* USA - TRUCKING INDUSTRY: Bill would hike mandated insurance minimum substantially

* DC - Are motor carriers, under federal law, under-insured?

Washington,DC,USA -Fleet Owner, by David Cullen -Sep. 10, 2013: -- Legislation that would up the federally required insurance minimum for motor carriers nearly six-fold—from the current $750,000 to $4,442,000— is wending its way through Congress... Yet motor-carrier interests are not entirely aligned against the measure... Nicknamed the “Safe Haul Act”, the bill would also tie future insurance minimum requirements to the cost of medical care inflation. .. Per the Trucking Alliance, its data shows that if all the trucking companies in the study had maintained the minimum $750,000 insurance requirement, exactly 42% of their monetary exposure from these settlements would have exceeded their insurance coverage... In addition, the Trucking Alliance study revealed that “of the settlements that exceeded $750,000 of insurance, the uninsured liability exposure ranged from 37.5% at the $1-million insurance level down to 17.7% at $4 million of insurance coverage” ...


* Texas - DOT proposes lane restrictions for big trucks

Austin,TXS,USA -Fleet Owner, by Deborah Whistler -Sep. 9, 2013: -- The Texas Dept. of Transportation is seeking comment from the public on a proposal that would prohibit trucks with three or more axles, as well as truck-tractors — whether or not they are hauling trailers — from using the left lane of Interstate 35 through much of McLennan County... The restriction would apply around the clock and would allow trucks to use the left lane only to pass slower traffic or when entering or exiting the freeway... TxDOT officials say the changes could improve safety on the road, citing studies by the Texas A and M University Transportation Institute that found areas that have such restrictions see fewer and less-severe wrecks... John D. Esparza, president of the Texas Trucking Assn., said he doesn’t oppose the proposed measure, but questioned whether the lane restrictions, and not a combination of factors, may have led to fewer wrecks in areas with lane restrictions that were studied...


* New Jersey - Governor foils effort to reclassify truckers

  Trenton,NJ,USA -Land Line, by Keith Goble -10 Set 2013: -- New Jersey Gov., Chris Christie, on Monday, Sept. 9, vetoed a bad bill for the trucking industry... The veto foiled an effort to classify drayage truck operators and parcel drivers as company employees. Specifically, A1578 sought to deem port truckers, including owner-operators going onto a port, as employees... OOIDA and the New Jersey Motor Truck Association opposed the reclassification effort... In late August, the Owner-Operator Independent Drivers Association sent a letter to the governor encouraging his veto of the bill... Association leaders have referred to the legislative effort as misguided and said it could result in a lot of businesses packing up and leaving the state...


* Texas - Central Freight Lines adds 100 CNG Freightliners

Waco,TXS,USA -Fleet Owner -Sep. 10, 2013: -- Central Freight Lines has added 100 compressed natural gas (CNG) tractors to its fleet of more than 1,600. Central is a less-than-truckload general commodities carriers. The 2014 Freightliner M2 112 CNG tractors are powered by the Cummins Westport ISL G natural gas engine... According to Don Orr, president and CEO, Central Freight Lines is partnering to build new CNG stations in Fort Worth, Houston and San Antonio as a result of the decision to convert the fleet to CNG technology. The company took advantage of a Texas Emissions Reduction Plan (TERP) program that gives participants the opportunity to trade a less-efficient truck towards a cost reduction on each new CNG-fueled truck purchased... The Freightliner M2 112 with natural gas can be spec’d for between 260 and 320 horsepower and up to 1,000 lb-ft of torque...
