* European Commission - Better cross-border roadworthiness recognition proposed
Brussels,Belgium -Fleet Europe, by Tim Harrup -27 July 2012: -- In a move to better harmonise and facilitate the movement of vehicles between member states, the European Commission has published a proposal for regular roadworthiness tests. Although such tests already take place in individual states (MOT in the UK, Contrôle Technique in Belgium and France…), the new proposal would see better mutual recognition of testing regimes between states. The Commission is also calling for tighter regulations against tampering with the recorded mileage of a vehicle on its odometer. The European umbrella association for the leasing industry – Leaseurope – welcomes this move, pointing out that its interest derives from the fact that over 30% of motor vehicles sold in Europe are via leasing contracts...
* Rules - Motorway sticker not before 2016
Brussels,Belgium -Truck and Business, by Claude Yvens -23 July 2012: -- A further meeting of the platform on inter-regional motorway sticker is scheduled Monday. It seems that the launch date of this vignette is postponed to 2016, not 2014 as announced at the January 2011 agreements between the three regions. Time was short to meet the original date, partly because the procedures for selecting the concessionaire of the perception of GPS mileage tax for heavy vehicles have not yet succeeded. The rates are not yet determined, and the likely trade-offs that will result (especially in computing business expenses) have not yet been started. Only the Walloon government voted last Thursday, the principle of the kilometer charge for trucks.
As a reminder:
- Passenger cars and light trucks will pay a flat sticker. This vignette is based on environmental criteria (probably based on Euro standards). - Vehicles registered in Belgium will pay the sticker as part of a massive overhaul of the road tax and the government promises, will not cause a global increase in car tax.
- Vehicles registered abroad must register their license plate by paying a virtual sticker (there will be no self-adhesive sticker as in Switzerland). Many systems allow the recording (by internet, via mobile phone, and in many 'service points' along the road network)
- Supervision of payment of the stamp will be made by cameras placed along highways
- Lorries must be equipped with a OBU (On Board Unit) that will calculate a fee per kilometer traveled, on the principle that exists in Germany, Slovakia and the Czech Republic...
* Belgium - Maintain logistics services sector afloat
Brussels,Belgium -Truck and Business, by Michael Buckinx -24 July 2012: -- Logistics services grew better than the rest of the transportation and logistics still suffering from a faltering economy. This is indicated by the quarterly report on ING sector. The total cargo volume expected to decline by 1%. The year 2011 is relatively good up to a year 2012 more complicated. Logistics services on the other hand (including shipping, warehousing and value-added logistics) help keep the industry afloat. This year's turnover is expected to grow by 1.5%. These logistics services are driving growth even in the longer term. In practice, more and more large motor carriers turn into logistics providers. As a logistics provider, the role of the company increases in the supply chain. This requires more flexibility and value creation...
* France - STEF increases its turnover
Lot-et-Garonne,France -Truck and Business (Belgium), by Michael Buckinx -20 July 2012: -- STEF, a specialist in cold chain logistics, announces that it maintained a steady growth rate in Q2 2012. Revenue reached 616.5 million euros against 556.1 during the same period of 2011, an increase of 10.9%. European operations have particularly good progress in the Benelux (+ 9.3%), Spain (+8.9%), Portugal (+8.8%) and Italy (+7.5%). The turnover in 2012 (cumulative to June 30) reached 1,213.3 million euros (+12.6%)...
