Advanced Commercial Information * Canada - For trucks on border USA

* Ontario - Temporary fix to avoid ACI penalties

--- Trucks that arrive at the Canada-U.S. border without Advanced Commercial Information (ACI) will for a 90-day period be allowed to turn around without incurring Administrative Monetary Penalties (AMPS), Canada Border Services Agency has announced... eManifest requirements have been mandatory for highway carriers since January 11, 2016, and carriers still have to transmit cargo and conveyance data electronically before arriving at the border... It’s good news for the Canadian Trucking Alliance. The group has recently been citing recurring delays and system outages, and for several months been working with the agency to solve issues surrounding the AMPS linked to ACI reporting requirements... The policy will apply to highway modes across the country as of May 29 and will run under a 90-day evaluation period, during which time the agency will monitor whether compliance rates improve or worsen. The Canada Border Services Agency (CBSA) will also be watching the frequency of trucks turning around...

TRUCKS BORDER CROSSING * Thailand: Alloweds with "temporary admission document"

* Bangkok - Govt okays cargo truck border deal

 --- The cabinet approved the Greater Mekong Sub-region Cross-Border Transport Agreement (GMS CBTA) on Tuesday, which grants all members a quota of 500 cargo trucks to cross a border to another country... Once approved, the pact must be put into action within 12 months, he said. Under the terms of the deal, cargo trucks from Thailand, Laos, Vietnam, Myanmar, Cambodia and China will be able to cross borders... Under the terms of the deal, cargo trucks from Thailand, Laos, Vietnam, Myanmar, Cambodia and China will be able to cross borders into other member countries using a so-called "temporary admission document"...

BORDER TRADE * India & Subcontinent: Eased by inter-countries' agreement

* New Delhi - Cross-border shipment cuts logistics cost by 20% between India and Bangladesh

--- For the first time a truck carrying cargo was allowed to cross over to India from Bangladesh without requiring the consignment to be unloaded and transferred to another truck. Known as transhipment, this has been the time consuming and costly practice of border crossing norms until today... This was the result of many months of lobbying efforts between the two countries under the newly signed BBIN Motor Vehicles Assignment reached between India, Bangladesh, Nepal and Bhutan... Under the new terms trucks traveling between the four countries via land are no longer required to have cargo trans-shipped during travel, drastically reducing the time taken to transport goods across borders... Industry experts predict that the agreement will effectively reduce transit time for cargo trucks by approximately three days, and overall logistics costs by up to 20%. Moreover, transforming what are traditionally perceived as transport corridors into economic corridors could potentially increase intra-regional trade within South Asia by almost 60% and with the rest of the world by over 30%...  The trucks now follow a new Customs inspection and verification procedure using the E-Seal, which can be affixed to the vehicle at the beginning of the journey... This streamlined solution will continue to offer complete visibility to global customers sourcing from the region...

* Nepal - Trucks with Nepali ginger allowed to enter India


--- Even as the Indian customs office allowed trucks loaded with Nepali ginger to enter its territory on Friday, it is not certain whether the move heralds a permanent end to the ban placed on entry of the Nepali spice to India... On Friday, 16 trucks containing Nepali ginger entered India through the Kakadbhitta-Panitanki border point... Indra Budhathoki, general secretary of Nepal Ginger Producers and Traders Association (NGPTA), claimed Indian customs officials informed him that the trucks were allowed to pass through the border, as the ban on the entry of Nepali ginger had been lifted by India... But neither Nepali nor Indian government officials could confirm whether the ban had been permanently lifted...

