SCANIA's TRUCKS BLACK BOX * Sweden - Anti-theft tool

* Stockholm - Scania black box designed to stop truck theft

--- Swedish truck OEM Scania said connected truck technology can not only help make heavy vehicles more efficient, but also prevent theft... With more than 170,000 Scania trucks connected across the world – including more than 1000 in Australia – Scania said modern technology may be able to prevent theft in the first place, or help track down a missing truck in good time... If a Scania is reported stolen, the owner, in conjunction with Scania, can assist the police in tracking down the vehicle, the company added... In Sweden, Scania recently helped track and recover a stolen truck from Ulf Melin Entreprenad... According to Rickard Seijbold, Scania’s Area Manager for Fleet and Driver Services in Sweden, the company was also able to provide police with details of the truck’s route and where it stopped after it was stolen...

SAFETY * USA

* Canada / US - Safety ratings: Reciprocity cuts both ways

Toronto,ONT,Canada -Truck News, by David Bradley -1 Dec 2012: ... Transport Canada and the US DoT signed a Memorandum of Understanding that each country would be responsible for monitoring a motor carrier’s compliance and safety performance in the carrier’s home jurisdiction... The MOU also obliged both countries to endeavour to establish mutually compatible safety rating and audit programs... Under the agreement, a Canadian carrier who operates throughout Canada and the US would have its safety performance activity (collisions, inspections and convictions) in both countries collected, calculated and monitored by its home province... Under that scenario, a carrier would no longer need both a provincial and an FMCSA profile, or be subject to both provincial and FMCSA compliance reviews. The administrative burden on both government and the industry would be reduced. Safety rating reciprocity was even identified as a deliverable under the Security and Prosperity Partnership initiative... Work continued and in 2008 the FMCSA and CCMTA agreed in principle to reciprocally recognize each other’s safety ratings...

* DC - NHTSA: Data recorders 'essential' to auto safety

(Photo: Black boxes for cars and trucks)
Washington,DC,USA -The Detroit News, by David Shepardson -19 Dec 2012: -- The Obama administration's top auto safety regulator said automotive black boxes are essential to auto safety and said the government will protect motorists' privacy... In a interview, National Highway Traffic Safety Administrator, David Strickland, said he also opposed on/off switches that could allow motorists to turn off event data recorders, saying it would be a "horrible thing for safety" ... Earlier this month, NHTSA proposed requiring all vehicles built after September 2014 to have event data recorders that capture information before and after a crash... NHTSA estimates that approximately 96 percent of 2013 cars and light-duty vehicles are already equipped with data recorder capability, and at least 91 percent have the devices... A crash or air bag deployment typically triggers the data recorder, which collects data in the seconds before and during impact...

* Canada - Reflect on these handy tips to improve your visibility

(Photo: Convex Mirrors Required on Trucks, Next Best Thing to Truck Back Up Camera)
Toronto,ONT,Canada -Truck News, by Albert Zimbalatti -20 Dec 2012: -- As important as the view through a windshield may be, the threats beside and behind a truck can hardly be ignored. About one-third of all the collisions reported to Northbridge Insurance involve situations like sideswiping a vehicle or backing into a stationary object... A clear view – whether it is supported by unobstructed side windows or reflections in the West Coast mirrors – can help drivers to defend themselves from these threats... Surprisingly, many mirrors tend to be improperly adjusted, leaving the reflective surfaces filled with a view of a trailer’s side panels rather than helping to spot hazards next to the truck... A properly adjusted fender mirror will display an area from the centre of the steer tire to the middle of the drive axles... A career in trucking offers a moving office with a view. Steps like these give drivers the chance to soak it all in...

