Detroit,Mich,USA -The Detroit Free Press -September 12, 2007: -- A federal judge on Wednesday rejected the U.S. auto industry's attempt to block California and 14 other states from setting tough new fuel economy standards, saying the industry had not proved the regulations were illegal, unsafe or unattainable... The ruling was a big loss for the industry in the fight over whether California and other states can require more efficient vehicles to reduce emissions linked to global warming...

Has decided to triple its early action measures aimed at cutting greenhouse gas emissions –planning to add several trucking restrictions by 2010 and ratchet up fines and enforcement for an idling restriction set to take effect next year... Earlier this year, the California Air Resources Board approved three early action measures to help the state meet California Assembly Bill 32’s goal of cutting greenhouse gas emissions by 25 percent by 2020... CARB now proposes to speed up the “Smartway Truck Efficiency” program, including requiring in-use trucks and trailers to be retrofitted with aerodynamic devices including cab roof fairings, cab side gap fairings, cab side skirts, trailer side skirts, gap fairings and trailer tail... Additionally, CARB wants to reduce rolling resistance by use of wide-base tires, low-rolling-resistance tires and automatic tire inflation systems for both tractors and trailers... Additionally, CARB aims to beef up enforcement of anti-idling measures and ratchet up fines for laws that haven’t yet gone into effect... CARB expects to issue new regulations... Mandate that maintenance shops and car and truck dealers check and inflate under-inflated tires... Emphasize truck stop electrification and offer incentives for truckers... Acelerate the rate of cargo handling equipment replacement... Require electrification of off-road construction equipment. AB32 was approved and signed into law by Gov. Arnold Schwarzenegger last year. The law gives CARB the authority to research, write and enforce regulations related to greenhouse gas emissions and links such emissions with global warming...
* CARB study urges managing congestion, speed for cleaner air
CAL,USA -Land Line Magazine, by Charlie Morasch -September 11, 2007: -- A study commissioned by the California Air Resources Board examined the link between vehicle speeds and greenhouse gas emissions, showing a relative “sweet spot” of medium speed and minimal emissions, CARB announced this week... The announcement came during CARB’s Chair Air Pollution Seminar on Tuesday, Sept. 11, scheduled to be given by Matthew Barth, professor and director of the College of Engineering-Center for Environmental Research and Technology at the University of California-Riverside... The university used GPS tracking combined with emissions testing to consider what possible traffic operation strategies could reduce on-road carbon dioxide emissions... The study found that lowest carbon dioxide emissions occur when vehicles are driving between 35 and 55 miles per hour, when they emit less than 300 grams of carbon dioxide per mile. The vehicles emitted as much as 800 grams of carbon dioxide per mile at 5 mph and 500 grams at 85 mph... Some congestion helps keep speeds and emissions down, the study found, while too much dramatically increases greenhouse gases emitted from cars... “If congestion brings average speed down from a free flow speed of around 65 mph to 45-50 mph, then congestion is actually helping improve fuel consumption and emissions,” the presentation read...