* Kashmir - ‘19,000 trucks carrying essentials reached in 24 days’



--- Despite the continuing unrest in the Valley, the Jammu and Kashmir government today said 19,000 trucks carrying essential commodities reached there in the last 24 days. “On a daily basis, around 800 trucks carrying essential commodities reach the Valley and till yesterday, around 19,000 of those had reached Kashmir,” Minister for Food, Civil Supplies and Consumer Affairs (FCS&CA) Choudhary Zulfikar Ali, told a review meeting in Srinagar, adding that his department has ensured smooth distribution of the supplies... “Irrespective of the weather or the political situation, our employees have done their duty,” he said and requested the people to ensure that FCS&CA vehicles were allowed free movement. The minister also directed the agencies concerned to ensure that stocks of essential supplies were maintained. Quoting figures, a spokesman said 60,270 quintals of wheat and 4,65,200 quintals of rice were available at the Food Corporation of India (FCI) godowns in the Valley and the stock of petrol could last up to 60 days... "On a daily basis, around 800 trucks carrying essential commodities reach the Valley and till yesterday, around 19,000 of those had reached Kashmir," Minister Choudhary Zulfikar Ali said...

* DC - U.S. in-transit shipments are almost back


--- The U.S. Customs & Border Protection (CBP) agency is moving forward on a pilot program aiming to simplify Canadian shipments in-transit through the United States. That is, loads originating in Canada and ending in Canada but travelling via the U.S. en route... In fact, CBP's In-Transit Manifest Pilot Program will work to restore the once common in-transit practice that was curtailed by post-9/11 changes to U.S. border security procedures. Nine Canadian carriers involved in the program will be able to use a limited set of data when crossing the border, easing the administrative burden significantly...

* Turkmenistan - Offers discount to Turkey for cargo transportation

-- Turkmenistan has made a 20-percent discount to Turkey for cargo transportation through the Caspian Sea... The Turkmen government made a decision on a discount on March 25. He earlier told Trend that Turkey can increase the cargo transportation with ro-ro vessels from Azerbaijan to Turkmenistan bypassing Iran.. As many as 1,582 trucks were sent to Central Asia from Turkey through Azerbaijan’s territory in January-February of 2016, or 7.3 times more than in the same period in 2015... Azerbaijan applied attractive transportation fees in late 2015 in an effort to become a major transport hub of the region. The country made a nearly 40-percent reduction in the transit cost of cargo transportations by large trucks to the Aktau and Turkmenbashi ports... The cost reduction for foreign carriers were made after simplification of transit procedures and reduction of tariffs for cargo transport, functioning to Kazakhstan’s Aktau port and Turkmenistan’s Turkmenbashi port... Also the Azerbaijan Caspian Shipping Company reduced tariffs by 20 percent in order to improve the attractiveness of maritime transportation of cars traveling from Turkey to Kazakhstan... Currently, Azerbaijan uses its location to provide transit of the Turkish goods to the countries of Central Asia, as Russia banned entrance of trucks from Turkey...

* Ukraine, Russia: Lift bans on cargo-truck transit

-- Ukrainian Prime Minister, Arseniy Yatsenyuk, has accepted a Russian proposal to lift mutual bans on cargo truck transits the two countries imposed earlier this month... Infrastructure Minister, Andriy Pyvovarskiytold a cabinet meeting in Kyiv on February 24 that Russia had proposed lifting all limits on road cargo... With Russia moving to lift its ban, Yatsenyuk said Ukraine would reciprocate... He added that Ukraine may involve law enforcement officers to ensure safe transit of Russian trucks, some of which have been held up by protesters in Ukraine recently...

** Belarusian / Lithuanian border - Lines of trucks considerably decrease on

-- Lines of trucks at the Belarusian-Lithuanian border have considerably decreased by the morning, Belarusian State Border Committee said on Thursday... As of 8am Moscow time, around 130 trucks are waiting in line to enter Lithuania from Belarus. In the evening of February 24, more than 400 trucks were waiting in line. Around 100 trucks are also standing in line in Lithuania waiting to enter Belarus... Minsk hopes that lines on the Belarusian-Lithuanian border will decrease after Russian trucks will head for Poland... According to State Border Committee, there are currently no trucks at the Belarusian-Polish border...

