Port of Callao in Peru after reportedly using a falsified copy of a supposedly unforgeable electronic document that allowed them to pick up the container from the port...

--  In an audacious move, cargo thieves in Europe appear to have started pilfering loads from the top of moving trucks... Cargo security specialist Freightwatch International reports that the new modus operandi (MO) has been seen in Italy and may be occurring elsewhere in Europe, although it cautions that for the moment reports are anecdotal... Dubbed the 'Romanian MO' after a string of incidents in recent years, it involves the use of specially-equipped vans that open the rear doors of trucks in transit to allow acrobatic criminals to climb aboard and steal boxes, which are then thrown to accomplices in a following vehicle... Freightwatch now reports details of a theft which hit the headlines in Italy and involved a shipment of cosmetics in transit on the Brescia-Bergamo-Milano (BreBeMi) A35 highway which - in a variation of the Romanian MO - was accessed via the roof...

* New Jersey - CargoNet Reports 1,500 commercial cargo and vehicle thefts in 2015

-- CargoNet received reports of more than 1,500 incidents of stolen commercial-vehicle cargo or equipment in the United States and Canada during 2015, the theft prevention and recovery network said... Cargo theft accounted for 58% of the reports, or 881 incidents, said CargoNet, a division of Verisk Analytics. That was up from 844 reports of cargo theft in 2014, the network said... The remaining 619 reports involved stolen heavy commercial vehicles — a truck, trailer, chassis, container, box truck that does not contain cargo or identity theft of trucking companies, the company said... “We can estimate the value of stolen cargo in all 881 incidents to be $175.3 million,” a statement form Jersey City, New Jersey-based CargoNet said... Theft of food or beverages accounted for 28% of the cargo theft incidents... Also, the group received reports of 10 cargo thefts worth more than $1 million each. California was the cargo crime capital, reporting 158 thefts and $18.7 million in losses... Thieves were most active over weekends and on Monday evenings, CargoNet said... The least amount of theft, 9%, occurred on Wednesdays...

CARGO THEFTS * USA Report: 2015 Analysis

Report on 2015 cargo theft trends shows top days, top states for cargo theft occurrence

-- Out of a total of 881 incidents of cargo theft in 2015, the estimated total value of stolen cargo was more than $175 million, according to CargoNet’s annual theft trend analysis... CargoNet said it received loss value on 53 percent of reported cargo thefts, and based on that total, estimated the overall value of stolen cargo in 2015 to have been $175,303,399. A total of 10 thefts were recorded by CargoNet worth more than $1 million... California reported the most cargo thefts during the year with 158 incidents and a total loss value of $18.7 million. Texas wasn’t far behind with 130 recorded thefts and $12.2 million in value stolen. Florida (98 thefts), Georgia (97) and New Jersey (80) rounded out the top five states for cargo thefts... Note report: 49 percent of reported cargo theft incidents occurred between Friday and Sunday, with Friday being the most common day. Wednesday was the least common day for cargo theft occurrences... Food and beverage items were the most stolen commodity, totaling 28 percent of all stolen cargo. Electronics and household items each accounted for 13 percent of all stolen items...

* Alberta - Insurance, trucking industries expand anti-cargo theft program to Western Canada

-- The insurance and trucking industries are expanding a program to Western Canada in the hope of putting the brakes on truck cargo theft... The Insurance Bureau of Canada estimates the theft of transport trucks and merchandise is costing the Canadian economy about $5 billion each year... Thieves, sometimes linked to organized crime groups, steal entire shipments of goods, such as consumer electronics or beer, and then quickly sell the items on the black market – sometimes before the theft is even reported... To reduce such thefts, the insurance bureau has a cargo theft program that allows people to anonymously report crimes using a phone tipline and the Internet...

CARGO THEFTS * USA: Total 178 for Second-quarter

* DC - From Nation’s truck fleets

-- During the second quarter of this year, the FreightWatch International Supply Chain Intelligence Center recorded a total of 178 cargo thefts in the United States. Broken down further, 60 of these reported thefts occurred in April, 66 more occurred in May, and 52 in June... The average loss value per incident during this three-month period was $189,307. Comparing that average with Q1 2015 figures, this represents both an 11 percent decrease in volume and a 27 percent decrease in value. When comparing these numbers to the second quarter last year, this represents a 7 percent decrease in volume and an almost 1 percent increase in value... And when it comes to thefts valued at more than a million dollars, there were none as of the publication of the latest FreightWatch report, compared to two in the first quarter of 2014 and seven in the first quarter of this year... * Ontario - Crime Stoppers, the public awareness and crime tip reporting program, has a new focus this year: cargo theft

Markham,ONT,CAN -Truck News -January 24, 2014: -- During a ceremony to celebrate January being International Crime Stoppers month, Crime Stoppers of York Region announced that cargo theft and related crimes will be the organization’s promotional cause of the year... To that end, a full marketing campaign has been creating, featuring a crime prevention video and “door hanger” posters. The message of the program is that cargo theft affects everybody... “Cargo crime costs all of us and puts well-being of truck drivers and other transportation workers at risk,” said York Regional Police detective sergeant Paul Lasalle. The York department is one of the partners in the campaign, as is the Canadian Association of Chiefs of Police (Organized Crime Committee). The Ontario Trucking Association (OTA) has also endorsed the program... According to a 2010 study commissioned by the Canadian Trucking Alliance (CTA), cargo theft is a $5 billion problem in Canada...