TECHNO-REGULATIONS * USA - House Panel Approves Auto-Safety Bill

House panel approved: Cars be equipped with advanced-brake systems, "black box" data recorders and others

Washington,DC,USA -The Wall Street Journal, by JOSH MITCHELL -May 26, 2010: -- A U.S. House panel approved a far-reaching auto-safety bill Wednesday, requiring that all cars be equipped with advanced-brake systems, "black box" data recorders and other technology in the next few years... The Motor Vehicle Safety Act of 2010, approved by a 31-21 vote of the House Energy and Commerce Committee largely on the support of Democrats, would also strengthen federal regulators' ability to force recalls of defective vehicles and impose larger civil fines against car companies that fail to report safety defects... The move sets up a full House vote that could come in weeks... (Photo from technocars.com.lb)

* USA - OOIDA takes ‘black box’ rule to court

Grain Valley,MO,USA -Land Line Magazine -June 4, 2010: -- The Owner-Operator Independent Drivers Association filed kickoff paperwork for a legal challenge of the impending electronic on-board recorder regulation... The Association and three members filed a petition for review with the United State Court of Appeals for the Seventh Circuit on June 3... The final rule under challenge mandates that motor carriers with a 10 percent or greater occurrence of non-compliance with hours of service regulations in a single compliance review will be subject to mandated use of the electronic devices for two years... The agency, in fact, has kept a broader EOBR mandate on its regulatory agenda and reiterated its intention to move forward by the end of the year in recent regulatory guidance issued by the agency on hours-of-service supporting document requirements.. EOBR * UK - Freight Truck Drivers Accused Of Cheating Tachograph Regulations

Stronger Penalties Required to Prevent Abuse

London,UK -Handy Shipping Guide (UK) –13 May 2010: -- Two simple facts of life. Firstly most people are resistant to change and secondly, bring in new protection or surveillance technology and someone will find a way to beat it. Both points are relevant to the Road Haulage Association’s (RHA) statement today regarding the abuse of current Hours of Service regulations by commercial vehicle drivers delivering and collecting freight shipments throughout the country... Now it seems that the latest generation of digital tachographs, designed to record irrefutably a driver’s speed and hours of service, are being circumvented by unscrupulous operators jamming the sensitive recording media with magnets making their recent driving history illegible... The principal culprits are, unsurprisingly to most UK based drivers, foreign vehicles who are well versed in the black arts of illegal running. According to the RHA’s CEO, Geoff Dunning, the Central Motorway Police Group has revealed that 30% of non-UK registered trucks subjected to targeted checks in the first quarter of this year were found to be using a magnet...

EOBR Rule * USA - FMCSA Chooses Strictest Electronic Recorder Option

Washington,DC,USA -TruckingInfo, by Oliver B. Patton -2 Feb 2010: -- The Federal Motor Carrier Safety Administration opted for the strictest rule, which will go into effect June 1, 2012, says carriers that violate hours of service rules 10 percent of the time, based on single compliance review, must use electronic onboard recorders to track driver hours... The stricter rule will affect close to 5,700 interstate carriers after its first year of implementation, compared to the approximately 1,000 carriers that would have been targeted under the lesser option... Both groups of carriers have a crash rate that is significantly higher than the industry average, the agency said. Carriers that violate hours rules 10 percent of the time in two compliance reviews have a crash rate 90 percent higher than the general population. Those that break the 10 percent barrier in just one review have a rate that is 40 percent higher than the general population... As an incentive to promote voluntary use, the agency will no longer require supporting documents related to driving time, such as toll receipts, for carriers that install recorders. Also, carriers that use recorders will get more liberal compliance review procedures... (Photo by Kristin Ries - The new EOBR rule, which will go into effect June 1, 2012, says carriers that violate hours of service rules 10 percent of the time, based on single compliance review, must use electronic onboard recorders to track driver hours)

* USA - ATRI seeks real-world data on speed limiter use

Arlington,VA,USA -Today's Trucking (CAN)-22 Feb 2010:
-- If there's one thing truckers have an opinion on, it's speed limiters. And the American Transportation Research Institute (ATRI) wants to hear 'em... The research arm of the American Trucking Association is collecting data from fleets on truck speed limiters and fuel consumption as part of a research initiative aimed at documenting the impact of speed limiters on a fleet's safety and operations... The Federal Motor Carrier Safety Administration-sponsored study will analyze impacts from speed limiter use versus non-use, and ATRI is seeking involvement from both carriers that use speed limiters and those that do not. ATRI will also collect information on other safety and operational policies and metrics...