*** Russia / Poland: Reach agreement on truck haulage

-- Russia and Poland agree to extend transitional period for freight traffic until April 15... On February 1 truck haulage licenses between Russia and Poland expired. The sides did not reach an agreement on extending licenses for one more year, and truck haulage between the two countries was suspended from the start of February. Negotiations on this matter continued for three days in Warsaw but the sides could not reach an agreement. The new round of talks will took place in Russia on February 19. The sides reached an agreement to exchanged 20,000 licenses each until April 15. Until then, the sides will continue negotiations to agree on quotas for 2016... Poland is discontent with the adoption of legislative and regulatory acts in Russia that bring more order into the international haulage operations on the Russian territory, including the truckage of cargoes for third countries... Russian officials say the revised legislation has eliminated the shortcomings in the regulatory acts that enabled unscrupulous foreign haulage companies to bring in cargoes from third countries under the cover of a privileged regime for bilateral truckage...

* DC - FMCSA expanding truck freight zones at Mexican border in Texas and New Mexico

-- Cross-border freight haulers now have new access points to carry loads to and from Mexico. The Federal Motor Carrier Safety Administration intends to officially codify New Mexico’s Dona Ana County and Luna County as commercial border zones and expand the commercial border zone around El Paso, Texas, thanks to opening of a new cross-border bridge in the city... Commercial border zones along the U.S.-Mexican border allow Mexican-domiciled carriers and drivers and U.S.-based carriers and drivers limited access to cross the international border to deliver freight. Cross-border loads are generally dropped at a warehouse or some other facility within the commercial border zone... The expansion of the El Paso commercial border zone, meanwhile, comes in response to the looming opening of the Tornillo-Guadalupe New International Bridge, which is expected to open to truck traffic next month...

* Nepal - Gets respite as cargo trucks enter from India

-- Over 100 trucks carrying essential goods and petroleum products today entered Nepal from India bringing some respite to the country grappling with shortage of fuel and other commodities due to the blockade of key trade points with India by protesters opposing new Constitution... Several freight trucks, including some fuel tankers, which were stranded on the Indian side for over 11 days, entered the Nepali side through different border check-points... Hundreds of trucks with shipments including medicine, gasoline and cooking fuel had been stranded at the border citing security concerns due to the ongoing Madhes agitation against the new Constitution... Madhesis are Indian-origin inhabitants of the Terai region bordering India who are opposed to splitting Nepal into seven provinces...

TRUCKING ON THE BORDER * Mexico / USA: Long-haul driver and shuttle drivers do works

--  Amid the growl of gear shifting and the high-pitched beeps of tractor-trailers backing up, Xavier Bautista hopped into his truck and hitched it onto the waiting trailer... The well-practiced maneuver came from years of daily hook-ups at the Nogales, Sonora station of the Confederation of Agricultural Associations of Sinaloa (CAADES, for its initials in Spanish), where Bautista picks up loads of fruits and vegetables hauled from Mexican farms and shuttles them across the border... The 20-acre facility, about 10 miles south of the U.S.A. border and a few hundred yards south of the Mexican customs station on Federal Highway 15, acts as a springboard for more than one-third of the produce handled at warehouses in Nogales and Rio Rico... While workers in Santa Cruz County are hustling to repack produce and send it off to myriad destinations in the United States (of A.), the CAADES station acts as a mirror image of those efforts, with long-haul drivers racing to bring in loads and shuttle drivers hustling off to get the produce to warehouses in Arizona...

 ... Explaining the new situation works well for long-haul drivers, who can pass their loads to shuttle drivers who know how to navigate the border zone better... Using the shuttle drivers also allows the long-haul drivers to rest in their trucks before making the journey back to the farms to pick up another load...

* New York - Pilot project for inspecting Peace Bridge trucks in Canada declared a success

  --  An experiment involving “pre-clearance” of U.S.-bound trucks on the Canadian side of the Peace Bridge has been declared a success by federal officials. The decision paves the way for new and permanent inspection booths in Fort Erie, Ont., aiming to reduce congestion on the international span... The six-month pilot program passed the test of U.S. Customs and Border Protection with “flying colors”... Once details are approved by both Washington and Ottawa, construction of as many as 12 new pre-inspection booths in Fort Erie will reduce wait times for commercial vehicles by as much as 75 percent, and eliminate commercial wait times of more than 30 minutes...