Ancaster,ONT,CAN -CBC News, by Cory Ruf -Sep 23, 2013: -- The theft of a trailer containing 40,000 lbs. of meat from an Ancaster shipping lot last week is the latest case in a serious, widespread but often unreported organized crime phenomenon — one that, according to industry estimates, costs Canadian companies in the billions of dollars per year... The theft of shipping cargo is a "huge, huge problem" in Canada," said Jennifer Fox, vice president, trade and security, of the Canadian Trucking Alliance... The Canadian Trucking Alliance, along with other industry stakeholders, sponsored a study on the phenomenon. Released in 2011, the report suggests thefts of large cargo loads are primarily orchestrated by those involved "organized crime" ... The most commonly targeted goods, she said, are "high-value loads" including electronics and pharmaceuticals, as well consumer goods, including foodstuffs... Asked whether he thought the Ancaster theft might be related to a black market for meat, Const. Chris Gates of the police’s Break and Enter, Auto Theft and Robbery unit, said: "I wouldn’t be able to comment on that right now" ...

  Austin,TX,USA -Land Line, by Greg Grisolano -22 July 2013: -- The latest report on cargo thefts from commercial trucks in the U.S. shows a decrease in the frequency of such incidents, but an increase in the dollar value of the stolen merchandise... FreightWatch International’s latest quarterly report incorporates updated data from June of 2013. The organization, which specializes in tracking supply chain information and cargo thefts worldwide, notes that delays in incident reporting have caused “measurable increases” in the theft volumes they publish. Totals for this quarter are expected to surpass those of the first quarter of 2013... In the second quarter of 2013, FreightWatch recorded a total of 194 thefts in the U.S., with 45 instances in April, 66 in May and 83 in June. The average loss value per incident during the quarter was $164,594, a 27 percent increase in value and a 12 percent decrease in volume, compared with the same timeframe in 2012. Compared with the first quarter of this year, it represents a 4 percent increase in value and a 15 percent decrease in volume... The company will provide the alerts to the facilities through a messaging feature in its PrePass weigh station preclearance system... The system is currently accepted at almost 300 weigh stations and is used by 445,000 trucks, according to Help Inc...

Austin,TX,USA -Land Line, by Greg Grisolano -26 April 2013: -- The latest report from FreightWatch International on the number of heavy truck and cargo thefts in Mexico shows a steep decline for the first quarter of 2013 compared to the same time frame last year... FreightWatch found 303 reported incidents of cargo theft in January, February and March of 2013, compared with 486 incidents during the first quarter of 2012... But the same experts who wrote the report caution that the decline has more to do with changes to how thefts are reported south of the border, rather than a sea-change in policies and practices that protect drivers and shippers... Doug Morris, OOIDA’s director of security operations, concurs that the numbers are probably artificially deflated. Allianz Global Corporate and Specialty said it will waive the insurance deductible on theft of truck cargo in transit if the theft is reported to law enforcement within an hour of the theft... The waiver of up to $5,000 in the deductible applies to ACGS Marine Insurance policyholders who use deterrent signage provided by CargoNet, an information network for cargo theft prevention and recovery that is a division of the Verisk Crime Analytics unit at Verisk Analytics... In addition, Allianz policyholders will pay 20 percent less for their CargoNet membership than regular clients... AGCS Marine is a charter member of CargoNet, an industry alliance formed by ISO and the National Insurance Crime Bureau in 2009 to combat cargo theft, a problem that costs U.S. businesses billions annually...

* Telematics and cargo: Cracking down on theft

Unfortunately, as the methods of freight carriage became more complex, so did the criminal methods focused on them... In the EU alone, cargo theft costs businesses more than €8.2 billion per year. And that's just for reported incidents; experts believe official statistics reflect only a small percentage of actual thefts. In the US, the FBI estimates, the figure has reached $30 billion a year and is likely to increase further. Most of the goods—electronics, pharma products, clothing, footwear, cigarettes—are stolen from trucks but sometimes also from shipping containers, cargo lanes and warehouses... The good news is, under the aegis of the Transport Asset Protection Association (TAPA), a growing number of producers and manufacturers, logistics companies, freight insurers, security firms, supply-chain consultants and other stakeholders in Europe, the Americas, and Africa are using telematics to address the threat... The organization's Web-based Incident Information Service (IIS), for instance, continuously captures and shares online data on where a theft has happened to a TAPA member, what kind of load was stolen, and which modus operandi was used so that other TAPA members can use that real-time intelligence "to avoid incident hotspots"...     In addition to locks that prevent the separation of tractor and trailer and brake release/shut down devices, there are plenty of other telematics tech that can help. Geofencing devices can trigger an alarm if a rig travels outside its predetermined route or enters high-risk areas. GPS-enabled track and trace solutions can locate stolen vehicles. Both, especially when equipped with anti-jam mechanisms, may significantly improve vehicle or load recovery processes, especially handy when stolen property leaves a state or country jurisdiction... Yet security mechanisms are no longer just found in the driver's cab. Holistic telematics security units like Novacom Europe's externally powered Vwise, for instance, provides real-time information and analytics about truck, trailer and load, including a whole array of wireless sensors placed at strategic points in or on the tractor-trailer. When one of these concealed devices registers certain pre-defined events—a door opening, a lock unsealed, a curtain tampered with—the unit's modem sends out an alarm to the network-operating center via GSM/GPRS or satellite. The center can then alert the end user... Even the freight itself can be tracked and traced. Affixed to pallet, crate, carton, or even individual items, always-on M2M sensors can monitor asset condition (factors such as ambient and product temperature, air quality, weight, lighting) and location along the entire supply chain, keeping fleet managers informed of any unauthorized or unscheduled events...
