* California - Federal official calls for audit of trucking fee at ports of LA, Long Beach
-- The Federal Maritime Commission’s chairman told an audience of trucking industry professionals Thursday the nonprofit organization formed to reduce congestion around the ports of Los Angeles and Long Beach could benefit from an outside audit... Commission chairman Mario Cordero has said the trucking industry’s concerns need to be given more attention in attempts to improve the flow of goods moving in and out of ports and during Thursday’s meeting, he questioned whether PierPass needs to offer more transparency toward local trucking firms... PierPass, established in 1995 by Los Angeles and Long Beach terminal operators, is in charge of the local ports OffPeak program, which is intended to alleviate traffic jams around shipping terminals by having truckers pick up shipping containers at night, 6 p.m. to 3 a.m. Monday to Saturday, instead of during daylight hours. Trucking firms that choose to pick up containers during the day must pay $133 per 40-foot container moved... “Any time the individual pays a fee, they want to know where their money’s going. They want to know the specifics in terms of revenue,” Cordero said during an interview following the panel talk... PierPass online information shows the Long Beach accounting firm Windes audited the organization’s finances and determined PierPass took in some $144 million in revenues during 2014. PierPass had more than $9 million in operating costs and distributed nearly $133 million to the shipping terminal companies that created PierPass... Other data, from San Francisco maritime consultancy Palazzolo & Associates, showed PierPass’ member terminals’ costs’ to administer OffPeak exceeded $223 million...