Mexico City,MEX -AP/Associated Press / AM 740 Radio/Houston News -January 10th 2015: -- The U.S. Department of Transportation says it will soon allow Mexican trucking firms to apply for authorization to make long-haul cross-border runs, potentially ending a longstanding dispute...The department said Friday that data from a three-year pilot program that ended in October "showed that companies from Mexico had violation, driver, and vehicle out-of-service rates that met the level of safety as American and Canadian-domiciled motor carriers" ... The department did not say when applications would start... The opening is a long-delayed provision of the 1994 North American Free Trade Agreement. It has been stalled for years by concerns it could put highway safety and American jobs at risk... 


* DC - Controversy rages on despite US decision to allow in more Mexican trucks 

Washington,DC,USA -JOC by Mark Szakonyi -Jan 10, 2015: -- The U.S. Department of Transportation’s decision to finally open up the border to Mexican trucking companies — a key stipulation of NAFTA still not implemented after two decades — has resolved none of the political controversy and still faces severe political backlash from opponents including the Teamsters... Whether opponents can soften or reverse the decision, which enjoys the backing of the Obama Administration, the largest U.S trucking lobby and the U.S. Chamber of Commerce, remains to be seen. In the end, though, the real question is how many long-haul Mexican truckers will actually head north and thereby reduce the time-consuming border crossing faced by the 90 percent of U.S.-Mexico trade that moves by truck... Critics, including the Teamsters and the Owner Operator Independent Drivers Association, pointed to a recent Inspector General report concluding that a U.S.-Mexico long-haul pilot didn’t collect enough data to determine whether the program could be safely expanded... Booming Mexican manufacturing aimed at serving American markets is driving the cross-border trade, with the majority of the record 2.6 million vehicles exported last year headed to the U.S. rising Asia labor costs, lower transportation costs and better supply chain control have also driven white goods, aerospace and even some apparel makers to expand production in Mexico...

Members of trusted trader programs who voluntarily submit to an extensive verification process are able move goods across the U.S.A.-Mexico border faster than those who are not enrolled. The agreement potentially benefits anyone involved in cross-border trade in both countries, from shippers to manufacturers to brokers. Eventually, it could lead to a single application for both the U.S.A. and Mexican programs...

* Arizona - Truckers, drivers get inside look at border inspections

This was a group uniquely practiced in the art of waiting... They were truckers and bus drivers, people whose work takes them back and forth across the U.S.-Mexico border via a process that can involve long delays in line or at an inspection terminal. However, instead of moving people and produce last Saturday, they were at the port of entry for the second annual Commercial Vehicle Outreach Rodeo, an event put on by ADOT/ECD, U.S. Customs and Border Protection (CBP), the Arizona Department of Public Safety (DPS) and the U.S. Department of Transportation... Armando Goncalvez, CBP’s trade program director at the port, proposed that a working group be set up between area bus companies and government agencies operating at the border to discuss ways to speed up inspections for passenger buses... After the presentation, attendees went to the inspection bays, where they were given a hands-on look at the inspection process with ADOT officials as their guides... While underneath trucks and buses like the ones they drive, commercial vehicle operators got to see things from the point of view of the government officials they sometimes think of as impediments to timely deliveries...

BORDER TROUBLES * Canada/USA - CTA suggests fixes for smoother border

Ottawa,ONT,CAN -Today's Trucking -17 May 2010: -- The new chief at the US Customs and Border Protection (CBP) agency is determined clean up inefficiencies at the border and says he’ll start with “low-hanging fruit”... While there are a host of issues and priorities that could be implemented to help enhance the balance between security and trade facilitation, says the Canadian Trucking Alliance, they would like to see a focus on measures that do not denigrate security; that would help make the border more efficient or less frustrating; that would not require gobs of money; or legislation... The CTA, along with the American Trucking Associations, compiled a short list of three points they figure would be helpful for the trucking industry:

* Suspension of C-TPAT Benefits
* Empty Trailer Repositioning
* In-Transit Movements

“While on the surface these might seem like modest concessions, in combination they could have a meaningful impact on supply chain efficiency and provide additional value-added to companies that have invested in the myriad of border security programs that have been introduced over the past several years,”
